"Five projects and one management" mainly includes: renovation projects of old communities and back streets and alleys, renovation projects of old pipelines, upgrading and renovation projects of urban and rural junctions, street renovation projects, and rectification projects of railways, third and fourth ring roads and highway entrances and exits, and urban refined management.
In the renovation project of old communities and back streets and alleys, Shenyang City plans to renovate 475 old communities and 200 surrounding back streets and alleys in 2022. Shenyang City will strictly control the quality of the project and make every effort to create high-quality and reliable projects. The renovation of back streets and alleys focuses on problems such as dirty, messy, and poor. Through the "one demolition, five reforms and five improvements", the level of facilities allocation is improved according to local conditions, a slow-moving network is established, the identification system is improved, cultural characteristics are highlighted, and service functions are enriched. Continue the inheritance of the city’s historical context, comprehensively improve historical districts and key areas, and create high-quality boutique neighborhoods.
In terms of old pipeline renovation projects, the city plans to renovate the old pipeline network this year, including 221 kilometers of gas pipeline network, 747 kilometers of water supply network, and 210 kilometers of heating pipeline network. Through the transformation of old pipeline networks, the safety hazards of underground pipeline networks will be further eliminated, the urban underground pipeline system will be improved, and the municipal pipeline facilities will be basically intact, and urban resilience will be continuously enhanced.
In the urban-rural junction renovation project, with the goal of creating a "clean, orderly, safe and smart" urban and rural environment, it focuses on optimizing and improving four urban exit roads, 18 retained villages and 7 surrounding roads, and focuses on implementing projects such as road surface, drainage transformation, sewage treatment, new squares, greening landscape and lighting improvement; strive to improve the environmental quality of urban-rural junction areas, improve infrastructure carrying capacity, strengthen the construction of public service systems, and gradually narrow the differences in urban and rural "dual structure" between urban and rural areas.
In terms of street renovation and renovation projects, Shenyang City plans to renew and renovate some main and secondary trunk roads in the city in three years starting from 2021. This year, the city plans to implement 41 streets and road renewal projects including Wenyi Road, Xiaoxi Road, Weigong Street, Lingyuan Street, Dadong Road, Nujiang Street. Through the implementation of "demolition and clearance", large-scale greening and replenishment, demonstration section project construction, and self-managed area rectification and improvement, we will continuously improve the environmental quality of the railway and the exit road along the third and fourth ring roads, create a new place for people's leisure activities and a new window to show the city's image.
In addition, Shenyang City adheres to the embroidery spirit of "having flowers in your heart, dense stitches, pursuing excellence, and working hard for a long time", continues to carry out refined urban management.
