"Marathon" was unified to "road running"
Before the outbreak of the epidemic, China's road running, which had experienced several years of "explosion", was still in a rising stage of steady expansion. According to data from the China Track and Field Association, in 2019, the number of marathon events reached nearly 1,828, with 7.12 million participants.
During the epidemic, China Road Running turned the field from offline to online. The emergence of virtual events has allowed runners to still find a stage that can release their passion for running.
According to the data given by Yu Hongchen, vice chairman and secretary-general of the China Athletics Association, at the National Road Running and Popular Athletics Work Conference, since the outbreak of the epidemic, online running and home track and field fitness activities have emerged. The association has created the "Run All Over China" online marathon series and formed a brand.
As of April 2022, a total of 364 operating companies have launched 435 online running activities covering 31 provinces, autonomous regions and municipalities across the country, with more than one million participants and more than ten million people radiating.

Because of this, in this "Compilation", the "Regulations on Discipline Management of Road Running Events of the Chinese Athletics Association" once again clarifies what kind of punishment should be imposed after violating the discipline from the subject of the competition to the participants.
First of all, this regulation clearly states that when participants have one of the following problems during the competition, the event organizing committee will impose penalties such as suspending the competition, disqualifying the competition, scores, banning for 1-2 years and banning for life, depending on the severity of the circumstances. In severe cases, you can apply for additional punishment:
1. Registering with a false age;
2. Concealing physical illness;
3. Failing to wear competition clothing and wearing number cloth as required;
4. Starting in the starting area of non-registered projects in the prescribed starting order;
5. Not starting at the prescribed starting time;
6. Athlete coaches and agents enter the track by taking any vehicle;
7. Those who do not complete the race route, follow the prescribed route, insert or take a means of transportation, enter the track after entering the track;
8. Those who use fouls such as crowding, pushing, hitting, and tripping people in the competition;
9. Those who fail to receive post-match items through the finish line according to the requirements;
10. Those who do not complete the journey and receive souvenirs privately through the finish line;
11. Those who do not obey the command of the event staff;
12. Those who abuse, fight, and cause trouble during the competition;
13. Other acts that violate the competition regulations.
In addition, the China Athletics Association will strictly punish players for impersonating the competition, forging the participation number or ID, and committing fraud. Depending on the serious circumstances, the event organizing committee will announce the list of violators for the first time and impose a penalty of 1-3 years or a lifetime ban on participating in the event, depending on the circumstances. If such a player occurs again in such a situation, the China Athletics Association shall impose a penalty for prohibiting him from participating in all certified events of the China Athletics Association for 1-3 years or a lifetime ban.
Under special circumstances of the epidemic, the event organizing committee and the China Athletics Association shall impose a lifelong ban on those who hold fake nucleic acid test , vaccine injection certificate and other related acts that violate epidemic prevention requirements. Any violations involved shall be handled by the public security and judicial departments in accordance with the law.
Strengthen safety supervision and strictly hold accountable
In addition to the runners' participation standards, event safety is also an important part of this "Compilation".
In late May last year, the Gansu Silver Mountain Cross-Country Race caused 21 people to be unfortunately killed, which was a "bloody lesson" in the Chinese road running event.
In order to prevent such accidents from happening again, the "Opinions on Further Strengthening Safety Supervision Services for Sports Events" in the "Compilation" clearly stipulates that future road-run events must strengthen safety guarantees, including that sports departments at all levels should jointly establish and improve the emergency work mechanism for sports events.
Strengthen training for sports event organizers and related practitioners in project skills, sports science and safety risks; sports event activities are equipped with professional and technical personnel with corresponding qualifications, and equip venues, equipment and facilities that meet relevant standards and requirements, strictly implement safety measures such as communications, safety, transportation, sanitation, food, emergency rescue, fire protection, etc., and increase compulsory measures such as equipment inspection and insurance purchase to ensure that emergencies can be dealt with decisively; finally, do a good job in epidemic prevention in accordance with the "one event, one plan".

According to the "circuit break" standard, when the event encounters natural disasters , accident disasters, public health incidents , social security incidents, and other situations that may cause the conditions for the event to be held, the event should start "circuit break".
For sports event organizers who violate relevant regulations and cause safety accidents such as personal injury and property losses, relevant industry authorities at all levels shall impose administrative penalties such as warnings and fines depending on the severity of the circumstances; individual sports associations at all levels shall impose industry penalties such as criticism and cancellation of event certification qualifications in accordance with relevant industry management measures; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

"People first, safety first" is a work concept that the General Administration of Sports of China had already emphasized at the National Track and Field Safety Supervision Conference held in July last year.
Since October last year, the China Track and Field Association has conducted nearly 10 surveys on nearly 400 organizing committees, provincial and municipal secondary field associations, graded supervision units, and industry experts representatives, and conducted surveys on 32 provincial and municipal regulatory units one by one.
In this survey, the China Athletics Association also found that 9 regulatory units have not formulated policy documents and regulatory measures for local road race events; 11 regulatory units have predecessors for inadequate implementation; 90% of municipal and provincial regulatory units do not understand the relevant systems and requirements of the association or local governments.
In addition, 8 regulatory units have not established a dedicated, full-time, and specialized system for supervision work; and 4 units have not yet actively communicated with the association about the progress of the competition in the province.
