In order to further standardize the operating order of the electric vehicle market and effectively safeguard road traffic safety and people's lives and property safety, according to the "Management Measures for the Access of Road Motor Vehicle Manufacturing Enterprises and Products of the Ministry of Industry and Information Technology", " Road Traffic Safety Law of the People's Republic of China ", " Product Quality Law of the People's Republic of China ", "Regulations on Certification and Accreditation of the People's Republic of China", "Measures for the Use of Motor Vehicle Invoices" and other laws and regulations, the notice of electric vehicles in the county and consumers in the county is as follows:
1. It is strictly prohibited to produce and sell electric vehicles that are not included in the "Announcement of Road Motor Vehicle Manufacturing Enterprises and Products of the Ministry of Industry and Information Technology, according to the "State Administration of Market Supervision" of the State Administration for Market Regulation The Opinions of the Ministry of Industry and Information Technology and the Ministry of Public Security on Strengthening Supervision of the Implementation of National Standards for Electric Bicycles" strictly prohibits the production and sale of electric bicycles that do not comply with the "Electric Bicycle Safety Technical Standards" (GB17761-2018) and have not obtained 3C certification; it is strictly prohibited to sell electric vehicles that are illegally modified or assembled.
2. Operators should carefully control the purchase, sales and delisting of electric vehicles, establish and improve the product purchase inspection and acceptance system, certificate and invoice request system, purchase and sales ledger system, and delisting system. Verify the qualification certificate of electric bicycles, chargers and batteries, label warning signs, factory name and address, Chinese instructions, and 3C certification marks to ensure the quality of the product, and do not sell unqualified products and products without factory names and factory addresses.
3. Operators should actively inform consumers of the properties of the vehicles purchased, and should not conceal, confuse or mislead consumers, and sell electric motorcycle as a non-motor vehicle. For electric motorcycles for sale, we must actively provide motor vehicle factory certificates, unified motor vehicle sales invoices and other relevant certificates, and actively inform consumers that they need to register a motor vehicle, issue a motor vehicle license plate and obtain the corresponding driving qualification before they can drive on the road.
4. Consumers identify the attributes of the vehicle they purchased (motor vehicle or non-motor vehicle). Electric bicycles are non-motor vehicles (with pedal cycling function, with a maximum designed speed of no more than 25 kilometers per hour, the mass of the whole vehicle does not exceed 55 kilograms, and the motor power does not exceed 400W, which is the essential difference from other motor vehicles such as electric motorcycles , etc.), and no driver's license is required; electric motorcycles (lightweight electric two-wheeled motorcycles, ordinary electric two-wheeled motorcycles, ordinary electric three-wheeled motorcycles) are motor vehicles. When purchasing such vehicles, you must actively ask the operator for the motor vehicle factory certificate, unified motor vehicle sales invoice and other purchase certificates. After purchase, you can go to the traffic management department of the public security organ to complete the registration procedures, and then hold the motor vehicle driver's license of the corresponding vehicle model before you can drive on the road.
5. low-speed electric vehicle products (electric four-wheeled vehicles, elderly scooter ) are not included in the "Announcement of Road Motor Vehicle Manufacturing Enterprises and Products" of the Ministry of Industry and Information Technology, and are not included in the mandatory certification management (3C certification). The public security department will not register according to law, and prevent such vehicles from driving on the road. Please buy with caution!
6. Driving vehicles on the road must comply with the relevant provisions of the "Road Traffic Safety Law of the People's Republic of China".
