The plenary session of the Central Committee of the Communist Party of China is referred to as the "Plenary Session of the Central Committee of the Communist Party of China" or the "Plenary Session of the Central Committee". Constitution of the Communist Party of China stipulates that the highest leading body of the Party is the National Congress of the Party and the Central Committee it produces. During the recess of the National Congress of the Party, the Central Committee implemented the resolutions of the National Congress, led all the work of the Party, and represented the Communist Party of China to the outside world. The usual agenda of the "Central Plenary Session" is: listen to the report of the Central Political Bureau, discuss and decide on major issues of the Party, etc. Each Central Committee member holds several plenary sessions during his term of office, namely, several plenary sessions of the CPC Central Committee, such as the "Second Plenary Session of the Seventh CPC Central Committee" and " Third Plenary Session of the Eleventh CPC Central Committee ".
Zhou Enlai at the Second Plenary Session of the Seventh Central Committee of the Communist Party of China
According to the provisions of the Party Constitution, the Central Committee of the Party generally holds a plenary session once a year. According to convention, the Central Plenary Session is usually held in the second half of each year. Therefore, each Central Committee usually holds at least five plenary sessions during its five-year term.
Looking at the previous National Congress of the Party, although the system of convening the Central Plenary Session has been established in terms of laws and regulations since the beginning of the birth of the Party, it has actually failed to operate normally and effectively in several periods after the founding of New China, and even several periods of time have not been held for many years. Some of them were six years apart, and the Eighth National Congress held three central plenary sessions within half a year in 1958.
Comparison, since the Fourth Plenary Session of the 13th Central Committee in 1989, this central plenary session leadership system has become increasingly normal and complete, and has entered a mature standardized and institutionalized track. Since the reform and opening up, each Central Committee usually holds seven plenary sessions during its five-year term, namely the "First Plenary Session of the Central Committee" to the "Seventh Plenary Session of the Central Committee". Among them:
"First Plenary Session of the Central Committee" is usually held on the second day after the closing of Party Congress , focusing on "personnel" and electing the central leadership body.
The "Second Plenary Session of the 19th CPC Central Committee" is usually held from late February to early March of the second year of the closing of the Party Congress, that is, before the National People's Congress, the theme is also mainly "personnel" to discuss the personnel arrangements of the new national institutions.
" Third Plenary Session of the 19th CPC Central Committee " is themed on "Economy and Reform". The decisions and deployments of the Third Plenary Session of the 19th CPC Central Committee since the reform and opening up have had a profound impact on China's development. For example, the Third Plenary Session of the Eleventh Central Committee: Make great decisions on reform and opening up; the Third Plenary Session of the 12th Central Committee: Comprehensively promote economic system reform; the Third Plenary Session of the 13th Central Committee: Governance and rectification and deepen reform; Third Plenary Session of the 14th Central Committee: Establish Socialist market economic system ; the Third Plenary Session of the 15th Central Committee: Promote agricultural and rural development reform; Third Plenary Session of the 16th Central Committee : Improve the socialist market economic system...
Communiqué of the Third Plenary Session of the 11th Central Committee
The fourth, fifth and sixth Central Plenary Sessions are generally held every year, which is a regular meeting, and usually studies important issues at that time.
The "Seventh Plenary Session of the 19th CPC Central Committee" will be held on the eve of the next Party Congress to prepare for all matters of the Party Congress.
In this way, the Central Plenary Session is held seven times in five years, not once a year.
Like the 18th National Congress:
First Plenary Session of the Central Committee November 15, 2012
Second Plenary Session of the Central Committee February 26 to 28, 2013
Third Plenary Session of the Central Committee November 9 to 12, 2013

Among them, the first plenary session to the second plenary session only took more than three months, the second plenary session to the third plenary session was 8 and a half months, and three central plenary sessions were held within one year; the fourth plenary session to the seventh plenary session was once a year. The time of the Central Plenary Sessions of the Party Congress after the 14th National Congress was basically the same.
The Central Plenary Session period is generally not long, the shortest is only one day. For example, the "First Plenary Session of the Central Committee" only lasts three or four days. However, in history, some of the Central Plenary Sessions have been held relatively long. For example, the Sixth Plenary Session of the Sixth Central Committee of the Communist Party of China held more than a month from September 29 to November 6, 1938; the Seventh Plenary Session of the Sixth Central Committee of the Communist Party of China held for 11 months. The longest Central Plenary Session after the founding of the People's Republic of China was the Eighth Middle School, which lasted for nearly a month and a half.
The location of the Central Plenary Session was mostly held in Beijing after the founding of the People's Republic of China, and many of them were in other places.For example, , the first to fifth plenary sessions of the 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 12th plenary sessions of the 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 12th plenary sessions of the 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and 1st and
