According to the regulations released by the Central Bank of in May this year, the interest rate for the first mortgage can be lowered by 20 basis points on the basis of the LPR during the same period, so the minimum interest rate can reach 4.1%.
However, on September 29, the central bank issued another notice stipulating that cities that meet the conditions can independently decide to temporarily relax the interest rate limit for commercial personal housing loans for the first home by the end of 2022. This means that the interest rate for first-home mortgages in cities that meet the conditions can be lower than 4.1%.
As for what conditions are needed, the central bank also has clear regulations: cities with continuous declines in sales prices of newly built commercial housing from June to August 2022, from the previous month to August.
In August this year, the price of newly built commercial housing in Hangzhou rose by 0.4% month-on-month and 6.5% year-on-year. In other words, Hangzhou currently does not meet the conditions for phased relaxation of the lower limit of loan interest rates. This means that the interest rate for first-home mortgages in Hangzhou will not be able to fall below 4% in the short term.
In fact, the mainstream interest rate for first-home mortgages in Hangzhou has not even fallen to 4.1%, and is still at the level of 4.3% before the holiday.
