Among the first batch of 25 district councillors in arranged for oaths on the same day, 17 were determined to be valid for oaths, 7 were suspected of having their validity and materials required to be submitted. One was declared to be immediately disqualified from the membership (DQ) due to absent. Hong Kong's " Oriental Daily " commented on the 10th that this is a major measure for local administration to rectify chaos after the Hong Kong Special Administrative Region implemented the oath Regulations of District Councilors.
"Oriental Daily" reported that after the pan-democrats dominated most district councils the year before yesterday, the outside world criticized the pan-democrats using platforms to promote politics, which made the district council a "black violence base" and obstructed regional funding, making it difficult for the district council to operate normally. In order to make things right, the Hong Kong Legislative Council passed an amendment in May this year to introduce an oath system for district councillors. According to reports, this year's district council members were elected in 2019, with 479 district council members, but before the government finalized the details of the oath, there was news that if someone did not meet the oath requirements, they would be recovered, which immediately triggered a wave of resignation. In addition, the loss of seats due to being sentenced to more than 3 months in prison, a total of 260 district council members resigned, and another 8 were detained or left Hong Kong. In the end, the government only needed to arrange for 211 district council members to take the oath.
The Hong Kong government arranged the first batch of 25 Hong Kong Island District Councillors to take the oath at the North Point Community Hall on the morning of the 10th, and 24 people attended. Hong Kong's " South China Morning Post " said that the video ceremony released by the government showed that the Chinese national anthem was played on the spot. The Chief Executive's authorized oath supervisor - Hong Kong Home Affairs Bureau Director Xu Yingwei said that the oath was legally binding and if it was violated, the parliamentarians would have to bear the consequences. Then, the lawmakers took the oath one by one. Hong Kong Commercial Radio reported that district councillors who attended the meeting swore to support the Basic Law and be loyal to the SAR one by one. According to the Ming Pao website, Wan Chai District Councilor Xie Weijun said after taking the oath, the oath ceremony was solemn, and the district councillors did not have any special actions when taking the oath, "100% normal, no special performance" and "much better than the Legislative Council." Before the oath ceremony, East District Councilman Cai Zhiqiang announced online that he would not attend, claiming that he would run for the district council "to supervise the government and cannot compromise." After the ceremony, Xu Yingwei declared that Tsai lost his membership in parliament in real time.

10 On the evening of 10, the SAR government issued an announcement that 17 of the 24 district councillors who took the oath that day were determined to be valid by the oath supervisor; the oath supervisor had questions about the validity of the oaths made by the other seven district councillors and had sent them a letter to request additional information to determine whether the oath was valid. Hong Kong Radio said that 7 of the 17 people confirmed to have sworn valid are non-establishment factions, while the seven people with doubtful validity are all democrats. The South China Morning Post said that two of the seven people had been previously charged with violating the Hong Kong National Security Law.
The Oriental Daily published a comment on the 10th and sighed that those black violence MPs used to shout "Restoring Hong Kong, the revolution of the times" and "Five major demands are indispensable" riots. They held the "Hong Kong independence" flag, dragon and lion flag, star and striped flag, and rice flags to rush the police defense line on the streets, performing black violence bravely, but today they acted as gentle, and were solemn and swear respectfully for the "grain branch".
