In order to further standardize road order and effectively curb the occurrence of traffic accidents, the traffic management department has strengthened the management of illegal vehicles on the road, imposed a fine of 10 yuan for the use of scooters and other scooters to assist in the road on illegally, and ordered them to correct the situation and not continue to use scooters on the road.
Safety hazards
1. Severe speeding and poor braking
Recently, the Beijing Consumer Association released a comparative test of 20 brands of electric scooters. Among the 20 samples tested, most of the scooters exceeded the maximum speed of electric bicycles, and only one brand met the standards. In addition, because the wheel diameter of this kind of car is small and the friction coefficient is small when braking, the brake performance is poor when the vehicle speed is too high, which is very likely to cause danger and poses a major safety threat to cyclists and pedestrians.
According to the relevant person in charge of the Electric Vehicle Industry Association, there has not been a national standard for electric scooters and balance bikes. There is no standard for manufacturers to produce such products. Some manufacturers are greedy for profit and pursue smaller and faster, ignoring the safety of the products, and burying great safety hazards.
2. Unlicensed and unlicensed lead to traffic violations
At present, due to electric scooters, unicycle somatic vehicles, electric skateboards and other transportation tools, they do not meet my country's motor vehicle safety standards, nor are they in the product catalog of motor vehicles, so they cannot register and get a certificate, which brings considerable difficulties in the management of such transportation tools. At the same time, for personal convenience, users often engage in illegal activities such as walking on motor vehicle lanes, traveling in the opposite direction, and running red lights, which further leads to traffic violations and is very likely to cause traffic accidents.
3. It is difficult to determine the responsibility for an accident
In addition to the product itself design defects, electric balance bikes, electric scooters, etc., including unicycle somatic vehicles, two-wheeled balance bikes, and electric scooters, do not meet my country's motor vehicle safety standards. In the current traffic regulations, the responsible parties are only: pedestrians, non-motor vehicles, and motor vehicles. Tools such as electric scooters are not responsible. There are currently no national or industry standards for electric balance bikes in China. Once a traffic accident occurs, it is difficult to define whether it is a court ruling or consumer evidence. Whether the balance bike hurts people is due to the product quality problems, design defects, or improper operation of consumers, it is difficult to define the responsibility for the accident.
Legal basis
There is no related concept such as "scooters, balance bikes, and wheelbarrows" in the current road traffic safety laws and regulations. These can only be regarded as leisure and entertainment tools and cannot be driven on the road. For electric scooters, balance bikes and other sliding tools on the road, a fine of 10 yuan will be imposed in accordance with the relevant provisions of Article 81 of the "Beijing Measures for Implementing Road Traffic Safety Law". After the police punish the offender during the law enforcement process, they will order them to correct the violation immediately and shall not continue to use such sliding tools on the road.
