This decree requires the Russian government to determine specific measures for the operation and issuance of licensing from now until January 1, 2028, and also requires the Russian government to resolve the funds, materials and other resources needed to ensure the safety of nuclear power plants.
In response to this, the Ukrainian National Nuclear Power Company website issued a statement on the same day, saying that according to the presidential decree of Ukrainian President on October 4 local time, Putin's decree is deemed invalid, that is, it does not have any legal effect. The Zaporo thermonuclear power plant will continue to operate in the Ukrainian energy system in accordance with Ukrainian legislation.

According to the Ukrainian State News Agency, the Ukrainian Ministry of Foreign Affairs said in a statement on October 5 local time that "we believe that the relevant laws of the Russian President are invalid." The Ukrainian Ministry of Foreign Affairs called on IAEA member states to limit cooperation with Russia within any project framework.
Ukrainian Foreign Ministry also pointed out that it is necessary to maximize the mobilization of all members of the international community "to ensure that the Zaporo thermonuclear power plant returns to Ukrainian control."
