Chapter 1 General Provisions
Article 1 In accordance with the "Education Law of the People's Republic of China", "Higher Education Law of the People's Republic of China" and other relevant laws and regulations and relevant documents of the Ministry of Education, in order to safeguard the legitimate rights and interests of schools and candidates, enroll students in accordance with the law, and combine the actual situation of the school, this charter is formulated.
Article 2 School enrollment work implements the principles of fair competition, fair selection, openness and transparency, comprehensive assessment, comprehensive evaluation, and merit selection and admission.

Tianjin University of Science and Technology was founded in 1958. It is one of the first four undergraduate colleges in light industry in my country. It was once affiliated to the former Ministry of Light Industry. After 60 years of its establishment, the school has been established because of light industry and prospered based on light industry. Chapter 2 Admissions Institutions
Article 5 The school has established an admissions committee to make democratic decisions and vote on major matters in the school’s admissions work, supervise and inspect the entire process of various types of admissions work, and provide consulting opinions for the school’s admissions work. The formulation of enrollment policies and enrollment plans, as well as major enrollment matters, will be studied and decided by the principal's office.
Article 6 An admissions work leading group consisting of the principal in charge and the heads of relevant departments is established to be fully responsible for the school’s enrollment work, and has an admissions and employment guidance center, which is specifically responsible for organizing and implementing undergraduate enrollment work.
Chapter 3 Admissions Plan
Article 7 The school formulates the 2019 province-to-professional enrollment plan according to the education development plan, school conditions, student source status, social needs and the requirements of the "Notice of the Ministry of Education on Doing a Good Job in the Admissions of Ordinary Colleges and Universities in 2019" [Teaching [2019] No. 1] document, and submits it to the superior competent department for review. According to the specific enrollment majors and number of students approved and issued by the Ministry of Education, they will be submitted to the enrollment authorities of each province (autonomous region, municipality) within the specified time and will be announced to the candidates. The school will also announce it to the public through various channels such as websites and admission brochures.
Article 8 School enrollment reservation plan
1. According to the planning requirements of the Ministry of Education, the school reserve plan shall not exceed 1% of the total number of undergraduate enrollment plans of the school. The reservation for art majors shall not exceed 15% of the total number of art major enrollment plans for the school.
2. Principles of use of reserved plans: (1) Used in provinces that implement parallel volunteers. When the ratio of file upgrades is greater than 100%, the number of candidates meeting the admission standards exceeds the admission plan of the province; (2) Used in provinces that have entered the same file and have the same score; (3) Used in provinces that have enthusiastic candidates to apply for the exam and have good student quality.
3. The method for using the reservation plan must be studied and decided by the school’s enrollment work leading group.
Chapter 4 Charging Standards and Scholarships
Article 9 Our school is a pilot university for credit system reform in Tianjin. The tuition fee standards are implemented in accordance with the "Notice of the Municipal Development and Reform Commission, Municipal Finance Bureau, Municipal Education Commission on the Implementation of Credit System Fees by Tianjin University of Science and Technology" (Tianda Development and Reform Price [2018] No. 535).
The Sino-foreign cooperative education major and the Tianjin joint training project still implement the school year fee. The Sino-Japanese cooperative education major is RMB 22,000/student/year; the Sino-UK cooperative education major is RMB 24,000/student/year; the Sino-Australia cooperative education major is RMB 25,000/student/year. Tianjin joint training project liberal arts majors are 4,400 yuan/child/year; science and engineering majors are 5,400 yuan/child/year. The standard for accommodation fee of

Article 10 The school has established various types of scholarships, with more than 30% of the awards and grants. There are scholarships such as national scholarships, Tianjin Municipal People's Government Scholarships, Wang Kechang Scholarships, etc. The school also has more than ten special scholarships such as Tianjin University of Science and Technology Scholarships, Zhu Ying Scholarships, as well as scholarships sponsored by enterprises and institutions. Students from families with financial difficulties can apply for national student loans to the place of origin, and at the same time, they can apply for national inspirational scholarships, national scholarships, work-study grants, special hardship subsidies, and a number of scholarships established by schools, social enterprises, institutions and individuals.
Chapter 5 Admission Rules
Article 11 In accordance with the admission policies and relevant regulations formulated by the Ministry of Education and the admission departments of relevant provinces (autonomous assessment, comprehensive evaluation, and admission to the best", within the qualification standards stipulated by the admission departments of each province (autonomous region, municipality), the candidates' application and college entrance examination results are mainly based on the application filled in by the candidates.
Article 12 The voluntary admission of colleges and universities shall implement relevant policies of the province (autonomous region, municipality) where they are located.For provinces (autonomous regions and municipalities) that implement parallel voluntary filing, our school determines the transfer ratio based on the number of enrollment plans and the source of students, and the transfer ratio is controlled within 105% in principle; for provinces (autonomous regions and municipalities) that implement sequential voluntary filing, our school will admit candidates who apply for the first choice from high to low scores in accordance with the order of college applications filled in by the candidates. Only when the number of candidates who apply for the first choice online in the same batch of admission control control online first choice in our school will be less than the number of enrollment plans, and so on, there is no score difference in college applications. When admitting to Shanghai and Zhejiang Province, the local 2019 college entrance examination admissions work policy will be implemented.
Article 13: Professional volunteer admission is based on the admission scores as the main basis, and majors are arranged based on the principle of score priority (except for Inner Mongolia Autonomous Region). There is no score difference between professional volunteers. If the candidates apply for majors have not been admitted, if they obey the professional adjustment, they will be transferred to other unfulfilled majors; if they do not obey the professional adjustment, they will be rejected. The admission rules of "queuing up according to professional volunteers within 1:1" are implemented in the Inner Mongolia Autonomous Region.
Article 14 Under the same conditions (referring to the same filing score), candidates with higher scores in relevant subjects will be given priority (the relevant subjects are comprehensive Chinese, mathematics, and liberal arts (science) subjects). Tianjin candidates shall implement the relevant provisions of Article 16 of this Articles of Association. Shanghai candidates implement local admission policies.
Article 15 All public foreign language courses in our school are English (except for computer science and technology (information processing) and Japanese majors, and their public foreign language courses are Japanese (starting point zero). Small language candidates should fill in the application carefully.
Article 16 For candidates in Tianjin:
1. Candidates who have obtained A's scores in 8 subjects including Chinese, mathematics, physics, chemistry, biology, politics, geography, history, etc. in General High School Academic Proficiency Examination are referred to as 8A candidates. When arranging majors, the top 10 candidates with 8A who wish to apply for the first time will be given priority to arrange majors in accordance with Article 13.
2. Under the same conditions (referring to the same filing score):
(1) When the school arranges majors, candidates with better academic achievement scores in the general high school. If the academic achievement scores in the general high school are the same, the majors will be arranged based on the comprehensive quality evaluation results.
(2) When the school withdraws the file, it first removes the candidates with poor academic achievement test scores in the general high school. If the scores in the general high school academic achievement test are the same, the candidates with poor comprehensive quality evaluation results will be rejected.
Article 17 For candidates in Jiangsu Province, the academic level test requirements for ordinary majors in our school and the requirements for elective subjects shall be subject to the announcement of our school’s enrollment plan. Candidates who enter the file shall be admitted according to the rules of "score first and then grade". When the filing scores are the same, candidates with higher grades in the academic level test are given priority; if the grades in the selected subjects are also given priority, candidates with higher grades in the relevant subjects (the relevant subjects are Chinese and mathematics, and there are no additional points).
Article 18 The bonus policy is implemented in accordance with relevant regulations of the Ministry of Education.
Article 19 Admission principles for art (design and animation majors):
1. Our school recognizes the unified (joint) examination results of art enrollment in provinces. The specific plan shall be subject to the enrollment plan announced by the provincial enrollment authorities.
2. Candidates applying for our school must pass the political, ideological, moral and physical examination, and their overall examination results in art and design should meet the undergraduate application qualification of the province (city, autonomous region) where the students are located. At the same time, the college entrance examination cultural scores reach the undergraduate admission control line of the art undergraduate admission control line of the province (city, autonomous region) where the students are located. According to our school’s enrollment plan in the province (city, autonomous region) and the candidate’s college entrance examination wishes, they should be fully measured and selected according to the comprehensive scores. The admitted candidates shall arrange their majors according to the principle that scores are preferred (except for Inner Mongolia Autonomous Region). The Inner Mongolia Autonomous Region implements the admission rules of "enrollment plan 1:1, queue up to admit according to professional volunteers".
3. Comprehensive sub-calculation method: (1) In provinces that implement parallel volunteers, the comprehensive sub-calculation method shall be implemented according to the comprehensive sub-calculation method stipulated by the enrollment department of the province (city, autonomous region).(2) Other provinces calculate the comprehensive score based on the ratio of the professional unified examination score and the college entrance examination cultural score of 3:7. When calculating the comprehensive score, the unified examination score is converted to 750 points, and the cultural score is calculated based on the original score of the college entrance examination (full score 750 points [if the full score is not 750 points, it is converted to 750 points]).
4. When the comprehensive scores are the same, candidates with higher scores in the college entrance examination cultural courses will be given priority; when the comprehensive scores are the same and cultural courses, candidates with higher scores in the relevant subjects of the cultural courses will be given priority (the relevant subjects are Chinese, mathematics, and liberal arts and sciences in order).
Article 20 Principles of admission to art performance majors:
1. Candidates applying for our school will be admitted based on the admission plan announced by our school and their college entrance examinations, and their professional examination results will be accepted according to the admission plan announced by our school and the candidates' college entrance examination wishes. When the professional examination scores are the same, candidates with higher academic scores in the college entrance examination will be given priority.
2. Candidates who apply for the unified examination of art majors belong to the provinces of their majors, must pass the provincial unified examination of the major before they are eligible to participate in the admission.
Article 21 For high-level athletes, those who have passed the assessment of our school and have been publicized by the Sunshine College Entrance Examination Platform, they shall be admitted in accordance with the regulations of the Ministry of Education and relevant provinces (autonomous regions and municipalities).
Article 22 Tianjin jointly trains and admitted students to the school in accordance with the agreement signed between the school and the students.
Article 23 The physical health requirements of candidates shall be implemented in accordance with the "Guiding Opinions on the Physical Examination of Ordinary Higher Education Institutions" issued by the Ministry of Education, the Ministry of Health, and the China Federation of Disabled Persons.
Article 24 The requirements for the examination of candidates for ideological and political morality shall be implemented in accordance with the spirit of the Ministry of Education’s documents. Candidates who fail the examination of ideological and political morality will not be admitted.
Chapter 6 Registration and Admission
Article 25 New students admitted in accordance with the national admission regulations shall go to the school to complete the admission procedures according to the "Tianjin University of Science and Technology Freshman Admission Notice" and follow the relevant requirements and prescribed periods of the school. Those who cannot enroll on schedule for some reason should ask for leave from the school. Those who have not asked for leave or who have exceeded the deadline shall be deemed to have waived their admission qualifications for exceptions such as irresistible reasons.
Article 26 The school conducts a preliminary review of the admission qualifications of freshmen when reporting, and if the examination passes the admission procedures, they will register their academic status; if the student is found to have committed fraud, favoritism, etc. during the review, it shall be determined that the review is unqualified and the academic status will be cancelled.
Article 27 After freshmen enter school, the school will manage it in accordance with the "Regulations on the Management of Students in Ordinary Higher Education Institutions" and the "Regulations on the Management of Students of Tianjin University of Science and Technology". Those who complete the contents of the training plan within the school’s prescribed years and meet the graduation requirements will be granted to graduate and will be awarded a full-time graduation certificate of the Tianjin University of Science and Technology. Graduates who meet the requirements of the "Implementation Rules for the Degree Awarding of Tianjin University of Science and Technology" will be awarded a bachelor's degree and a degree certificate will be awarded.
Article 28 The state has relevant regulations for students who are enrolled in the form of Sino-foreign cooperative education or joint training with our school, and are not allowed to adjust their majors during their studies.
Chapter 7 Attachment
Article 29 This charter has been reviewed and approved by the principal's office meeting of our school and reported to the school's superior department for review.
Article 30 This charter only applies to the 2019 general undergraduate enrollment work of our school.
Article 31 This Articles of Association shall be implemented from the date of its publication. All previous policies and regulations on undergraduate enrollment work in our school that are inconsistent with this charter shall be abolished and shall be subject to the provisions of this charter.
Article 32 During the school enrollment consultation process, the opinions and suggestions of the staff are only used as reference for candidates to fill out their applications and are not a school admission commitment.
Article 33 The subject requirements for the high school academic achievement examination and the use of students' comprehensive quality archive materials for the majors (or majors) determined by our school in the provinces for the pilot provinces for the comprehensive reform of the college entrance examination shall be subject to the announcement of each province.
Article 34 This charter is interpreted by the Tianjin University of Science and Technology Admissions and Employment Guidance Center.
