Cili County Education Bureau’s work plan on the public selection of Furong School leaders and middle-level managers
All township middle schools, Lingyang Town Central School and its affiliated schools, and each department station of the bureau:
In order to strengthen the construction of Furong School, according to the "Interim Measures for the Management of Leaders and Personnel of Primary and Secondary Schools" (Zhongshufa [2017] No. 3), after research by the Party Working Committee of the County Education Bureau, it was decided to openly select the recommended candidates for Furong School leaders and middle-level managers.
1. Organizational leadership

2. Basic principles
(I) Principle of the Party managing cadres;
(II) Principle of appointing people based on merit and having both moral integrity and ability;

(IV) Principles of openness, equality, competition, and selection of the best;
3. Number of selection positions and scope
(I) Number of selection positions: 1 principal, 1 vice principal in charge of academic affairs, 1 vice principal in charge of political and educational work, 1 vice principal in charge of general affairs; 1 recommended candidate for academic affairs director, 1 recommended candidate for political and educational director, and 1 recommended candidate for general affairs director.
(II) Selection scope: On-the-job personnel of the education bureau and compulsory education schools in our county. Among them, the selection scope of principals is the county education bureau cadres and the current principals and vice principals of compulsory education schools in the county.
4. Selection conditions
(I) Basic conditions.
1. Seriously implement the Party’s education policy and be loyal to the Party’s education cause.
2. Have the political literacy, theoretical cultivation and policy level required to perform duties.
3. Have rich educational professional knowledge, school education management knowledge and strong organizational leadership skills.
4. Have modern educational ideas and educational concepts, and understand and master the basic laws of education and teaching.
5. Love your job and be dedicated, seek truth and be pragmatic; be proactive and enterprising, be brave in innovation; unite comrades, contact the masses; be strict with yourself and take the overall situation into consideration.
(2) Qualification conditions.
1. A formal member of the Communist Party of China.
2. College degree or above.
3. Age requirements: ① Principal position is under 50 years old (born after September 1, 1970); ② Other positions are under 45 years old (born after September 1, 1975).
4. It has been edited for three years or more in our county (edited before September 1, 2017).
5. The annual assessment results in the past three years (2017-2019) have passed or above, and have not been punished for party discipline and government discipline.
5. Selection procedure
(I) Announce the position. Announcement was issued on the county education bureau office platform, announcing the number of positions, registration conditions and selection procedures for Furong School leaders and middle-level managers.
(II) Registration for preliminary review. Those who meet the selection criteria shall fill in the "Open Selection of Furong School Leaders and Middle-Level Managers Registration Form" (see attachment). At the same time, each school shall conduct a preliminary qualification review, stamp the copy of the ID card and graduation certificate with the school official seal, and submit the applicants to the Personnel Section of the County Education Bureau together with the registration form. Registration time: July 12, 2020 (8:30-12:00 am).
(III) Qualification Review. The preliminary review work is organized by the county education bureau working group, which mainly examines whether the applicants meet the qualification requirements. After the initial review, it will be reported to the Party Working Committee of the County Education Bureau for review.
(IV) Interview. The interview mainly tests the essential basic qualities and abilities of applicants for performing their responsibilities in competing positions. The interview will be conducted by on-site defense. The interview time is: July 22, 2020, and the interview location will be notified separately.
(V) Determine the candidate for inspection. The candidates for the examination are determined based on the interview scores of applicants from high to low scores and the number of positions in each position is 1:3.
(VI) Organize the inspection. Referring to the "Interim Measures for the Management of Leaders of Primary and Secondary Schools" (Zhongshufa [2017] No. 3) and the conditions and requirements for the selection of positions, individual seminars are mainly used to conduct a comprehensive examination of the actual performance of the examined subjects' morality, ability, diligence, performance, integrity, etc., and make a comprehensive evaluation of whether they are suitable and competent for the selected positions.
(7) decide to apply.
1. Discuss the decision. According to the inspection situation and the recommendations of the inspection team, the Party Working Committee of the County Education Bureau will collectively discuss the appointment decision for the candidates for principals and vice principals, and make recommendations for the candidates for directors.
2. Pre-appointment announcement. The cadres decided to appoint by the county education bureau will be publicized, and the announcement period will be 3 working days. After the public announcement period expires, if no problems affecting the appointment are found, the appointment procedures will be completed.
3. Trial period. A one-year probation period will be implemented for the selected principals and vice principals. After the probation period expires, those who are competent after the assessment will be formally appointed; those who are incompetent will be removed from the probationary position.
6. Work discipline
(I) This selection is organized and implemented under the supervision of the discipline inspection group of the county education bureau dispatched by the county discipline inspection and supervision commission to ensure openness, fairness and justice.
(II) Personnel who register for the selection must consciously abide by relevant regulations and shall not commit fraud. Otherwise, once verified, the selection qualification will be disqualified.
(III) Relevant schools should objectively and comprehensively reflect and provide the real situation of the subjects of investigation, and shall not exaggerate, conceal or distort the facts.
(IV) Staff members must strictly abide by the personnel work discipline of cadres and personnel, strictly implement the confidentiality system and the avoidance system, and are not allowed to disclose examination questions, scoring situations, inspection situations, organizational discussions, etc.
(V) Those who violate the discipline of cadre selection will be given corresponding party discipline and political discipline sanctions in accordance with relevant regulations.
