Xia Zhitao participated in maritime work in July 2012 and is currently the deputy director of the dangerous and pollution prevention department of Yueyang Maritime Bureau. He is a grassroots worker engaged in the prevention and control of water ships on Yangtze River . Over the years, he has used his professional expertise, refined his work experience, innovated his working methods, and made his due contribution in promoting the green development of Yangtze River Economic Belt , which has been highly recognized by society and the industry. He has successively won the Hunan Province May 4th Youth Medal , Yueyang City May 4th Youth Medal, Top Ten Outstanding Youths in Direct Maritime System, Outstanding Youths in Direct Maritime System, Yangtze River Navigation Administration Technical Expert, Yangtze River Maritime System Third Class Medal , Yangtze River Maritime Bureau Youth Job Expert, etc. He used his practical actions to vividly interpret the spiritual qualities of "a ox, a pioneer ox, and an old ox".
For more than 10 years of maritime work, Xia Zhitao has always put his footprints deep at the grassroots level, insisting on "working while learning and learning while doing", closely combining the chemistry major he studied with ship pollution prevention supervision work, and constantly filling in the shortcomings in ship knowledge. In addition to work, he devoted himself to studying boring and heavy ship inspection standards and passed the national registered surveyor qualification examination with high scores; he insisted on scientific research and innovation, participated in 5 projects such as "Differential Management of Domestic Sewage in Inland Ships", published and exchanged 3 papers such as "The Application of PSA Inert Gas System on Inland Hazardous Chemicals Ships", and won the excellent paper of the East China Area Seminar of the International Maritime Research Commission Hazard Prevention Branch Committee; he was good at learning and accomplishing, and won the first place in the comprehensive score in the 12th Comprehensive Skills Competition of the Yangtze River, truly realizing the magnificent transformation from "outsider" to "insider".
Xia Zhitao always insists on discovering problems, solving problems, and achieving results on the spot. Since he started working, he has boarded more than 800 ships per year and carried out more than 70 ship security inspections, and obtained a large amount of ship anti-pollution work. According to the existing problems, he squatted on the docks one by one, urged the rectification of the matters of the State Council on the main line of the Yangtze River. He adhered to the principle of "optimizing procedures and scientific supervision", used what he learned and gained, promoted the establishment of a database of ships in port, implemented differentiated supervision of ships, and improved the effectiveness of on-site ship anti-pollution inspections. He adhered to the working idea of "grasping ship pollution, we must first focus on dangerous goods ships", explored and implemented a ship selection mechanism for dangerous goods owner terminals, and promoted the further optimization of the structure of the dangerous goods transportation industry. Since he participated in the work, he has effectively ensured the water transportation safety of more than 80 million tons of dangerous goods and more than 20,000 dangerous goods ships, and used practical actions to serve the high-quality development of local economy.
Xia Zhitao also actively explored and implemented three models of free reception of ship water pollutants, promoted the smooth reception, transfer and disposal closed-loop services, and effectively reversed the unfavorable situation of "heavy blocking and lightly easing" ship water pollutants. In order to fight the battle to defend the blue sky, he took the lead in studying the "54321" regulatory method for ship air pollution, achieving the improvement of the four indicators of ship air pollution for five consecutive years. In order to improve the effectiveness of anti-pollution inspection on site ships, he took the lead in compiling the "Guidelines for Supervision and Inspection of Domestic Sewage Disposal in Inland Ships", which became the series of sewage disposal guidance for the Yangtze River. He explored and refined the experience of ship anti-pollution supervision on "12365", shared it at the promotion meeting on the full line of the Yangtze River hazard prevention work, and provided a "Yueyang Plan" for Yangtze River ship anti-pollution. He led the operation of "Zhitao Studio" and established the "1+3+x" working model to effectively ensure the navigation safety of dangerous ships coming and going.He opened the WeChat official account of "Zhitao Talks about Danger Prevention" to promote and explain the Yangtze River pollution prevention knowledge, carefully answered the questions raised by the crew members, and received unanimous praise. He promoted the establishment of the "Port Green Alliance" and established the first green water cross-blocking operation area in the middle reaches of the Yangtze River. The consensus and joint efforts on green development in the industry have been significantly enhanced.
