The latest position of Chinese Ambassador to Afghanistan Liu Jinsong after leaving office and returning to China has been announced.

Official resume shows that Liu Jinsong, male, born in Zhejiang in 1972, native of Jiangsu, grew up in Xinjiang, graduated from the Institute of Regional Economics of Renmin University of China, received a bachelor's degree in economics, and graduated from the Fletcher School of Diplomacy, Tufts University in the United States, and received a master's degree.

Liu Jinsong worked in the Asia Department and Policy Research Office of the Ministry of Foreign Affairs, the Chinese Embassy in Thailand, the Embassy in Japan, the Embassy in the UK, the Research Bureau of the Taiwan Affairs Office of the State Council, the Department of Taiwan Affairs of the Ministry of Foreign Affairs, the Policy Planning Department and other departments. In 2012, Liu Jinsong became the deputy director of the International Economic Department of the Ministry of Foreign Affairs and the director of the Silk Road Fund. Three years later, he was transferred to the chief librarian and minister of the Chinese Embassy in India. In January 2018, Liu Jinsong was appointed Chinese Ambassador to Afghanistan.

According to the official website of the Chinese Embassy in Afghanistan, on July 28, Afghan President Ghani held a medal ceremony for the outgoing Ambassador Liu Jinsong at the Presidential Office. Afghan National Security Advisor Mohib, Presidential Office Director Kakar, First Deputy Foreign Minister Zaman, Presidential Office Spokesperson Saidic, and Embassy Business Counselor Wang Hongquan attended.

Saidic read out the award speech on behalf of President Ghani, saying that in accordance with Article 19 of Chapter 64 of the Afghan Constitution and Executive Order of the Islamic Republic of Afghanistan, it was decided to award the National Medal of the Chinese Ambassador to Afghanistan Liu Jinsong the "Gaz Mir Masgidi Khan" in accordance with Article 19 of Chapter 64 of the Afghan Constitution and the Executive Order of the Islamic Republic of Afghanistan.

The main responsibilities of the Policy Planning Department of the Ministry of Foreign Affairs are: to study and analyze the overall and strategic issues in the international situation and international relations; to formulate policy plans in the field of diplomatic work; to draft and submit important foreign affairs manuscripts; to carry out foreign policy declarations; to coordinate research; and to carry out relevant work involving the research on the diplomatic history of New China.

At present, the leadership team of the Policy Planning Department of the Ministry of Foreign Affairs also includes three deputy directors: Miao Deyu, Zheng Liqiao, and Jiang Xuebin.
