Previously, the length of the traction rope was not limited, which caused accidents and conflicts.

Details stipulate that when taking a pet dog out, the length of the leash must be kept within 2 meters. In public places in multi-family residential buildings, dog owners should pick up their pet dog or hold the dog leash to avoid accidents. When dog owners use corridors, stairs, and elevators with pet dogs, they must reduce the length of the dog leash to the shortest. If the pet dog leash exceeds 2 meters, the dog owner will face a fine of 200,000 won (1,000 won is about 5 yuan), a fine of 300,000 won for the second time, and a fine of 500,000 won for the third time.
Currently, most dog leashes on the Korean market are more than 2 meters long. Since dog owners have different methods of fixing dog leashes, it is difficult to grasp the standards when enforcing the law. The head of a district government in Seoul City said that it is correct to crack down on the phenomenon of not managing pet dogs in accordance with the law, but many ambiguous situations may occur in practice. According to statistics from the South Korean government, between 2016 and 2020, there were 11,152 dog bites in South Korea, about 6 per day.
