Article 75, paragraph 1 of the " Public Security Administration Punishment Law of the People's Republic of China" stipulates: "If you raise animals and interfere with the normal life of others, you will be given a warning; if you fail to correct it after warning, or allow animals to intimidate others, you will be fined not less than RMB 200 and not more than RMB 500." If you do not carry a leash when walking a dog, you may be subject to an administrative penalty of warning if you interfere with the normal life of others. From the analysis of civil legal relations, according to Article 1246 of the " Civil Code ": "If the animal breeder or manager violates management regulations and fails to take safety measures to cause damage to others, the animal breeder or manager shall bear the liability for infringement of ; however, it can be proved that the damage was caused by the infringer, and the liability may be reduced."
