CIA's statement is superb on the surface, but in fact the most critical point is: I want to "make money" by establishing a Chinese working group. Because as long as this project is passed and implemented, this separate "China Task Force" will receive more resources and budgets, including personnel, funds and high-level attention.
In fact, Burns' idea has been brewing for a long time. Last month, Burns said in an interview with the US media that the CIA is studying how to deal with "other advanced capabilities of China's intelligence agencies" and "ubiquitous technical surveillance". He is considering whether to deploy experts on China in advance around the world.
In fact, after paying attention to the details, it is not difficult to find that CIA is actually very anxious. Why did the high-profile announcement to target China, in addition to "making money", another focus is to "gain the attention of senior management", what does this mean?
