Recently, recalling the work of the democratic party in for many years, Xia Huaxiang, former vice chairman of the Sichuan Provincial Committee of the China Agricultural and Democratic Party, sighed infinitely.
Xia Huaxiang, 59 years old this year, was born in a small mountain village on the bank of the Yalong River in Yanyuan County, Liangshan Prefecture, Sichuan Province. Later, he was admitted to Sichuan University and stayed at school to work. He worked in the former State Education Commission (Ministry of Education) for many years, and was later sent by the state to study in the UK. After returning to China, he worked in administrative management at Sichuan University. In 2006, according to the organizational arrangements, Xia Huaxiang was transferred to the Sichuan Provincial Committee of the Agricultural and Democratic Party, and later served as deputy chairman of the Sichuan Provincial Committee of the Agricultural and Democratic Party, and also served as member of the Standing Committee of the Sichuan Provincial Committee of the Chinese People's Political Consultative Conference, deputy secretary-general, deputy director of the Human Resources and Environmental Protection Committee, and vice president of the Sichuan European and American Alumni Association.
For many years, Xia Huaxiang has been paying attention to the ecological environment protection of the upstream of the Yangtze River . He said it was related to his own growth experience. He grew up on the banks of Yalong River and has a special relationship with the river. He has seen the harm of large floods, and has also seen with his own eyes that soil erosion and other phenomena that harm the ecological barriers in the upper reaches of the Yangtze River are frequently affected.
"After coming to the work of the Peasants and Democratic Party, the field of resources and environment was the key area of focus of the party, and it also provided me with a way." Xia Huaxiang said that he realized very early that the Yangtze River is a whole, and the protection of the Yangtze River should start from the upper reaches. Ten years ago, he promoted the Sichuan Provincial Committee of the China Democratic League to conduct key research every year around the protection of ecological barriers in the upper reaches of the Yangtze River, and promoted the Central Committee of the China Democratic League and relevant parties to attach great importance to the green development of the upper reaches of the Yangtze River.

Against this background, in the past 10 years, Xia Huaxiang has been going to Sichuan Ganzi Tibetan Autonomous Prefecture, Aba Tibetan and Qiang Autonomous Prefecture for investigation every year, and he is left by many rivers. During the investigation, he also deeply realized the importance of harmonious coexistence between man and nature.
"We all know that Tibetan herders have a nomadic lifestyle. In fact, on the one hand, it is to actively adapt to the environment, and on the other hand, it is to prevent excessive utilization of resources." Xia Huaxiang said that many such environmental protection concepts have been incorporated into the daily lives of ordinary people. "Why are our environmental protection policy supported by so many people, it has a deep cultural gene."
At the same time, Xia Huaxiang became more aware that protecting the environment does not mean that natural resources are not developed at all." The key is "how to develop" and "how to use". "When we protect the green waters and green mountains, how can we transform them into gold and silver mountains? Where is the effective transformation channel? We can't let local people wear sheepskin jackets to protect the environment, right? We must develop our lives. How to coordinate this development?"
Xia Huaxiang said that taking the Panzhihua City where Jinsha River flows as an example, the Peasants and Democratic Party held an ecological environment forum in Panxi District many years ago, specializing in the harmonious relationship between environmental protection and economic development. It is with the strong support of various democratic parties that the Panxi region with unique climate conditions actively develops health care industries and achieves rapid development, thereby promoting local economic development.
In recent years, the Sichuan Provincial Committee of the China Democratic League has also carried out democratic supervision of the ecological environment protection of the Yangtze River. After careful and meticulous investigation, Xia Huaxiang believes that the ecological protection of the Yangtze River must break the boundaries of existing administrative divisions and must correctly handle development and protection with a systematic concept. "The governance of river basins must break the existing division and restrictions of administrative divisions . We must regard a river as a whole, formulate unified rules and systems, rather than existing segmented contracts. After all, rivers are flowing!" When talking about economic issues and environmental protection issues, Xia Huaxiang always has endless things to say.He said that when he was young, he had an intellectual sentiment and hoped to use his abilities to promote the progress of the country and society, which is also his unchanging original intention for many years.
From a "mountain village kid" to today's expert in economic strategy and environmental protection, Xia Huaxiang often lamented from the heart that the great era has made him successful. "Our generation of intellectuals are all created by the good educational environment after reform and opening up ."
He is about to retire and is very moved that the Peasants and Labor Party has provided him with a broad stage to display his talents. "I am deeply influenced by the internal intelligence and detached vision of democratic parties. Using party channels to provide advice is also a way to realize the feelings of intellectuals' patriotism."
"The world trend is vast, but every bit of social progress requires human advancement to achieve it.
