In recent years, Tianxin District of Changsha City has strengthened innovation in grassroots social governance, committed to improving grassroots social governance capabilities, and accelerated the modernization of urban social governance. People's Daily Changsha, August 10th. Party building leads the "grid", deeply integrates "service", and comprehensively strengthens the "association"... In order to fully implement the work arrangements of the Central Committee, Hunan Province and Changsha City on promoting the modernization of urban social governance and strengthen grassroots social governance innovation, since last year, Tianxin District, Changsha City, Hunan Province has actively explored the "Tianxin Creation" of urban social governance with five as carriers, and promoted the modernization of urban social governance to a new level.
Party building leads the "grid" and builds a solid "bridgehead" for grassroots governance
Changsha Tianxin District insists on using grid as an important means to innovate grassroots social governance, and constantly implements grid management and services in a solid and detailed manner.
Strengthen the leadership of party building. In March 2019, Tianxin District established a grid-based comprehensive service center directly under the district party committee, and established a district grid-based comprehensive service work leading group; adopted the "one grid, one branch" or "multiple grids, one branch" method to build 219 grid party branches and 185 grid party groups in the district; implement the regional co-construction mechanism of party organizations, deepen the service connotation of "party building grid", explore measures such as party members' joint units and buildings, and innovate the grassroots consultation and deliberation system.

Tianxin District scientifically divides the entire district into 435 sub-grids, and sets up a "grid service station" in each sub-grid to set up a pre-office office; implements the "grid whistle blowing, department reporting" mechanism and the "full post access" model, and strives to incorporate 222 tasks such as party building, comprehensive management, and urban management into grid management. Grid staff rely on the grid service station to fully carry out full post access services.
connected point grid solves the problem. The 28th of each month is the day when the leading cadres in Tianxin District are stationed. Through the working mechanism of county-level leaders connecting streets, section-level leaders connecting grids, and community cadres entering grids, they contact and serve the masses at zero distance, and concentrate on time to resolve conflicts and disputes. In the first half of this year, more than 30 county-level leaders and more than 500 section-level grid governance instructors came to the grid to investigate and guide grid work. Through grid patrols, visits and assistance and policy publicity, 1,299 grid information were collected, including 500 grid problems that need to be dealt with, 407 were processed, and 93 are being processed.
Deeply integrate "service" to facilitate the people and benefit the people "accelerate"
Changsha Tianxin District highlights the empowerment of simplifying administration and empowering it, and builds it into a diversified service base that integrates party affairs, government affairs, village affairs, business and other services, providing efficient and convenient services to the people.

Tianxin District sorted out the list of public services for "nearest handling" and, based on the city's "Guidelines Catalog", added 6 government service items handled by sinking villages (communities), further streamlined the application materials, optimized service processes, and promoted full coverage of grassroots public services with high quality, so that "the masses can run less errands and more data can run more."
improves the system and provides one-stop dispute resolution. Tianxin District adheres to and develops Fengqiao's experience, further improves the diversified dispute resolution mechanism that is organically connected, efficient and convenient, establishes a one-stop resolution platform, and promotes the creation of a "free brand"; strengthens the interpretation of typical cases, and drives the efficient resolution of batch disputes through demonstration handling of individual cases.
builds a platform to guide social forces to help.Tianxin District has built a platform for social organizations to participate in grassroots social governance, established a diversified investment mechanism, encourage enterprises, institutions and social groups to actively participate, invest and contract public welfare projects, connect social organizations and volunteers to actively provide services for public welfare projects, and actively take action and contribute in the fields of safe construction and community governance.
Comprehensively strengthen the "association" and draw the "concentric circle" of mass autonomy
Since the establishment of Tianxin District Ping An Volunteer Association (hereinafter referred to as: Volunteer Association) in 2017, more than 10,000 volunteers have fully played the role of the "five members" (public security patrolmen, intelligence information officers, dispute mediators, security inspectors, and safety propagandists), and strive to create a social governance pattern of co-construction, co-governance and sharing, becoming a heartwarming business card of Ping Anxin.

Relying on the main positions of "Internet Group Prevention and Control" service station, street community comprehensive management center, grid service station and other main positions, the Volunteer Association actively plays the role of the "five major members".
Innovative methods and methods to stimulate vitality. Taking the "Member Day" event as an opportunity, the Volunteer Association organized all association members to participate in membership day activities at least twice a year, effectively mobilizing more than 10,000 members; formed an association lecturer group and created a "Safe Classroom" directory to allow members to receive new knowledge education; purchased security insurance for each member to protect volunteers.
improves the incentive mechanism to tap potential. The Volunteer Association and the Tianxin District Civilization Office jointly formulated volunteer service incentive measures, launched "Time Bank" and "Points Passbook" to provide corresponding social security, cultural life services, etc. for volunteers who meet the conditions; launched the city's first offline point redemption supermarket for Star City Gardeners, so that volunteers can truly enjoy the benefits and convenience brought by volunteer service tasks.
Improve the system "AI" to open up the "brain circuit" of smart cities
Changsha Tianxin District insists on technological innovation, breaking down information barriers, and creating a closed loop of terminal perception, central disposal and information feedback, further strengthening the perception of grassroots operations, timely warning of important information and rapid handling of emergencies, forming a smart AI system with Tianxin characteristics.

Tianxin District uses Ping An Tianxin V WeChat public account to develop the public problem reporting function, and collect problems and opinions reflected by the public in a timely manner; develop Ping An Tianxin V micro-perception platform, and place WeChat robots into more than 800 community groups, owner groups, and property groups in the district to timely grasp social conditions and public opinion and publish official information; improve the Grid WeChat mini program, and promptly publish tasks and collect information to grid workers and grid instructors; actively guide enterprises, institutions, merchants, restaurants, etc. in the jurisdiction to access the Snow Bright Project. At present, nearly 10,000 social resource videos in the district have supplemented the blindness of front-end video perception.
strengthens the central disposal system. Tianxin District has opened up the barriers between the "Grid Connect" platform and the end perception system, and timely collects front-end perception content, realizing the circulation, supervision and tracking of problems, ensuring the management of one network. As of March, a total of 45,711 problems of various types have been collected and solved in the district, with a disposal rate of 98.69%.
has improved the information feedback system. Based on the existing information release platforms such as Ping An Tianxin V WeChat public account, Tianxin District has built 1,099 emergency broadcast points covering 734 communities in the district, and opened a mobile SMS mass sending service platform account. In accordance with the principle of "peacetime service, wartime emergency response, and peacetime war combination", it is the main base of political and legal publicity and public opinion work in peacetime, and can be converted into an information feedback release platform once needed.
Multi-dimensional exploration of "topics" to explore "new ideas" for social governance
Changsha Tianxin District also seeks advice from universities, using forward-looking ideas, policies and technologies to explore "politics, rule of law, moral governance, autonomy, and intelligent governance" in all aspects, enhance the systematicity, integrity and coordination of social governance, and provide stronger support for pilot work.
uses forward-looking theories of colleges and universities to explore innovation in systems and mechanisms.Tianxin District cooperated with Central South University, Hunan Women's University and other universities to jointly prepare for the establishment of Hunan Xiangmin Community Governance Research Center and established a community governance expert database, which was later upgraded and promoted and used by the Provincial Department of Civil Affairs; and jointly explored "Research on Urban Social Governance Innovation Based on Resilience Theory" with professors from the School of Liberal Arts and Sciences of the National University of Defense Technology; and explored with Central South University of Forestry School of Political Science and Law to use the rule of law thinking to guide mass autonomy and further stimulate the vitality of autonomy.

Tianxin District and Hunan Open University explore how to use intelligent means to effectively carry out online safety education; and Shanghai Jiaotong University Image Communication and Network Engineering Institute explores how to use AI technology to improve the density analysis and risk warning capabilities of Xiangjiang Scenic Strip during "fireworks" performance.
uses school-local project cooperation to deepen mass participation and talent training. By conducting forward-looking research with local universities, we can not only form the project results that guide practice and the characteristics of pilot work, but also promptly reflect, gather and express the various opinions and needs of the public through problem research. At the same time, for local universities, they can also obtain a large amount of social practice resources, expand the school space, enhance the school capacity, and cultivate more new social governance talents.
