It is reported that the former webmaster of the Zhejiang News Agency, Shang Mouzhuang, and his gang members in the China Business Times, used the name of media supervision, and used traditional media and online platforms such as Weibo , WeChat public accounts to wantonly fabricate false information and spread online rumors, causing trouble in the online space, bewitching netizens, and seriously disrupting public order.
After investigation, the gang threatened to extort negative news and extorted more than 2.8 million yuan in cash from four companies in the name of "promotional fees", "advertising fees", and "forum fees"; forced the exposed object to purchase the goods they promoted, with a sales amount of more than 10 million yuan. In addition, Shang Mouzhuang also used his position to undertake business, embezzled more than 4 million yuan of public funds and accepted bribes equivalent to more than 600,000 yuan.
After trial, the court held that the defendants Shang Mouzhuang and others used traditional media and the Internet to carry out illegal and criminal activities, and had formed evil forces. In August 2020, the People's Court of Jianggan District, Hangzhou City publicly pronounced the criminal cases involving online evil forces such as Shang Mouzhuang. Shang Mouzhuang was sentenced to 16 years in prison and a fine of 1.115 million yuan.
With the help of the online platform " routine loan " and it is highly concealed and harmful. With the advancement of special rectification work, a number of online " routine loan gangs involved in criminal activities that defraud victims of loans and illegally collect debts were destroyed.
Since 2018, Wang Moutao and others have successively registered more than 20 shell companies and developed 24 online lending platforms such as "Tiantu.com". Using "routine loans" as a means to defraud victims of loans and collect super high interest. They have also maliciously raised "debts" through multiple platforms, "borrow new and repay old" and " loan repayment " to maliciously build up "debts" and defraud others of their money.
According to investigation, the "routine loan" gang established outsourcing collection relationships with 24 collection companies, and used "soft violence" means such as telephone insults, threats, and sending PS nude photos to illegally collect debts, seriously disrupting the order of the Internet and financial management, undermining the order of economic and social life, and causing serious harmful consequences.
In 2019, the Lanzhou Public Security Bureau of Gansu Province cracked down on Wang Moutao's online "routine loan" gangs, destroyed 6 criminal dens, arrested more than 200 criminal suspects, cracked more than 300 related criminal cases, and seized and frozen 1.5 billion yuan of property involved. In September 2020, the Lanzhou Intermediate People's Court issued a verdict on the case in accordance with the law. According to incomplete statistics, Chen used his 21 Weibo accounts, official accounts, Toutiao accounts and other self-media accounts to publish more than 3,000 negative articles of various types, and has successively created more than 200 negative public opinion in 11 provinces and cities including Hunan, seriously disrupting the network ecology and political ecology.
In November 2019, the People's Court of Guiyang County, Hunan Province publicly tried the case of Chen Mouren in accordance with the law. In April 2020, the first-instance verdict of Chen's case was publicly announced. Chen was sentenced to 15 years in prison and fined 7.01 million yuan for crimes such as provoking trouble, extortion, illegal business, and bribery.
According to relevant persons in charge of the State Cyberspace Administration of China, from November 2019 to November 2020, Internet information departments and public security departments across the country worked closely together to crack down on more than 1,700 gangs using information networks to commit crimes by criminal gangs, arrested more than 17,000 criminal suspects, detained more than 16,000 criminal suspects, cracked 32,000 criminal cases, seized 29.95 billion yuan of assets involved, creating a strong deterrence in society and effectively cleared the cyberspace.
