The current global epidemic is still severe and complex. According to the latest requirements of the Chinese competent authorities, passengers from the United States to China must increase rapid antigen testing before boarding. Airlines will add the original report to check the passenger's health code before boarding. is now reviewing and updating the specific pre-test inspection arrangements for people leaving New York to China. Passengers who take direct flights from New York to China are requested to read this notice carefully and comply with the implementation.
1. Take a direct flight from New York to China
Currently, the embassy and consulate in the United States only issue health codes to passengers taking direct flights from the United States and China. The direct flight to China that the Consulate General in New York is responsible for reviewing the health code is: Eastern Airlines flight MU588 (New York to Shanghai).
2. Designated testing (sampling) institution
The Consulate General in New York only accepts nucleic acid and antibody sampling conducted by designated nucleic acid and antibody testing (sampling) institutions and their testing certificates issued. Sampling and testing conducted by non-designated institutions will not be accepted.
Airlines only accepts rapid antigen testing reports issued by designated antigen testing agencies.
Relevant institutions are operated in accordance with local laws and regulations and have no economic relations with the Consulate General. The Consulate General has urged them to charge reasonable fees in accordance with industry standards. Please contact the relevant institutions yourself to understand the charging standards, payment methods, and time of issuance of testing certificates.
Consulate General will dynamically adjust the list of institutions based on the testing quality of designated testing (sampling) institutions, especially the diagnosis and service level of passengers after entering the country. Please pay attention to the update situation in a timely manner.
3. Pre-trip testing requirements
Please first determine the vaccination status of your own, and test according to different categories according to the following requirements:
(I) For those who have completely vaccinated inactivated vaccine (such as Sinopharm and Sinovac vaccine)
1. On the 7th day before boarding, the designated testing agency at the departure point of the flight (New York) will conduct the first nucleic acid test . If the flight to China takes off on April 11, the sampling time should be any time on April 4.
2. Starting from the date of the first nucleic acid test, a 7-day self-health monitoring will be started at the take-off place (New York), and fill out the "Self-Health Monitoring Form" truthfully as required.
3. Within 48 hours before boarding, the two designated testing institutions at the departure point (New York) each underwent nucleic acid test one time. If the flight to China takes off on April 11, the sampling time should be any time from April 9 to 11.

(III) Perform the first nucleic acid test for those who have not been vaccinated or have not been completely vaccinated

4. Relevant instructions on testing requirements
(I) Test type
1. Nucleic acid detection: Nasopharyngeal Swab (Nasopharyngeal Swab) sampling and RT-PCR detection method.
2, IgM antibody detection: sampling must be performed by intravenous blood collection.
3, N-protein IgM antibody detection: sampling must be performed by intravenous blood collection.
(2) Personnel traveling to China must actively provide passports and other valid international travel documents to the testing (sampling) agency, cooperate with the testing (sampling) agency to verify their identity and carry out relevant testing.
People who go to China must sign the "Health Status Declaration Commitment Letter" at the designated sampling institution (the designated sampling institution has a paper version) to truthfully declare their personal recent physical health, testing history, past infection history, and close contact history, and promise to do a good job of self-closed loop management after testing.
People who go to China must sign an authorization and consent form provided by the testing (sampling) agency at the designated sampling agency, and agree that the testing (sampling) agency will provide personal information, testing status and testing results to the Consulate General after testing. If you do not sign, the health code application will not be approved.
(III) Precautions for testing vaccinated personnel
1. Vaccinated personnel should complete all doses of vaccination for application of health code. Those who fail to complete all doses of vaccination (such as 2 shots should be given, only 1 shot is given; or 3 shots should be given, only 1-2 shots should be given), and 2 doses of inactivated vaccination within the same day shall be deemed to be unvaccinated.
2. Vaccination and testing interval
Vaccinated persons must undergo relevant testing within 48 hours before boarding after completing all doses required for vaccination. If the relevant test is completed within 48 hours before boarding, the health code will not be issued if the relevant test is completed within 14 days after vaccination. For example, if the second dose of Pfizer vaccine is completed on April 1, relevant testing can be carried out on April 15 (inclusive) and within 48 hours before boarding.

. Application for health code
(I) Application method
1, Chinese citizens (including those holding Chinese passport , travel permit , Hong Kong and Macao residents' mainland pass , and Taiwan residents' mainland pass ): Search for "Epidemic Prevention and Health Code International Version" through WeChat, enter the WeChat Epidemic Prevention and Health Code International Version Mini Program, fill in and submit and apply for a health code.
2. Non-Chinese citizen: apply through the QR code web page of the foreigner's health status statement.
(II) Accurately fill in the application information
application information will be used for health code review and reflected in the health code. Please be sure to fill in the application truthfully and accurately.
1. When sampling, testing and online declaration, make sure that the submitted name, date of birth and certificate number are consistent with the certificate held and are accurate.
2. Personnel with multiple international travel documents shall be subject to the entry certificate for entry to China. If multiple documents are used during the application process of health code and the information is inconsistent, the relevant documents must be uploaded at the same time for verification.
3. "Detection and sampling date" should fill in the sampling date of the earlier test in the relevant test within 48 hours before boarding. For example, if a flight to China takes off on April 11, a person who has received the inactivated vaccine will undergo a nucleic acid test on the 7th day before boarding on April 4, and a first nucleic acid test within 48 hours before boarding on April 9, and a second nucleic acid test within 48 hours before boarding on April 10, then the "Detection and sampling date" that he should fill in in the system will be April 9.
(III) Upload application materials
Please prepare a scan or screenshot of the following materials with complete page and clear handwriting:
1. Provide all test certificates according to the self-vaccine situation (such as three nucleic acids, two nucleic acids and one antibody, etc.);
2. Fill in the complete "Self-Health Status Monitoring Form";
3. Vaccinated personnel must provide vaccination. Voucher (such as CDC vaccination card), fill out the complete Vaccination Statement;
4, formal air ticket or itinerary for the whole trip to China;
5, valid travel documents to China, legal residence certificate in the United States (including visa, "green card", I-20 form, etc.);
6, Notes:
(1) No need to provide the results of rapid antigen testing before boarding when applying for a health code.
(2) When you obtain the negative nucleic acid test certificate on the 7th day before boarding, you do not need to upload it separately.
(3) Please upload all materials at one time to apply for a health code after obtaining the nucleic acid test on the 7th day before boarding and within 48 hours before boarding.
6. Review and verify
(I) Before issuing the health code, the Consulate General will fully verify the authenticity of the sampling, test results and test certificates with the designated testing (sampling) agency.
(II) The review time is related to the applicant's submission time and total application amount. The review time may vary in speed, but it usually does not exceed 12 hours. Some applicants' information needs to be further verified and the review time is extended accordingly.
(III) The Consulate General conducts review work on weekends and holidays. Please be patient after submitting the application and check the results online by yourself. Do not inquire and urge questions through other methods to avoid affecting the efficiency of the review work. Please do not test repeatedly to submit a test certificate to avoid the invalidation of your health code.
(IV) The airline will check the health code and the rapid antigen test report at the check-in site:
1. People who go to China open and log in to the mini program on site, and display dynamic health codes. They do not accept screenshots, printed versions and other health code display forms;
2. People who go to China will present the rapid antigen test report (both paper and electronic versions are available), and those who are negative can board the plane.
The relevant designated testing institutions will provide passenger test results to the Consulate General and airlines. Please do not fake it if you go to China.
7. Personnel with previous infection history
(I) Personnel with previous infection history determines
1. It is clear that the patient has been deemed to be a person with previous infection history.
2. Although it has not been confirmed, any of the nucleic acid, IgM antibody, N protein IgM antibody, and IgG antibody were tested positive, and it is also considered to be a person with a history of previous infection. Passengers are not required to provide IgG antibody test results, but if people traveling to China test positive for IgG antibody, the Consulate General will comprehensively determine whether they are considered as a person with a previous infection history based on whether they are vaccinated.
(II) Testing requirements for personnel with previous infection history
If a person with previous infection history intends to take a direct flight from New York to China, he or she should follow the following procedures:
1. After recovering from the disease, perform nucleic acid tests at the designated testing (sampling) institution of the Consulate General in New York (sampling time interval is more than 24 hours), and perform pulmonary CT or X-ray examination at the local regular medical institution (pregnant women can be exempted). The above three tests and examinations should be within 3 days before submitting to the Consulate General for pre-examination. Submit the above test and inspection results to the Consulate General for pre-examination, and the subject of the email is marked as "I am a name + passport number + application for confirmation of recovery".
2. After being pre-examined by the Consulate General, please continue to conduct 14-day self-isolation management and health status monitoring, and truthfully fill out the "Self-Health Status Monitoring Form" (multiple forms can be filled in). Individuals with high risk or doubt may extend the monitoring time for health status.
3. After the self-isolation monitoring is completed, if your physical condition is normal, you can arrange a trip to China, and conduct nucleic acid test on the 7th day before boarding and 7 days self-health monitoring as required, and conduct relevant tests within 48 hours before boarding according to your own vaccination status. If the relevant test result is negative, you can apply for a health code and submit the "Self-Health Status Monitoring Form" during the 14-day self-isolation management period at the same time when applying; if a positive result still occurs during the relevant test, the health code cannot be obtained and the follow-up procedure must be followed again.
4. If suspected symptoms such as fever, cough, diarrhea occur during the isolation monitoring period, the Consulate General should be informed in time.
8. Close contacts
(I) Close contacts determine that
suspected cases and confirmed cases of patients with suspected cases and confirmed cases start 2 days before the onset of symptoms, or 2 days before the sampling of specimens for asymptomatic infected persons, persons who have come into close contacts but have not taken effective protection are deemed to be close contacts. For example: family members, colleagues, classmates, etc. of confirmed cases or asymptomatic infections (the positive nucleic acid test result shall prevail) are deemed to be close contacts.
(II) Testing requirements for close contacts
Consulate General does not issue health codes for close contacts. Close contacts must undergo 14-day isolation and health monitoring from the date of close contact, and conduct nucleic acid testing at the designated testing institutions of the Consulate General on the 1st, 4th and 7th day of the monitoring period. If the results are all negative, the itinerary to China can be planned. After completing the above isolation and health monitoring, the nucleic acid test on the 7th day before boarding and 7 days self-health monitoring will be carried out according to the requirements of this notice, and the relevant tests will be carried out within 48 hours before boarding according to the self-vaccination status. When applying for a health code, the results of 3 nucleic acid tests during the health monitoring period should be submitted at the same time.
9. Personnel with suspected symptoms
(I) Personnel with suspected symptoms determine that
has suspected symptoms such as fever, cough, diarrhea in the past 14 days, or is refused boarding by the airline due to high body temperature and suspected symptoms, they shall be deemed to be suspected symptoms.
(II) Testing for people with suspected symptoms requires
The Consulate General will not review and issue health codes for people with suspected symptoms. Persons with suspected symptoms must undergo 14-day isolation and health monitoring from the date of the onset of the suspected symptoms, and conduct nucleic acid testing at the testing agency designated by the Consulate General on the 1st, 4th and 7th day of the monitoring period. If the results are all negative, the itinerary to China can be planned. After completing the above quarantine and health monitoring, the nucleic acid test on the 7th day before boarding and 7 days self-health monitoring will be carried out according to the requirements of this notice, and the relevant tests will be carried out within 48 hours before boarding according to the self-vaccine situation. When applying for a health code, the results of 3 nucleic acid tests during the monitoring period should be submitted at the same time.
10. Crew member
If a crew member who plans to take a direct flight from New York to China, he should first undergo a nucleic acid test at the designated testing agency of the Consulate General. If the result is negative, he will undergo 14-day isolation observation and closed-loop management. If there is no abnormality during the quarantine period, you can plan your trip to China and conduct relevant testing within 48 hours before boarding according to the above requirements. When applying for a health code, please submit documents that can prove the date of login in the United States and the quarantine management commitment letter issued by the shipping company.
If a crew member is diagnosed during quarantine, other crew members on the same boat must follow up in accordance with the relevant requirements of the aforementioned close contacts in this notice.
1. Transfer issues
(I) Personnel to China from the United States must take a direct flight, and the Consulate General does not review and issue health codes for people to China from the United States (regions).
(II) If the state-owned flight to China is located, please do not go to China through New York. The Consulate General will not issue health codes for such personnel.
(III) If there is no direct flight to China in the country, it is recommended to carefully consider the travel risks and decide whether to go to China. If there are indeed emergency or necessary reasons to go to China via New York, you must:
1. Take a direct flight from your country to New York and take a direct flight from New York to China.
2. Perform pre-trip testing and obtain valid health codes according to the requirements of the Chinese embassy (consulate) in the country where they are located.
3. According to the requirements of the Consulate General in New York, nucleic acid test on the 7th day before boarding, 7 days self-health monitoring, and relevant tests within 48 hours before boarding. In addition to submitting the necessary materials required to apply for a health code, you also need to submit the itinerary for air tickets to the United States and to China, a visa to the United States (or other residence documents) and a health code issued by the Chinese embassy (consulate) in the country where you are located.
Consulate General will also review health code applications in consideration of the latest epidemic situation in the originating country and other factors. Please be cautious about choosing to transfer from the United States to China.
12. Frequently Asked Questions
(I) When will it be detected?
If the date of flights to the United States is April 11 local time:
The first nucleic acid test date should be April 4, and the relevant test sampling date should be between April 9 and 11 within 48 hours before boarding.

(II) How long does the health code last? The validity period of the

(IV) New testing certificates need to be uploaded. How to perform the "re-declaration" operation? After uploading the test certificate by
, if you find that a new test certificate is required due to operation errors or other reasons, you can log in to the mini program at any time, click "Re-declare", and follow the prompts. After selecting to re-apply, the system will automatically cancel the application submitted to be reviewed and cancel the "HS" green code that has been obtained. The "re-declaration" operation can be performed up to two times. After completing the re-application, the Consulate General will review it according to your latest application status. The review sequence will be automatically generated by the system. "Re-application" without a valid reason will affect the review progress. Please be cautious.
(Five) After applying for a health code from the Consulate General, will you "pass in one code" after returning to China?
The health code issued by the Consulate General is not an entry permit and cannot be used as a domestic health code. Please contact relevant domestic departments in time for relevant health code requirements after returning to China.

13. Important reminder
(I) In view of the current situation of the new crown epidemic still being complex and severe, the Consulate General once again strongly calls on everyone to strengthen epidemic prevention and adhere to "non-emergency, non-essential, and non-traveling."
(II) Be sure to test and declare honestly to ensure that the test data is true and effective. Tampering with the test report or asking others to "impersonate" to participate in the test, or "defrauding" the health code for immunization because of unqualified antibody testing, are suspected of endangering public safety by dangerous methods, and many people have been held seriously responsible.
(III) It is indeed necessary to go to China to strictly implement self-closed loop management before departure, especially after the test, to minimize contact with the outside world, continuously strengthen personal protection, and reduce the risk of infection after testing.
(IV) The Consulate General will comprehensively consider various factors to issue health codes. Even if the applicant meets all the above application conditions, he may not be able to obtain a health code. Please determine the travel plan based on your travel necessity and economic status to avoid economic losses caused by the inability to refund and change the air ticket.
(V) The new requirements for antigen testing before boarding in this notice apply to those who fly directly to China from New York (inclusive) from April 1, 2022. People who travel to China are requested to prepare in advance and conduct corresponding testing in accordance with regulations.
