In 2018, our province continued to implement free education for normal students and medical students, and renamed "free normal students" and "free medical students" to " public-funded normal students " and "public medical students". At the same time, in accordance with the spirit of the "Notice on Issuing the Implementation Measures for the Targeted Training of Grassroots Agricultural Technology Promotion Talents in Shandong Province" (Lunnong Science and Technology No. [2018] No. 11), public education for agricultural science students was launched. "Publicly funded normal students", "publicly funded medical students" and "publicly funded agricultural students" are collectively called publicly funded students .
public-funded normal students have been implemented since 2016 and have completed enrollment of 6,000 students; public-funded medical students have been implemented since 2017 and have completed enrollment of 600 students; public-funded agricultural students have been implemented since 2018. Public-funded students, as the name suggests, are the students' study expenses during school days, and the students themselves do not need to bear them. At present, the provincial finance of the three types of public-funded students in our province will allocate to colleges and universities at the standard of 10,000 yuan per student per year, including students' tuition, accommodation fees, and living allowances of 6,000 yuan per student per year and living allowances of 4,000 yuan per student per year.
In 2018, the public-funded normal students enrollment plan was 6,000, which was undertaken by 17 universities including Shandong Normal University ; the public-funded medical students enrollment plan was 1,030, which was undertaken by 5 universities including Shandong University of Traditional Chinese Medicine ; the public-funded agricultural students enrollment plan was 300, which was undertaken by 3 universities including Shandong Agricultural University .
Compared with last year, the enrollment plan for public-funded normal students has increased by 3,000, the enrollment schools have increased by 8, and the enrollment majors have increased preschool education, special education, musicology, art, physical education, dance, educational technology, and psychology, to better serve the reform and development of basic education. public medical students enrollment plan increased by 430, enrollment schools increased by 1, and enrollment majors increased by psychiatry. Publicly funded agricultural science students is the first enrollment this year. A total of 3 universities and 7 majors are enrolled. The enrollment majors are mainly arranged in agriculture, animal science, agricultural and forestry economic management, agricultural resources and environment, plant protection, aquaculture, horticulture and other majors.
Candidates apply for public-funded students, and the following relevant regulations need to be clarified:
First, public-funded students are admitted in advance in the summer college entrance examination undergraduate courses.
Candidates' summer college entrance examination scores shall not be lower than the minimum admission control line for the general undergraduate batch set by our province for the first time. Only one application for the three types of public-funded students can be filled in, and cannot be applied for both. Candidates can fill in one college and several major applications, and the professional application is composed of "professional + targeted employment market". When enrolling, admissions will be based on the principle of score priority, and the candidates fill out their professional wishes and the plans of each major to be selected for the merits. All admitted candidates will no longer participate in any other form or batch of filing admissions.

Fifth, candidates need to sign a public education agreement.
Candidates who apply for public-funded students and are admitted must sign a public-funded education agreement with the targeted employment city or county or enrollment university before registering for admission to the school to clarify the rights and obligations of the three parties. If a public-funded student terminates the agreement or breaches during school, he or she must perform in accordance with the provisions of the agreement. The content of the agreement is announced before the candidates fill in the college entrance examination application. Policy background and training of public medical students
1. Implementation background of public medical students training policy
In recent years, the problems of weak grassroots health capacity and poor vitality in our province, and the problems of unbalanced and inadequate development are very prominent, and the development is seriously lagging behind compared with the public's health needs. It is mainly manifested as insufficient total number of grassroots health technical talents, generally low academic qualifications, and unreasonable professional structure. As of the end of 2016, there were 1.86 grassroots health technicians per 1,000 population in the province; only 18.85% of the medical staff have bachelor's degree or above, and it is difficult for grassroots doctors to gain the trust of urban and rural residents; there are 2,850 registered general practitioners in primary medical institutions in the province, accounting for only 4.9% of practicing (assistant) physicians, far lower than the international average of 30-60%, and far from meeting the health needs of the people.
In order to accelerate the construction of a grassroots medical and health team with general practitioners as the focus, improve the overall quality and service level of the grassroots medical and health team, gradually achieve the goal of everyone enjoying basic medical and health services, and improve the health level of the whole people, in March 2010, the National Development and Reform Commission, the Ministry of Health, the Central Organization Department, the Ministry of Education, the Ministry of Finance and the Ministry of Human Resources and Social Security jointly issued the "Plan for the Construction of Grassroots Medical and Health Team with General Practice as the focus", proposing to gradually implement the targeted free training project of rural orders in higher medical schools, and promote local higher medical schools to explore and practice a new model for talent training for grassroots health services based on the actual needs of local rural health. In May 2015, the Ministry of Education and six other departments issued the "Opinions on Further Improving the Free Training of Medical Students in Rural Orders", which made unified requirements for the implementation of free medical student training in various provinces. In January 2017, the Provincial Health and Family Planning Commission and seven other departments jointly issued the "Implementation Measures for Free Education for Medical Students in Shandong Province", deciding to implement order-targeted medical students free education (referred to as "free medical students") in provincial medical colleges and universities starting from 2017, focusing on cultivating health talents engaged in general medical care for township health centers. The required funds will be allocated to colleges and universities by the provincial finance at a standard of 10,000 yuan per student per year, of which the standard of living allowance is 4,000 yuan per student per year. The school will be fully distributed to free medical students at a standard of 400 yuan per person per month (a total of 10 months, except for winter and summer vacations). Since 2018, "free medical students" have been renamed "public medical students".
2. The enrollment and training of public medical students in 2017
In May 2017, the Provincial Department of Education and the Provincial Health and Family Planning Commission jointly issued the "Notice on Doing a Good Job in the Enrollment of Free Education Medical Students in 2017", and determined that 4 universities, including Shandong University of Traditional Chinese Medicine, Binzhou Medical College, Jining Medical College, Weifang Medical College, , Weifang Medical College, and other universities undertake free medical students enrollment and training tasks, with an enrollment plan of 600 people, including 500 people in clinical medicine and 100 people in traditional Chinese medicine. Judging from the enrollment situation, free medical students are welcomed by the majority of candidates, the enrollment tasks are successfully completed, and the quality of admitted students is high. For example, the highest score for free medical students in clinical medicine major in Weifang Medical College is 619 points, which is 23 points higher than that of ordinary medical students. The average score of free medical students in traditional Chinese medicine at Binzhou Medical College is 544 points, which is 12 points higher than that of ordinary medical students in traditional Chinese medicine. The quality of free medical students is better than that of ordinary medical students.
According to the characteristics of rural medical and health services, the training model of public-funded medical students is different from that of ordinary medical students and has its own distinctive characteristics. First, public medical students mainly aim to cultivate qualified grassroots health service talents; second, public medical students' curriculum setting and teaching content focus on strengthening the cultivation of general medicine concepts and professional quality, and increase the diagnosis, treatment and prevention and control of common diseases, frequent diseases, infectious diseases, endemic diseases, endemic diseases, common diagnosis and treatment technologies in traditional Chinese medicine and family planning technology; third, the clinical practice teaching system has been reformed, early clinical, multi-clinical, and repeated clinical teaching plans have been implemented, and public medical students have increased the internship and internship time in primary medical and health institutions such as county-level hospitals, community health service centers, township health centers, and county-level public health institutions.

Policy background and training of public-funded agricultural science students
1. Background for implementing public-funded agricultural science students training policy
In recent years, our province has vigorously promoted the reform of the grassroots agricultural technology promotion system and achieved significant results. The quality and efficiency of grassroots agricultural technology promotion services have steadily improved, but there are still some problems in the grassroots agricultural technology promotion team. The overall situation is not optimistic, and the ability to perform duties needs to be strengthened urgently, especially the serious aging of personnel and the low proportion of professional and technical personnel. For example, in recent years, few new college and technical secondary school graduates have been recruited by township agricultural technology promotion institutions, and the proportion of township-level personnel under 35 years old is only 10.6%. It is estimated that nearly half of the existing personnel will retire within the next 10 years, and agricultural technicians are facing a "no response" situation. Among the township agricultural technicians, less than 50% have a professional background in agricultural science, and only 30% have a university degree or above.

Public fund training of rural kindergarten teachers in Shandong Province
With the continuous acceleration of urbanization and the full implementation of the two-child policy, the carrying capacity of preschool education is facing huge challenges, and the gap in kindergarten teachers is becoming increasingly prominent. According to the forecast of the "13th Five-Year Plan for Population Development in Shandong Province", starting from 2019, our province will enter the peak of kindergarten entrance, reaching its peak in 2021, with a suitable age of 5.16 million children, a degree gap of about 1.7 million, and about 6,300 new kindergartens are needed, and 163,000 new kindergarten teachers are needed. In order to implement the provincial government's "Opinions on Accelerating the Reform and Development of Preschool Education", strengthen the construction of kindergarten teacher team, and make up for the shortcomings of preschool education teachers, we took the opportunity of implementing the new preschool education action plan, since 2018, we have recruited public-funded teacher students from rural kindergarten teachers at the undergraduate level of provincial universities, aiming to select outstanding students who enjoy and teach and pursue preschool education majors for public education at public expense, and targeted training of outstanding teachers who "go down, keep, and teach well" for rural public kindergartens in our province, and strive to solve the shortage of teachers in public rural kindergartens in our province, improve the teacher structure, and improve the level of education and teaching. Through the continuous implementation of policies, we strive to train 3-5 key teachers for each township central kindergarten and improve the level and quality of township central kindergartens.
Any high school graduate who loves the cause of early childhood education and volunteers to teach in rural kindergartens for a long time after graduation. They can apply for the exam. This year, based on the needs reported by various places, 810 kindergarten teachers will be arranged for public fund training plans. In 2019 and 2020, 1,500 will be recruited each year to train high-level kindergarten teachers for township central kindergartens, establish a guidance network, and lead kindergarten teachers to improve their teaching and scientific research capabilities.The tuition and accommodation fees for kindergarten teachers are exempted from public funding during school study, and a certain living allowance will be received.
