The reporter learned from relevant departments that starting from December 15, vehicles passing through the artificial lane or ETC lane at the exit of the expressway toll station in Zhejiang Province can issue electronic invoices. This means that the Zhejiang Expressway will be the first in the country to fully enter the electronic invoice era.
According to the relevant person in charge of the project, the process of obtaining electronic invoices is relatively simple. Just follow the WeChat official account of "Zhejiang ETC" to bind the vehicle to obtain electronic invoices. The driver must pay the toll first to obtain special vehicle tickets for taxis and other vehicles. Then log in to the "Zhejiang ETC" WeChat official account to generate the toll electronic invoice QR code to display it to passengers, and the passenger scans the QR code to obtain it on WeChat. In addition, the "Zhejiang ETC" mini program also contains invoice issuance services, mainly invoice download, invoice red rush, head-up changes, pass information inquiry and verification, etc.

It should be noted that when ETC users (walking MTCh lane) use cash payment, they can also obtain electronic invoices on "Zhejiang ETC"; however, when the ETC stored value card is insufficient and when paying in the MTC lane, users still need to issue invoices in the "ticket stub" APP. For special circumstances such as temporary licenses and unlicensed vehicles are still issued paper invoices at this stage. At the same time, invoices issued online are only for reimbursement.
reporter learned that at present, two-thirds of the toll stations in the country use the -pin printer . Each ticket prints more than 4 seconds. If there are paper jams or ticket exchange operations, it will take longer. The "paper to electricity" uses online invoices, and the car owner can drive away after paying the toll. This can not only effectively improve the traffic efficiency of ETC/MTC hybrid lane, greatly reduce the congestion of toll stations, and improve service levels, but also reduce carbon emissions and promote the realization of the goal of "carbon peak and carbon neutrality ".
In addition, the implementation of electronic invoices can also solve the invoice management needs of industry users. Electronic invoices are easy to store, find, and summarize. Passing itineraries and bills are issued and managed through the bill platform. Users can obtain and manage invoices on demand without worrying about reimbursement difficulties caused by destruction and loss of bills. They can query historical passes and invoice information at any time through the "Zhejiang ETC" platform, and can promptly understand and consult related dynamic service information through the platform.
The relevant person in charge of the project told reporters: "After the full activation of highway electronic invoices, it can also solve the pain point of 'one trip and multiple tickets', and realize one ticket in Zhejiang Province." Now ETC is in operation, and a trip will be divided into multiple tickets (issued by the owners of the route section respectively), which can easily cause "segment payment and segmented invoices", resulting in huge bills. To this end, the "paper to electricity" project was the first to implement the provincial ETC users who pass through the province. Only one electronic invoice is issued for one trip, which optimized the issuance of electronic invoices.
