Recently, the economic investigation department of Huaihua Public Security successfully cracked a major case of falsely issuing value-added tax invoices in the petrochemical field, and cracked down on two falsely issuing criminal gangs headed by Zhou, Luo and Chen and Hu. At present, a total of 16 criminal suspects were arrested, 2 people were arrested, and was released on bail. More than 100 bank cards involved in the case were temporarily detained in accordance with the law.

This case involves more than 20 provinces, cities and districts across the country, with the amount involved reaching more than 30 billion yuan. It is a typical case in which the economic investigation department of Huaihua Public Security thoroughly implemented the special work deployment and requirements of the Ministry of Public Security and the State Administration of Taxation on combating false tax fraud crimes during the "100-day operation", and took the "cloud" main battle model as a starting point and adopted the "joint case handling of tax police" model to successfully investigate and handle it.
After investigation in accordance with the law, from 2015 to 2021, the suspects Zhou, Hu, Chen and others sold untaxed gas and diesel to several private gas stations in the city and private enterprises that needed gas and diesel on the condition that they were lower than the market price of the state-owned petrochemical company during the same period but did not issue invoices. After collecting the oil purchase payment from private gas stations or enterprises, the suspect issued a special value-added tax invoice for refined oil issued by the state-owned petrochemical company to the enterprises involved as their input through the separation of tickets and goods, thus continuing to issue falsely to the downstream receipt companies to obtain huge illegal benefits, seriously disrupting the order of the refined oil market and causing significant losses to the state tax.
