Recently, the Ministry of Public Security issued a document revealing that the " Points Management Measures for Road Traffic Safety Violations " have been passed (hereinafter referred to as the Points Management Measures). The new Points Management Measures will be implemented on April 1, 2022.
According to the new scoring management method, within a natural scoring cycle, motor vehicle drivers can participate in full-scoring studies and exams in accordance with the provisions of these measures before the score reaches full score, thereby achieving partial score reduction. On the contrary, when a motor vehicle driver has deducted 12 points within a natural scoring period, he will not be able to have points reduced or reduced for participating in full-point studies or exams.
At the same time, compared with the old version of the scoring management method, the new points management method will cancel the 2-point score, relax some multiple illegal activities, and also delete/add several provisions. The new scoring method will set the score value of a single score into 5 levels according to the severity of the traffic violation, including 2 points, 9 points, 6 points, 3 points and 1 point.
In a traffic violation that is worth 12 points, when the new points management method relaxes the scoring mechanism for some illegal acts, we can see that there are 4 illegal acts. In order to reduce the points from 12 points to 9 points/6/3 points:
, which includes the illegal behavior of driving a motor vehicle that does not match the permitted type of driving, is reduced to 9 points;
. Driving on the road without a motor vehicle license plate or deliberately blocking or defacing the motor vehicle license plate will be reduced to 9 points;
3. Causing minor injuries to others The illegal behavior of escaping after a traffic accident that does not constitute a crime but does not constitute a crime is reduced to 6 points;
4. The illegal behavior of driving a motor vehicle on the road without a motor vehicle license plate installed in accordance with regulations is reduced to 3 points.
In addition, a point deduction clause has been added to this subdivision. While the points deduction value for the remaining six illegal acts remains at 12 points, the relevant provisions remain basically unchanged. (As shown in the picture below)
The changes in the traffic violation terms that are worth 9 points at a time are not too big. Except for the two violations mentioned above that have been reduced from 12 points to 9 points, there is only a new one A one-time offense worth 9 points - driving a motor vehicle to illegally park on a highway or urban expressway.
Among the five scoring levels, the change in the illegal clause of 6 points at a time is undoubtedly the smallest.
After the behavior of driving a motor vehicle and failing to avoid a school bus as required was reduced to 3 points, the new scoring management method only added 20 more than the approved number of people for driving a passenger car with more than 7 seats to the one-time illegal provision of 6 points. % or more but not reaching 50%, or driving other passenger vehicles to carry more than 50% of the approved number of people but not reaching 100% are two illegal acts.
New Points Management Measures After canceled the 2-point system, the originally included clauses were upgraded or downgraded. Among them, included a clause that upgraded from a one-time score of 2 points to 3 points when driving a motor vehicle and encountering a parking queue in front of a motor vehicle. Or when driving slowly, use the lane to overtake or occupy the opposite lane, crossing waiting vehicles; driving a motor vehicle to make or answer handheld phones and other behaviors that hinder safe driving.
Among the illegal provisions that are worth 3 points at a time, driving a motor vehicle violates prohibition signs and prohibition marking instructions, and driving other than highway passenger vehicles, tourist passenger vehicles, and dangerous goods transportation vehicles that do not undergo regular safety technical inspections as required. The points for driving on a motor vehicle on the road were reduced from 3 points to 1 point.
At the same time, two other illegal acts have been added to the subdivision level that will result in a one-time score of 3 points. (As shown in "1" and "4" in the figure below)
In addition, driving a motorcycle without wearing a safety helmet, and a motor vehicle driver not wearing a seat belt as required when driving a motor vehicle will all be deducted 2 points at a time reduced to 1 point.
The behavior of not reversing or making a U-turn on roads other than highways and urban expressways also requires a penalty of 1 point in the new points management regulations.
It is worth emphasizing that the new points management method does not mention that motor vehicle drivers need to be penalized if they exceed the prescribed speed by less than 20% when driving a motor vehicle on ordinary roads or highways.
In other words, if you are driving on a highway with a speed limit of 120km/h, as long as your maximum speed does not exceed 144km/h, then your speeding behavior in the 120-144km/h range will not be included in the "illegal" behavior".
This shows that the new scoring management method has raised the scoring threshold for speeding behavior to a large extent. Moreover, the new scoring management method has also completely deleted 5 scoring clauses, such as failure to place inspection marks and insurance signs on the motor vehicle, and failure to carry a driving license , a motor vehicle driving license, etc.
Of course, although the new points management method relaxes the scoring threshold for illegal activities, the new points management method also imposes penalties on "slow-speed" vehicles. For example, driving a motor vehicle on a highway at a speed lower than the prescribed minimum speed will result in a one-time penalty of 3 points.
