Polaris Atmosphere Network News: 1. Scope of Supervision

1. Since the "13th Five-Year Plan", enterprises with excessive energy consumption found in supervision (mainly refer to ladder 10 electricity price execution companies).

2. A total of 50 companies in the four industries of steel, coking, cement, and flat glass were randomly selected (excluding companies that have been randomly inspected in 2019). Among them, there are 13 steel companies (including steel companies with coking processes), 7 coking companies, 27 cement companies, and 3 flat glass companies.

2. Supervision basis

1. "Notice of the Hebei Provincial Development and Reform Commission on Issuing the Key Work Plan for Energy Conservation Supervision in 2020" (Jifagaihuanzi [2020] No. 340);

2. "Hebei Provincial Development and Reform Commission Hebei Province Industry and the Hebei Provincial Quality and Technical Supervision Bureau of the Department of Information Technology on the issuance of a special plan for the implementation of more stringent energy consumption quota standards for high-energy-consuming industries (Jifagaihuanzi [2018] No. 1268);

3. "Hebei Provincial Development and Reform Commission Energy Saving and Carbon Reduction Double Randomization and One Public Supervision Implementation Plan" (Ji Fa Gai Huan Zi [2017] No. 314);

4. Standards involved in the steel, coking, cement, and flat glass industries: "Coke Unit Product Energy Consumption Limit" (GB21342- 2013); "Energy Consumption Limits per Unit Product for the Main Processes of Crude Steel Production" (GB21256-2013), "Energy Consumption Limits per Unit Product for Electric Arc Furnace Smelting" (GB32050-2015), "Energy Consumption Limits per Unit Product for Metallurgical Lime" (DB13/T2128 -2014), "Energy Consumption Limits per Unit Product for Main Processes of Cast Iron Production" (DB13/T2129-2014); "Energy Consumption Limits per Unit Product for Cement" (GB16780-2012); "Energy Consumption Limits per Unit Product for Flat Glass" (GB21340-2013 );

5. Other national and provincial energy conservation-related laws, regulations, normative documents, etc.

3. Supervision content

(1) Steel enterprises.

1. Verify the rectification status of enterprises with excessive energy consumption found in supervision since the "13th Five-Year Plan" and the energy consumption from January to December 2019.

2. Verify the energy consumption of the sampled enterprises from January to December 2019.

energy consumption specifically includes statistical verification of annual main product output and energy consumption (including product output of each process, physical energy consumption, converted volume and energy consumption per unit product process), and verification of compliance with energy consumption indicators per unit product in each process.

coking enterprise.

1. Verify the rectification status of enterprises with excessive energy consumption found in supervision since the "Thirteenth Five-Year Plan" and the energy consumption per unit of coke products from January to December 2019.

2. Verify the energy consumption per unit product of coke of the selected enterprises from January to December 2019 and the compliance with energy consumption indicators per unit product.

cement company.

1. Verify the rectification status of enterprises with excessive energy consumption found in supervision since the "13th Five-Year Plan" and the energy consumption from January to December 2019.

2. Verify the energy consumption of the sampled enterprises from January to December 2019.

Energy consumption refers to the output of various types of products, energy consumption in sections such as raw meal preparation, clinker calcination and cement grinding (including physical and converted energy consumption in each section); compliance with energy consumption indicators per unit product (including The five indicators corresponding to each production enterprise include comparable comprehensive clinker coal consumption, comparable comprehensive clinker electricity consumption, comparable comprehensive cement electricity consumption, comparable comprehensive clinker energy consumption, and comparable comprehensive cement energy consumption).

flat glass company.

verified the company's glass production, energy consumption per unit product (including comprehensive energy consumption and comprehensive energy consumption per unit product, heat consumption per unit furnace, etc.) from January to December 2019, as well as the compliance with energy consumption indicators per unit product, etc.

4. Task division and time arrangement

This inspection adopts the method of on-site inspection, which is organized and implemented by the Provincial Energy Conservation Center, with the cooperation of the city and county energy conservation supervision agencies where the inspected enterprise is located.

supervision is carried out in five stages:

1. Supervision preparation (before June 28). The provincial center is responsible for formulating implementation plans and making overall arrangements for supervision work. The Provincial Development and Reform Commission organized the Provincial Energy Conservation Center to conduct on-site random selection of supervision objects and law enforcement personnel (the list of supervision projects is attached).Before the start of the supervision task, a "double random" supervision task letter and a "double random" supervision notice are issued.

2. On-site inspection (June 28 to July 10). Each inspection team conducts on-site inspections as required.

3. Data summary (before July 17). After the on-site inspection by each inspection team is completed, the results will be summarized and reported to the Provincial Central Business Comprehensive Office. Contact person of the Business Comprehensive Office: An Shijie, He Yachong, contact number: 0311-69112637, 69112638, email: [email protected].

4. Review stage (before July 31). In order to ensure the fairness and accuracy of the data, the provincial center will organize the review of the monitoring results. The review is divided into two stages: preliminary review and expert review. First, the provincial center organizes the center's internal technical personnel to conduct a preliminary review; second, it hires relevant industry experts to conduct the review and put forward revision opinions or suggestions. Each inspection team will make rectifications and improvements based on the modification opinions and suggestions put forward by experts, and the rectification and improvement inspection results will be summarized and reported to the Provincial Central Business Comprehensive Office. Then, the relevant departments of the provincial center will summarize the inspection results of the responsible industries and form a final summary table of special inspection results of enterprises in various industries. The business comprehensive office of the provincial energy conservation center will formulate a report and submit it to the Provincial Development and Reform Commission.

5. The "two books" are issued and filed (before August 5). According to the "Hebei Province Energy Conservation Supervision Measures", the Provincial Energy Conservation Center is responsible for issuing a "Deadline Rectification Notice" to enterprises whose energy consumption indicators exceed national or local standards during this inspection, ordering them to make corrections within a time limit. Issue an "Energy Conservation Supervision Opinion" to enterprises that are confirmed to be wasting energy but have not violated energy conservation laws, regulations, rules and mandatory energy conservation standards. Each supervision team organizes supervision files based on the law enforcement documents and relevant materials during the supervision process, and then transfers the case files to the archives room.

5. Work requirements

1. Strengthen organizational leadership. All inspection teams must attach great importance to the fact that the current epidemic is not over yet. While doing a good job in prevention and control, they must strictly implement work measures and carefully organize and implement them to provide strong organizational guarantee for completing work tasks with high quality and high standards.

During the supervision process, the entire process recording system shall be strictly implemented, recording pens, cameras, cameras and other relevant recording instruments and equipment shall be equipped, on-site evidence shall be preserved, and on-site supervision records, inquiry records and other law enforcement documents shall be prepared to ensure the objectivity of the supervision results. Fair, scientific and accurate.

3. Ensure integrity and self-discipline. Supervisors must conscientiously abide by the various disciplines of energy conservation supervision, strictly implement the relevant regulations on travel expense management, strictly abide by the "Eight Prohibitions" and the "Six Commitments". They must strictly observe the disciplines of supervision and integrity, do not adhere to regulations and standards, and neglect their duties, commit fraud, and provide wrong information. Once detected, such phenomena will be dealt with seriously.
