4. Task division and time arrangement
This inspection adopts the method of on-site inspection, which is organized and implemented by the Provincial Energy Conservation Center, with the cooperation of the city and county energy conservation supervision agencies where the inspected enterprise is located.

1. Supervision preparation (before June 28). The provincial center is responsible for formulating implementation plans and making overall arrangements for supervision work. The Provincial Development and Reform Commission organized the Provincial Energy Conservation Center to conduct on-site random selection of supervision objects and law enforcement personnel (the list of supervision projects is attached).Before the start of the supervision task, a "double random" supervision task letter and a "double random" supervision notice are issued.
2. On-site inspection (June 28 to July 10). Each inspection team conducts on-site inspections as required.
3. Data summary (before July 17). After the on-site inspection by each inspection team is completed, the results will be summarized and reported to the Provincial Central Business Comprehensive Office. 4. Review stage (before July 31). In order to ensure the fairness and accuracy of the data, the provincial center will organize the review of the monitoring results. First, the provincial center organizes the center's internal technical personnel to conduct a preliminary review; second, it hires relevant industry experts to conduct the review and put forward revision opinions or suggestions. Each inspection team will make rectifications and improvements based on the modification opinions and suggestions put forward by experts, and the rectification and improvement inspection results will be summarized and reported to the Provincial Central Business Comprehensive Office. Then, the relevant departments of the provincial center will summarize the inspection results of the responsible industries and form a final summary table of special inspection results of enterprises in various industries. The business comprehensive office of the provincial energy conservation center will formulate a report and submit it to the Provincial Development and Reform Commission.
5. The "two books" are issued and filed (before August 5). According to the "Hebei Province Energy Conservation Supervision Measures", the Provincial Energy Conservation Center is responsible for issuing a "Deadline Rectification Notice" to enterprises whose energy consumption indicators exceed national or local standards during this inspection, ordering them to make corrections within a time limit. Issue an "Energy Conservation Supervision Opinion" to enterprises that are confirmed to be wasting energy but have not violated energy conservation laws, regulations, rules and mandatory energy conservation standards. Each supervision team organizes supervision files based on the law enforcement documents and relevant materials during the supervision process, and then transfers the case files to the archives room.
5. Work requirements
1. Strengthen organizational leadership. All inspection teams must attach great importance to the fact that the current epidemic is not over yet. While doing a good job in prevention and control, they must strictly implement work measures and carefully organize and implement them to provide strong organizational guarantee for completing work tasks with high quality and high standards.
2. Strict enforcement procedures. Supervision shall be carried out strictly in accordance with law enforcement procedures. During the supervision process, the entire process recording system shall be strictly implemented, recording pens, cameras, cameras and other relevant recording instruments and equipment shall be equipped, on-site evidence shall be preserved, and on-site supervision records, inquiry records and other law enforcement documents shall be prepared to ensure the objectivity of the supervision results.
