Recently, Taiwan’s offshore wind power subsidy price for 2021 was officially announced, which is NT$4.6568/kWh (approximately RMB 1.0771/kWh). Compared with In 2020, offshore wind power subsidy electricity prices fell by 8.6%.

The basis for the authorities to reduce offshore wind power subsidy prices is the decline in investment costs, and there are three reasons for the cost decline:

• Industrial chain scale effect

• Industrial chain localization

• Rich project experience

However, some analysts pointed out that according to this year’s data , the cost of offshore wind power in Taiwan may not decline as fast as the authorities imagined. The main reasons include:

• The epidemic

• Poor sea conditions, which affects the construction progress

• The shortage of construction ships

• The degree of localization of the industry chain is lower than expected

Therefore, developers may need to More time to reduce costs, and using lower electricity prices to force developers to reduce costs may have negative effects. For example, in the EPC bidding document for a certain project this year, there are no offshore wind power performance requirements for bidders.
