Five years later, since Chairman Mao's term of office had expired and he was unwilling to serve as the President of the State again, the candidate for the President was handed over to the Politburo for discussion and decision.

1954, Mao Zedong and Zhu De were elected as President of the State and Vice President for the first time. Five years later, since Chairman Mao's term of office had expired and he was unwilling to serve as the President of the State again, the candidate for the President was handed over to the Politburo for discussion and decision.

At the Politburo meeting, someone suggested: " can turn President Zhu from deputy to chief and set him as president of the country. " This proposal was agreed by the vast majority of people in the Politburo at that time. Zhu De was an old revolutionary and the leader of the top ten marshals, and had extremely high prestige. It would be reasonable if Zhu De served as president of the country.

However, when the news reached Zhu De's ears, Zhu De immediately expressed his opposition and said to the Politburo participants: " I am 72 years old this year and I am too busy to get busy. Let Comrade Shaoqi go to Moscow in 1921 and studied abroad. In the same year, he joined the Communist Party of China. After returning to China, he met with Mao Zedong in Hunan and was elected as a member of the Hunan District Executive Committee of the Communist Party of China. He led a series of workers' strikes such as Anyuan Road Condition Workers' Strike. After the 412 Counter-Revolutionary Coup , Liu Shaoqi was engaged in secret work of the Party in Shanghai and other places. Afterwards, he went to the Central Soviet Area and participated in the anti-encirclement and suppression of struggle. In 1934, he followed the Red Army Long March and supported Chairman Mao's correct strategic decisions at the Zunyi Conference .

During the War of Resistance Against Japanese Aggression, Liu Shaoqi led the vast number of military and civilians to create the anti-Japanese base in North China, making important contributions to the anti-Japanese work behind enemy lines in North China. After the Southern Anhui Incident, Liu Shaoqi followed Chen Yi and reversed the unfavorable situation of the New Fourth Army and expanded the anti-Japanese base in central China. After the end of the War of Resistance Against Japan, Mao Zedong went to to negotiate , and Liu Shaoqi served as acting president in Yan'an. During the War of Liberation, Liu Shaoqi, as one of the five major secretaries, participated in commanding the battles of Huaihai, Liaoshen, Pingjin, Crossing the Yangtze River, etc., and made great achievements for the founding of New China.

After the founding of New China, Liu Shaoqi was elected as the vice chairman of the Central People's Government, and made important contributions to the three major transformations after the founding of New China. During the formulation of the first 15 plan, many suggestions were put forward and were adopted by the central government.

When the president of the country changed its term in 1959, Liu Shaoqi was only 60 years old at the time and was 12 years younger than Zhu De. In his early years, Liu Shaoqi was one of the five major secretaries of the Communist Party of China. He had extremely rich management experience. In 1945, he also acted as the president of the country. Therefore, after discussion by the Politburo, he proposed that Liu Shaoqi take over the position of President of the country, and Chairman Mao agreed. So in April 1959, Liu Shaoqi was successfully elected as President of the State at the Seventh Plenary Session of the Eighth Central Committee of the Communist Party of China.

After Liu Shaoqi was elected as the President of the State, he went to the grassroots for investigations many times to understand the actual development of our country at that time. Liu Shaoqi was very concerned about the vast number of workers. In 1959, when Liu Shaoqi met with national labor model Chuanxiang said: " You take manure and you are a people's servant. I am also a people's servant. This is just a different division of labor in the revolution, and they are all indispensable parts of the revolutionary cause. "
