On the eve of the liberation of Changchun, the Changchun Working Committee of the Communist Party of China drafted a "Discipline for the Troops and Urban Workers Entering the City (Draft)", which imposed strict requirements on the troops and cadres who were about to enter the city. There are 12 articles in the "Draft." Articles 2 to 8 are all regulations that restrict troops and workers entering the city to protect urban people, not interfere with their lives, and protect urban public facilities. Article 11 requires that workers entering the city "should carry forward the fine and hard work style of the revolution, must not be corrupted, must not go to kilns, must not buy or sell, must not beat and scold the people, and must not make any foreign wealth." The last article of the "Draft", The rewards and punishment measures are clarified: "Those who have achieved achievements in implementing the above disciplines and have contributed to maintaining social order shall be praised and rewarded in accordance with their merits. Those who violate the above disciplines will be punished in accordance with the law, and those who are serious will be shot." This "Draft", It has become an important follow-up for the troops and cadres entering the city to carry out the takeover work, laying a solid foundation for the smooth takeover of Changchun City.

On October 19, 1948, Changchun was liberated. Wang Xiaoming, commander of the 11th Independent Division of the Northeast People's Liberation Army, led his troops to stay in Changchun and served as the commander of the Changchun City Garrison Command. When the troops entered the city, he asked the cadres and soldiers to register their personal property.Write down a letter of guarantee of compliance. It is precisely because of the strict discipline and exemplary behavior of the troops and cadres who entered the city, they have won the support, support and cooperation of the people of Changchun, and successfully realized the takeover of Changchun.

After the success of Changchun City’s takeover, Shi Lei, the first secretary of the Changchun Municipal Party Committee, used "Experience in Taking over Changchun" as the subject, and put forward 7 opinions on taking over the city to the Northeast Bureau. Whether it is good or bad depends first on whether the troops entering the city, especially the cadres, can strictly abide by discipline." After reviewing by Chen Yun, the opinions were sent to the Central Committee of the Communist Party of China in the name of Northeast Bureau on October 30. On November 1st, Mao Zedong instructed “attention” at the top of the document and sent it to the main leaders of the Central Plains, East China, and North China Liberated Areas. This became an important experience for strengthening discipline requirements when our party and our army took over the city.
