1946 On June 26, 1946, Chiang Kai-shek launched a large-scale attack on the Liberated Area of the Central Plains. In July, the southern part of Hu Zong invaded from Shanxi and north and cooperated with the three divisions of Yan Xishan to attack the north and south, attempting to open up the southern section of the Tongpu Line of and occupy the southern part of Shanxi. General Chen Geng led the 4th Column to severely damage the enemy in the battles of Wenxi and Xia County.
In late September, in the Battle of Fushan Guanque, the 4th Column won another great victory, completely annihilated the 1st Brigade of the reorganized Hu Zongnan , known as the "No. 1 Division in the World".
Yang Qiqing participated in the battle of Guanqi. He personally went deep into the front line of the battle, introduced the enemy situation in detail, carried out pre-war mobilization, deployed reconnaissance, and cleverly set up strange formations, which was deeply favored by grassroots commanders and fighters.
He also strongly called on commanders and soldiers to pay attention to collecting enemy documents and texts on the battlefield. He said: "Don't underestimate those old paper pieces. Sometimes those inconspicuous paper pieces often have unexpected and huge effects."
In this battle, a large number of Chiang army soldiers were captured and many new weapons were seized. While capturing the prisoners' education, Yang Qiqing also selected some high-quality machine gunners from the prisoners' soldiers as instructors, and held the howitzer gunner training class.

However, Chen Geng didn't want Yang Qiqing to leave because he and Yang Qiqing were in a similar mood, like-minded, and had become confidants of each other. So, Chen Geng replied to the headquarters and said that Yang Qiqing "can't leave the 4th Column, I need Yang."
However, after research at the headquarters, he still believed that Yang Qiqing was the best candidate for the Minister of Social Affairs of the Shanxi, Hebei, Shandong and Henan Headquarters. Vice Chairman Zhou sent a telegram to Yang Qiqing, asking Yang Qiqing, "Do you guarantee that you can leave the army with your party spirit?" He asked him to answer truthfully and call directly.
After receiving this telegram, Yang Qiqing felt embarrassed for a moment. He was really reluctant to leave Chen Geng, and he was reluctant to establish deep feelings for the commanders and fighters of the 4th Column.

But he knew: if it were not for the work of the Social Department of the Shanxi, Hebei, Shandong and Henan headquarters, especially needed him, Vice Chairman Zhou would not send him a telegram directly, and he has never regarded loyalty as a principle that cannot be violated at any time.
After a brief contemplation, Yang Qiqing responded directly to the telegram in accordance with Vice Chairman Zhou’s request, which read: “I can leave.”
In March 1947, Yang Qiqing was transferred to the position of Minister of Social Affairs of the Shanxi, Hebei, Shandong and Henan Headquarters. At that time, the headquarters lived in Yetao, She County, Hebei, and the Ministry of Social Affairs lived in Guyi Village. It was under the jurisdiction of the General Security Bureau of Shanxi, Hebei, Shandong and Henan and the Security Department of Shanxi, Hebei, Shandong and Henan Military Region.
As soon as Yang Qiqing took office, he received a major case: "The democratic founding army commanded by Gao Shuxun conspired to rebel and was planning a riot!"

However, Yang Qiqing expressed doubts.
Yang Qiqing learned about the process of Gao Shuxun’s uprising. It was after the Japanese surrender. Gao Shuxun ambitiously led the army toward Beiping , but on the way it fell into a pocket formation composed of several times the strength of the People’s Liberation Army.
According to the circumstances at that time, if there is no uprising, the entire army will be wiped out. At that time, the Jiang family ordered the commander of the first army, Fan Longzhang, to send a regiment to monitor Gao's headquarters. As long as Gao Shuxun revolt, he would carry out military rebellion and assassinate him by the camera.
Our army used the contradictions to defeat them one by one. Yu Xiang (the chief of the security section sent by our army to Gao’s headquarters and served as director of the Central and Southern Public Security Ministry after liberation) told Gao: "The Chiang army sent spies to lurk in Wu Bingyi's spy regiment to assassinate you, Commander-in-Chief, and brought electric knife and silent pistol."
Gao said: "I am not afraid of electric knife, silent pistol is amazing."

Fan Longzhang also came to the meeting with the guards and Wu Bingyi, preparing to encourage Gao Shuxun and the senior officers, stay tuned for help, or break out.
Unexpectedly, Gao Shuxun pointed at them and said, "We have decided to revolt. Some people still want to go back to Jiang's family. This is Fan Longzhang and Wu Bingyi!"
At this time, the ambushed guard rushed forward and tied up Fan Longzhang, Wu Bingyi and his guards. Afterwards, Gao generals Fan Longzhang and Wu Bingyi were sent to Yan'an.
Gao Shuxun showed his breakup with Jiang's family with his actions. So, why did he suddenly rebel and riot?
Yang Qiqing convened a special meeting for research on this case. Participants included Director Xu Qiwen of the General Administration of Public Security of Shanxi, Hebei, Shandong and Henan (he served as Director of the Hunan Provincial Public Security Department in the early days of liberation), Li Guangxiang, the heads of the Security Department, and Qiao Xianjie. There are also Yu Xiang, the security section chief of Gao Shuxun’s department, and Gu De, the deputy section chief.

At the meeting, the Gao Ministry’s training personnel first reported the situation in detail, and the report of the training personnel is well-founded:
First, the Jiang family sent spies to Changzhi, Shanxi to instigate Gao Shuxun and his subordinates, and have mobilized them at all levels to implement them to the entire army.
Secondly, someone poisoned the drinking water source at the Gaomen station, and a cow has been poisoned and died, causing the morale of the army to be restless and may riots and mutiny at any time.
Third, a reactionary organization called the "Huayue Column" appeared in the Gao tribe. The members were all over the Gao tribe and were the backbone of the rebellion and riot.
Fourth, a military doctor from the Gao tribe took advantage of the opportunity to cure a disease and killed an officer who had been more determined in uprising.

Yang Qiqing still did not believe it easily and immediately sent two cadres from the Ministry of Social Affairs to investigate and deal with the relevant responsible cadres.

One theory is that the Jiang family did send spies to instigate Gao's headquarters; the drinking water source at the Gao's headquarters was indeed poisoned, and a cow was poisoned and died; the Gao's headquarters had a reactionary organization called "Huayue Column", and there were also confessions from members of the organization as evidence; the military doctor in the Gao department did let the officer die in his medical room when he was treating an officer.
Another statement is: although the above facts exist, they are exaggerated, and although some problems are not that serious.
Obviously, this view is weak and powerless and cannot be convinced.
Yang Qiqing was neither affirmed nor denied the above two views, but raised one question after another -
Question 1: The Jiang family’s dispatch of spies to instigate counter-revolution cannot explain the problem, because instigation is a common trick used by the enemy, or in other words, it is a strategy that is often adopted by both the enemy and us.
However, any party will carry out a secret rebellion. Therefore, a few leaders of the High Ministry may know that if they want to mobilize at all levels, all the uprising personnel know, but no one objected. This is really hard to believe in the liberated areas.
Question 2: How much poison does it take to poison in a drinking water source? And where did so many poisons come from?
Why did only one cow kill but not a large-scale poisoning? Are the tadpoles and toads in the water dead?
Question 3: The military doctor treats people but causes the patient to die in the medical room. This is tantamount to telling others that he is murdering and is the murderer. Is there such a stupid military doctor?
Question 4: What evidence does the so-called "Huayue Column" have in addition to confessions? How could a reactionary organization that wants to engage in rebellion and riots have no physical evidence or actions?
The case handler followed Yang Qiqing's instructions and once again entered the Gao Department for in-depth investigation and evidence collection. Sure enough, peeling off layers of false appearances and obtaining a realistic result:

3. The so-called "Huayue Column" is a secret agent lurking in the high-level department, which spread rumors. The secret bureau's Beiping Station also seriously created a three brigade organization and a list of cadres at all levels spread everywhere, like a reactionary organization with a strict structure.
4. Jiang was deeply hated by Gao Shuxun's uprising and adopted two tricks:
1. One was to send spies to rebel, and had collusion with a few officers, but most of the uprising officers and soldiers were not aware of it.
The second is to create the illusion of the rebellion and riot of the Gao army, and use our army to take action against the Gao army, to force the Gao army to really rebellion and riot, or if the rebellion fails, we can use our army to eliminate this uprising force.
In fact, the trick carefully planned by Jiang and his advisers is implementing: several officers colluded with secret agents secretly spread rumors and created illusions, and a "Huayue Column" suddenly came, which made some of the rebel officers and soldiers anxious, fearing that the fire would burn on them, so the escape incidents occurred from time to time.
Jiang Jun’s secret service organ sent someone to find Gao Shuxun to instigate him. After the rebels were caught by our army, they found a letter written by the secret service to Mrs. Gao Shuxun. The content of the letter was to welcome Gao to lead the troops back. So some leaders believed that Gao's troops were conspiring to rebel.
At this urgent moment, the Shanxi-Hebei-Shandong-Henan Region proposed to the headquarters to send people to solve this difficult problem. Yang Qiqing was ordered to be in danger.
Yang Qiqing went to Gao Shuxun to talk to him personally, sincere and frank, inspiring him to treat the problems that have already arisen correctly, and the atmosphere was very harmonious.
At the same time, in the form of a training class, the rebel officers were educated and reviewed in the form of a training class, and a very small number of those who did have any evil behavior were dealt with, while the vast majority were arranged for new jobs, which prevented the further spread of the expansion.
In less than half a month, the entire uprising force was able to stabilize and bring out a new look.
