The Provisional Central Government of the Chinese Soviet Republic issued the "Electrification of the Agreement Against the Kuomintang's Betrayal of Songhu", denounced the Kuomintang's traitorous behavior, and called on the people of the country to wage a national revolutionary war to defend China's sovereignty, independence and territorial integrity. Previously, on May 5, the Kuomintang government and the Japanese invaders signed the "Songhu Armistice Agreement" at the British Consulate in Shanghai. According to the content of the agreement, it was actually recognized that the Japanese army could stay in Wusong, Zhabei and other places for a long time, but the Chinese army could not be stationed around Shanghai.

The Central Committee of the Communist Party of China and the Central Military Commission decided to merge the two liberated areas of Shanxi-Chahar-Hebei and Shanxi-Hebei-Luyu and their leading institutions to form the North China Bureau, the North China Joint Administrative Committee and the North China Military Region. In August, after discussion and decision by the North China Provisional People's Congress, the North China Joint Administrative Committee was changed to the North China People's Government, and Dong Biwu was elected as the chairman of the people's government. This unified people's government established in North China with a population of 44 million, in which the Party and non-Party democrats cooperated, is the prototype of the central people's government of the new China that will soon be born.
