The damage to the upper tissue in Wuhu is also infected by Gao Xiang. In April, he went to Wuhu and met Zhang Zhaoming. At that time, he cracked a lot of documents from the Secretariat. Gao Xiang's rebellion not only led to the "full collapse" of the party organizations in Anqing and Wuhu, and the unified leadership of the Anhui Provincial Party Committee was not re-established until the liberation of the ranks, but also caused fatal damage to the party organizations in Qianshan County, Wang Buwen's hometown. Under Wang Buwen's direct leadership, a riot in Qianshan County broke out in February 1930, and established the 34th Division of the 12th Army of the Workers' and Peasants' Revolutionary Army. In May 1930, Zhu Ruilaiqian, a Central Military Commissioner, reorganized it into the Second Central Independent Division of the Chinese Red Army, which was directly commanded by the central government.

In September 1930, due to the attack of a strong enemy, the Independent Second Division of the Central Red Army was forced to break it into pieces and disperse the operation. The riot in the Shuizhai came to an end. More than 500 underground party members in Qianshan County scattered everywhere outside the county to make a living. In the spring of 1931, the lurking Communist Party member Jin Jie came to Wuhu to find Wang Buwen to ask for instructions on the next step. Wang Buwen instructed him to return to Qianshan to rebuild the county party committee organization, continue to carry out the revolutionary struggle, and handed over 80 yuan of ocean to Jin Jie as activity funds. When the Jinjie appeared in Anqing, he was discovered by Gao Xiang and sent someone to arrest him.
