On October 23, 1953 The first 1st 11th 23rd China Federation of Industry and Commerce Members' Congress opened. In accordance with the spirit of Mao Zedong's conversation with democratic parties and some representatives of the business community, in his opening speech, the President of the Congress Chen Shutong called on business people across the country to strive to implement the country's general line in the transition period and correctly play the positive role of private industry and commerce. Li Weihan delivered a speech at the meeting, explaining the Party’s relevant policies on private industry and commerce, especially giving specific explanations on various forms of state capitalism. The General Assembly adopted a resolution on November 12, solemnly declared to accept and support the country's general line during the transition period and the policies of utilization, restriction and transformation of private industry and commerce. After the meeting, the All-China Federation of Industry and Commerce carried out an activity to study and publicize the transitional route of in the business community.
