After the Hongshixia Conference, the focus of the work of the CPC Shaanxi Special Committee turned to rural work and military transportation work. Appointed by the Shaanxi Provisional Provincial Committee of the Communist Party of China and the Shaanxi-North Shaanxi Special Committee of the Communist Party of China, a group of Communist Party members successively entered the Kuomintang local armed forces at the junction of Shaanxi, Gansu and Ningxia to engage in military transportation.

In the summer of the same year, Liu Zhidan came to Yan'an city and convened a secret meeting of the heads of the Communist underground organization. Those who attended the meeting were Gao Gang, Li Fuhua, Feng Shiguang, Gao Pengfei, Liu Xixiang, Wu Hongbin, Du Shouzhi, etc. Gao Gang's public identity was recorded by the Kuomintang Fushi County Party Committee.

Liu Zhidan conveyed the resolution of the Shaanxi-North Korean Special Committee of the Communist Party of China on carrying out armed struggle and military transportation at the meeting, and appointed the heads of the party organizations of each county. After the meeting, Liu Zhidan summoned the person in charge of military transportation in Yan'an to listen to their reports, and "instructed to carry out a military violence in Yan'an Gaoshuangcheng army. After the military violence was won, the team was pulled to the security guard (now Zhidan ) and the Sichuan area to fight guerrillas, and Li Hanfang was responsible for organizing the military violence." At that time, Yan'an was stationed by Gaoshuangcheng under the troops of Jing Yuexiu. At the end of 1928, Jing Yuexiu's troops were reduced to the 18th Division of the Second Army of the National Revolutionary Army, and Jing Yuexiu was appointed as the division commander. Gao Shuangcheng served as the brigade commander. Li Hanfang, who served as battalion commander in Zhang Caiqin's delegation in Gaoshuangcheng Brigade, and Wang Zhihuan, who served as company commander, were both members of the Communist Party. Wang Zhihuan's lover Wang Caiyun is a secret liaison officer of the CCP's underground organization and an excellent Communist Party member.

In early winter of the same year, Li Hanfang rebelled and informed, destroying Yan'an's military transportation work plan. Wang Zhihuan and his lover Wang Caiyun were arrested and died bravely soon after. Li Fuhua left Yan'an, Gaogang went through Xi'an to Longdong area to engage in military transportation, Wu Hongbin went to Xi'an to do underground work, and Du Shouzhi left Yan'an after rebelling.
