The main scope of this dispute is , Hulunbuir City, , in Inner Mongolia and , Daxinganling Region, , in Heilongjiang. For example, , Jiagedaqi District, , and , Songling District, , still belong to , Hulunbuir , , Oroqen Autonomous Banner, , etc. The reason for this situation is mainly to date back to the late 1960s and early 1970s, which are also the two largest division adjustments in the history of the two provinces and regions.
For example, in July 1969, the entire Hulunbuir League was assigned to Heilongjiang Province from Inner Mongolia (including Tuquan County and Korqin Right-wing Front Banner were assigned to Baicheng area of Jilin Province at that time). As a result, at that time, Hulunbuir League in Heilongjiang Province had two cities and 12 banners under its jurisdiction, namely Hailar City, Manzhouli City, Zhalaite Banner , Arong Banner , Butha Banner, Xiguitu Banner , Chenbaerhu Banner , Erguna Left Banner , Erguna Right Banner, New Barhu Left Banner , New Barhu Right Banner , New Barhu Right Banner , Ewenki Autonomous Banner , Oroqen Autonomous Banner, Molidawa Daur Autonomous Banner.

From 1970 to 1979, the Oroqen Autonomous Banner and Molidawa Daur Autonomous Banner of Hulunbuir League were under the jurisdiction of the Daxinganling Region for 9 years, and the Hulunbuir League of Heilongjiang Province, the Oroqen Autonomous Banner and Molidawa Daur Autonomous Banner of Heilongjiang Province, as well as the Tuquan County and Korqin Right-wing Front Banner of Baicheng District of Jilin Province were all changed to the Hulunbuir League of Inner Mongolia Autonomous Region under the original administrative divisions of Inner Mongolia Autonomous Region.
Later, until now, Hulunbuir has formed a pattern of 2 districts, 7 banners and 5 cities under its jurisdiction after the alliance was abolished and established.

In these adjustments, although the Molidawa Daur Autonomous Banner and the Oroqen Autonomous Banner were classified as Hulunbuir, the Gagdaqi District and Songling District, which were originally belonging to the Oroqen Autonomous Banner, are still under the jurisdiction of the Daxinganling District, that is, the original land rights remain unchanged. This creates a dilemma of unclear boundary ownership of the two provinces and regions.

Since the current jurisdiction of Daxinganling is located in Hulunbuir Oroqen Banner, it also affects the development of the entire region; and even so, Hulunbuir has never given up its jurisdiction over these two districts.
Therefore, in the years of controversy, there are also many adjustment suggestions such as re-appointing the entire Hulunbuir or Daxinganling. However, given the large area of Hulunbuir and Daxinganling, no matter whether the adjustment is made, it will involve multiple aspects.
For example, the total area of Hulunbuir has reached 260,000 square kilometers. It is not only the largest prefecture-level city in the country, but also the "regional-level city with the largest land jurisdiction in the world". At present, except for Xinjiang, Tibet, Qinghai, Sichuan, Heilongjiang, Gansu and Yunnan Province and other provinces and regions, Hulunbuir's area is larger than other provinces, autonomous regions and municipalities.
But in such a vast area, the population of Hulunbuir is only about 2.5 million; in addition, the municipal flags under Hulunbuir are also relatively scattered.

Therefore, given the current situation of the border between the two provinces and the actual administrative jurisdiction of Hulunbuir, it is possible to consider restoring the local historical fragments of Hulunbuir and Daxinganling. The Oroqen Autonomous Banner and Molidawa Daur Autonomous Banner, which once belonged to the Daxinganling region, will be re-registered from Hulunbuir to Daxinganling.
This not only simplifies the management scope of Hulunbuir City, but also straightens out the actual belonging issues of Gagdaqi and Songling 2 districts.
