At the 14th press conference of the series of theme press conferences on the "Shanxi's Ten Years" held by the Propaganda Department of the Shanxi Provincial Party Committee on the 15th, Zhai Shunhe, a first-level inspector of the Shanxi Provincial Department of Housing and Urban-Rural Development, said that Shanxi has initially built a rural historical and cultural heritage protection system with famous historical and cultural towns and traditional villages as the main body, and actively explores the "Shanxi Model" of centralized and continuous protection and utilization of traditional villages with different regional conditions, different cultural characteristics, and different development levels.
data shows that Shanxi has 550 traditional Chinese villages, ranking fifth in the country; has 4,111 famous historical and cultural towns and villages, ranking first in the country.
Ancient village protection, the rule of law comes first. Previously, Shanxi has successively completed the legislative work of the " Shanxi Province Historical and Cultural City, Famous Towns and Villages Protection Regulations" and the "Shanxi Province Traditional Villages Protection Regulations", which were officially implemented on January 1, 2018 and March 1, 2022 respectively. Among them, the "Shanxi Province Traditional Village Protection Regulations" is the first local regulations on traditional village protection issued by the General Office of the CPC Central Committee and the State Council after the issuance of the "Opinions on Strengthening the Protection and Inheritance of Historical and Cultural in Urban and Rural Construction". Shanxi has also become the first province in the northern region to legislate the protection of historical and cultural cities, towns and traditional villages at the same time.
Zhai Shunhe said that in terms of relevant planning research, Shanxi has compiled the "14th Five-Year Plan for the Protection and Development of Traditional Villages in Historical and Cultural City, Towns and Villages in Shanxi Province", covering all Chinese historical and cultural towns and traditional villages in Shanxi.
In addition, Shanxi organized research work such as "Study on Analysis and Inheritance of Shanxi Traditional Buildings", "Study on the Cluster System of Ancient Villages in Shanxi", "Exploration and Research on the Protection and Utilization Model of Traditional Villages in Shanxi Province", and "Research on Digital Protection of Traditional Villages in Shanxi Province", and actively promoted the application of research results.
In terms of specific actions, the Shanxi Provincial Department of Housing and Urban-Rural Development, together with the Shanxi Provincial Department of Finance, , issued the "Five-Year Action Implementation Plan for the Concentrated Protection and Utilization of Traditional Villages in Shanxi Province", and determined the path to the centralized protection and utilization of traditional villages led by national and provincial pilot projects. At present, Jincheng , Pingyao County , Pingding County have been listed as national demonstrations, and Jiexiu , Qixian , Pingshun, Yicheng , and Quwo have carried out the first batch of provincial pilot work.
In the field of digital protection, Shanxi will promote full coverage of digital museums in traditional villages. Up to now, Shanxi has completed 287 traditional village digital museums, including 267 boutique museums and 20 standard museums. By the end of this year, all digital museums in 550 traditional villages in Shanxi will be completed.
Zhai Shunhe said that in the next step, Shanxi will announce the second batch of provincial traditional villages to protect pilot counties, actively carry out the sixth batch of traditional villages and national demonstration application work, and at the same time improve the traditional village assessment and warning exit mechanism, and organize a new round of traditional villages and survey and investigation.
