August 28, 1945
Mao Zedong arrived in Chongqing and gave a written talk to Chinese and foreign reporters at the airport. The talk pointed out: I came to Chongqing this time at the invitation of Mr. Chiang Kai-shek , Chairman of the Nationalist Government, to discuss the grand plan of unity and nation-building. Now that the War of Resistance Against Japan has ended victoriously and China is about to enter a period of peace building, the current timing is extremely important. The most urgent one is to ensure domestic peace, implement democratic politics, and consolidate domestic unity. All urgent domestic political and military issues should be resolved reasonably on the basis of peace, democracy, and unity, with a view to achieving national unity and building an independent, free, and prosperous new China. It is hoped that all anti-Japanese political parties and patriots in China will unite and work together to achieve the above-mentioned tasks. I would like to express my gratitude to Mr. Chiang Kai-shek for the invitation.
August 28, 1948
Mao Zedong reviewed and revised the third draft of the CPC Central Committee's resolution on requesting instructions and reporting systems, and added a paragraph. The text reads: Party newspapers in various places must unconditionally publicize the central government’s line and policies, and must not use the central authorities and the agencies entrusted by the central government to implement the central’s lines, policies, and tasks (that is, the central bureaus, sub-bureaus, military commission branches, and the former Committee) is in a parallel position. 1945
On August 28, Mao Zedong, Zhou Enlai, and Wang Ruofei went to Chongqing for peace talks with representatives of the Kuomintang ( Chongqing negotiation ). On October 10, the Kuomintang and the Communist Party signed the "Minutes of the Meeting between the Government and the Representatives of the Communist Party of China" ( double ten agreement ).
1949
On August 28, Mao Zedong wrote an inscription for the Chinese People's Liberation Army Navy: We must build a navy that can defend our coastal defenses and effectively defend against possible imperialist aggression.
1989
On August 28, the Political Bureau of the CPC Central Committee held a plenary meeting to discuss and pass the "Notice on Strengthening Party Building." The "Notice" requires that party committees at all levels must follow the party’s basic line , concentrate on party building, and be determined to solve urgent problems in party building.
