It has made great achievements that have attracted the attention of the world.
Open the country and open its doors in all directions
The implementation of the policy of opening to the outside world is a strong voice of the times that China has made to the world after the Third Plenary Session of the Eleventh Central Committee.
In May 1978, a Western European delegation led by Vice Premier Gu Mu departed from Beijing. This is the first government inspection mission sent by the central government to Western countries after the founding of the People's Republic of China.
This visit is not a general foreign affairs visit. The purpose of the delegation is to learn from foreign advanced experience and introduce capital and technology. The footsteps of the Chinese have begun to move towards the world.
The delegation lasted more than a month and visited 25 major cities in 5 countries in Western Europe. Through the visit and study, the delegation experienced firsthand the huge gaps in my country's industrial and agricultural production, transportation, education, science and technology, and business management. After returning from the inspection, Gu Mu and the members of the inspection team worked together to write an inspection report to the central government. After listening to the report of the inspection team, the central government strengthened its determination to accelerate modernization and implement reform and opening up, and began to deliberate on issues such as cooperative production and introduction of foreign investment.
In October of the same year, Deng Xiaoping was invited to pay an official visit to Japan.This is the first time a Chinese leader has visited Japan since the founding of the People's Republic of China.
During the 8-day visit to Japan, in addition to necessary talks and meetings, the focus of Deng Xiaoping's schedule was to visit modern enterprises, and to have more contacts and exchanges with business leaders, senior economic professionals, and technical management personnel.
When visiting Matsushita Electric Industrial Co., Ltd., Deng Xiaoping extended an invitation to Mr. Konosuke Matsushita, the top adviser of the company, and asked him to invest in China. Inviting the founders of a capitalist country's business to invest in socialist China was bold and far-sighted in the environment at the time.
Since then, Panasonic has successively provided more than 160 technical cooperation projects to Chinese companies and trained a large number of technical talents for the Chinese electronics industry.
After visiting Japan, Deng Xiaoping embarked on a trip to the United States in January 1979, exploring the road to mutual benefit and win-win cooperation with the United States.
During his visit to the United States, in addition to politicians, consortia, business circles and financial circles were the main targets Deng Xiaoping met.
Under the impetus of Deng Xiaoping, the oil king Hamer visited Beijing in May of that year and became a foreign entrepreneur who opened the door to China. Since then, a large number of foreign companies and advanced technology and equipment have entered China one after another.
On July 1, 1979, the Second Session of the Fifth National People's Congress passed the " Law of the People's Republic of China on Sino-foreign Joint Ventures ". Foreign businessmen, overseas Chinese businessmen, and compatriots from Hong Kong, Macao and Taiwan have begun to invest and set up enterprises in mainland China.
While the country's door is opened, the domestic open field is also expanding.
In 1982, after the Twelfth National Congress of the Communist Party of China, my country's opening to the outside world has taken new steps. The scale and level of foreign economic and technological exchanges have been greatly improved, and the regions and areas of opening up have continued to expand.
Based on the establishment of the first batch of four special economic zones in Shenzhen, Zhuhai, Shantou, and Xiamen in 1980, in May 1984, the Central Committee of the Communist Party of China and the State Council decided to open 14 coastal port cities as the frontiers of my country's opening up. This is a major decision and step for making use of the advantages of large and medium-sized coastal port cities, expanding opening to the outside world, and accelerating modernization.
In order to further open up to the outside world, in February 1985, the Central Committee of the Communist Party of China and the State Council issued a notice to approve the designation of the Yangtze River Delta, the Pearl River Delta and the Xia Zhangquan Delta in southern Fujian as coastal economic open zones.
In this way, from special economic zones to open coastal cities to coastal economic open areas, a multi-level, focused, and integrated opening-up pattern has initially taken shape, forming two municipalities directly under the central government and 25 provincial cities along the coast. , 67 counties, about 150 million people in the frontier of opening up.
The initial formation of a new pattern of opening to the outside world has prompted my country to further accelerate the introduction of foreign capital, advanced technology and equipment, and further strengthen the export capacity of commodities and the ability to earn foreign exchange through exports. By 1987, a total of 10,350 foreign investment agreements (contracts) had been signed nationwide, with a total amount of USD 62.509 billion, of which 's foreign direct investment reached USD 25.773 billion. Opening to the outside world has become an important driving force for my country's economic and social development.
In the 1990s, facing the trend of economic and technological globalization, the 15th National Congress of the Communist Party of China further proposed that opening to the outside world is a long-term basic national policy, and pointed out that it is necessary to further improve the opening-up pattern and go to the world with a more active attitude. .
During this period, my country has successively established a number of economic and technological development zones and bonded areas , opened up five riverside cities including Wuhu and the Three Gorges reservoir area, opened up four border and coastal capital cities including Harbin, and opened Hunchun_ 13 border cities including span3span, and 11 inland capital cities including Taiyuan.
By 1997, my country had opened up to 235 first-class ports and 350 second-class ports, gradually forming a new pattern of multi-level, multi-channel, and all-round opening from the coast to the river, from the border to the inland. .
After 2000, with the implementation of strategies such as the development of the western region, the revitalization of old industrial bases in the northeast and the rise of central China, the opening to the outside world has further expanded to the inland, and the overall opening up pattern has become more complete.
At the turn of the century, in accordance with the new development trend of economic globalization, the Party Central Committee put forward and implemented the strategy of combining "bringing in" and "going out" in opening up.Opening to the outside world presents a new pattern of omni-directional, multi-level and wide-ranging development.
At the end of 2001, my country has participated in 195 overseas resource cooperation projects with a total investment of 4.6 billion U.S. dollars; a total of 6,610 overseas enterprises have been established, of which Chinese investment is 8.4 billion U.S. dollars; the average investment in overseas projects reached 2.52 million U.S. dollars, which is higher than that An annual increase of nearly 30%.
The comprehensive promotion of opening up has brought the integration of the Chinese economy and the world economy to an unprecedented breadth and depth. China's increasingly extensive and comprehensive participation in the world economic system has played a huge role in promoting China's economic take-off.
