The preliminary work of reservoir planning and demonstration has been started. It is planned to organize provincial and municipal experts to conduct demonstration consultation before the end of October 2022, and carry out relevant research and report preparation within the year.
Jinan Urban and Rural Water Affairs Bureau’s reply to the 20220304 proposal of the 18th Jinan Municipal People’s Congress “Suggestions on Planning and Construction of Spring Water Reservoirs to Realize Efficient Utilization of Spring Water” pointed out that the Jinan Urban and Rural Water Affairs Bureau and the Zhangqiu District Water Affairs Department jointly conducted research on the utilization of spring water resources in Zhangqiu District. It is believed that the planning and construction of spring water reservoirs in Zhangqiu District will solve the uneven time and space distribution through the optimal allocation of spring water resources, and the maximum benefits of spring water resources are a people’s livelihood project that ensures development and promotes the economy. It is necessary to further conduct research and demonstration and promote the implementation of the project.
It is understood that the Zhangqiu District Party Committee and the Zhangqiu District Government have arranged in April this year that the Zhangqiu District Water Affairs Bureau and the Zhangqiu District Construction Investment Co., Ltd. are responsible for the specific promotion of the spring water reservoir project. The preliminary work of reservoir planning and demonstration has been started. It is planned to carry out relevant research and report preparation within the year, and feasibility study and demonstration will be completed before June 2023 to provide technical support for the planning and project establishment.
According to relevant regulations of the superior, the new reservoir project needs to be included in the corresponding level planning according to the project scale and level of project approval and obtain project approval licenses at the corresponding level. The application for a new medium-sized reservoir needs to be included in the national plan and approved by the provincial development and reform department. The construction procedures are complex, including planning, land, environmental impact assessment, water resource demonstration and other more than 10 procedures. The preliminary demonstration cycle generally takes 2-3 years, and local governments and superior development and reform, natural resources and planning, finance, water affairs, environmental protection and other departments need to work closely together to promote it.
The construction of spring water reservoir is a major event in Jinan Water Conservancy. The Jinan Urban and Rural Water Affairs Bureau attaches great importance to it and jointly studies the time nodes with the Zhangqiu District Water Affairs Department to accelerate the progress. It is planned to organize provincial and municipal experts to conduct demonstration and consultation on project suggestions prepared by the planning and design units by the end of October 2022, organize full demonstration of feasibility study reports by the end of June 2023, obtain support from experts, departments, the masses and other parties, report to the Provincial Department of Water Resources and the Ministry of Water Resources in the second half of 2023, and strive to include them in relevant national plans; after being included in the national plan in 2024, the Jinan Urban and Rural Water Affairs Bureau will cooperate with the Zhangqiu District Government to communicate and connect with the provincial and municipal natural resources and planning bureaus and other departments to solve land use indicators, meet the project requirements in 2025, and strive to start construction.
