Moanda: On the one hand, companies should indeed have certain R&D capabilities and product design capabilities, otherwise it would be difficult for them to be "specialized and new." On the other hand, because the scale of the enterprise is not necessarily large, it is impossible to cover everything, so external forces are needed. Achieve internal and external integration. Internally, we strive to have our own core competitiveness; externally, we can rely on basic research and non-core competitiveness technologies. As the government, it can play a role in helping to coordinate the integration of production and research, and strengthen the relationship and complementarity between enterprises and R&D institutions, especially basic research institutions (such as Songshan Lake Materials Laboratory).

For Dongguan, how do you think it should optimize fiscal and taxation policies to support the development of "specialized, special, new" enterprises?
Moanda: It is very important to give fiscal and tax concessions, but this is already a common phenomenon. Another credit support is also very important and more long-term. "Specialized, special-new" enterprises may not be able to grow larger, and some may not even need to be larger. In this way, the scale of the enterprise is small, and there is no asset to mortgage, so it is impossible to get money from the bank. For example, the government of Jiangsu and Zhejiang regions establishes a credit fund pool. According to the risks of different enterprises, it establishes a fund pool that can be used for mortgage and applies for loans from banks. Dongguan has achieved certain results in this regard, such as the financial leasing policy implemented in the past two years.

Of course, it is more important to take the initiative to understand the needs of enterprises for policies and tell them what policies they can declare and what benefits they can enjoy. Furthermore, according to the supporting policies of different enterprise characteristics, "one enterprise, one policy" is the highest level. It greatly saves the time and energy of dealing with the government for enterprises, and avoids hidden rules.

Moanda: The scale of an enterprise is not necessarily large, and the number of talents may not necessarily be large. It is a big problem for enterprises to stabilize specialized, special and new talents. Generally speaking, it is more necessary to implement a partnership system. Or specialize and new talent is the founder of the company. As the government sets certain standards, treat them as high-end talents.
