"The whole province should further establish the determination to develop the economy by focusing on manufacturing, and strive to lead the cultivation of strategic industrial clusters and industrial investment, focusing on three aspects: supply, foundation, and instrumentation to promote the safety and stability of the industrial chain supply chain, and reshape the new competitive advantages of Guangdong's manufacturing industry." Wang Yong, deputy director of the Fifth Electronics Institute of the Ministry of Industry and Information Technology and a specially invited expert of the Expert Advisory Committee for the Construction of a Strong Manufacturing Province in Guangdong Province, said in an exclusive interview with a reporter from Southern Daily.

A few days ago, The Second Plenary Session of the 13th Guangdong Provincial Party Committee proposed to highlight the leadership of the manufacturing industry and promote high-level planning and construction of a modern industrial system. Wang Yong said that Guangdong should focus on cultivating strategic industrial clusters to deeply tap the potential of industrial development and make up for the shortcomings of the industrial structure. Promote the optimization of existing pillar industries and adjust their structures, focus on improving the development level of emerging industries, plan future industries in a forward-looking manner, and build four beams and eight pillars for the high-quality development of various industrial clusters.
Leading the cultivation of industrial clusters
and industrial investment "niu nose"
Nanfang Daily: Guangdong has always been the largest manufacturing province in the country. But in recent years, other coastal economic powerhouses have also been catching up. How should Guangdong manufacturing maintain and enhance its competitive advantage?
Wang Yong: During the "14th Five-Year Plan" period, Guangdong should guide the whole province to further establish the determination to "developing the economy requires focusing on manufacturing", target the development problems and shortcomings of Guangdong's manufacturing industry, actively absorb and learn from the advanced practices and practical experience of brother provinces and cities along the Yangtze River, focus on the cultivation of strategic industrial clusters and industrial investment, strengthen the supply of resource factors and coordinated development of regional industries, reshape Guangdong's new competitive advantages in manufacturing, and accelerate the construction of a strong manufacturing province.
First, it is recommended to use the cultivation of strategic industrial clusters as the starting point to deeply tap the potential of industrial development and make up for the shortcomings of the industrial structure. promotes the adjustment of the existing and quantitative structures of traditional pillar industries, accelerates the optimization and upgrading of traditional advantageous industries such as new generation electronic information, green petrochemicals, automobiles, and smart home appliances, and focuses on improving the development level of emerging industries such as biomedicine, semiconductors and integrated circuits, high-end equipment manufacturing, intelligent robots, and new energy, to create new leading industries with leading advantages in the country. Prospectively plan future industries such as future electronic information, future equipment, future energy, future biomedicine, and future materials. At the same time, we must focus on strategic industrial clusters, strengthen the maintenance of the safety and stability of industrial and supply chains, strengthen key core technology research and key industrial chains to make up for shortcomings, cultivate and create a group of world-class enterprises with international competitiveness, and build four beams and eight pillars for the high-quality development of various industrial clusters.

Second, it is recommended to increase efforts to stabilize investment and promote consumption, promote steady growth of the industrial economy, and make up for the shortcomings of manufacturing investment. Actively expand effective investment in the manufacturing industry, further utilize foreign capital and stimulate the vitality of private investment, attract a number of iconic and leading major manufacturing projects that "move one hair and affect the whole body", do a good job in strengthening and replenishing the chain, smoothing the chain and protecting the chain, and lead the steady growth of industry. Innovate and optimize the province's integrated industrial investment promotion system and mechanism, and promote the implementation of the "cluster-type" project of the industrial chain.
Third, it is recommended to promote the coordinated development of regional industries, accelerate the cultivation of new growth poles for the province's industrial development, and make up for the shortcomings of coordinated regional development. enhances the development level and radiating role of the Pearl River Delta, strengthens cooperation with Hong Kong and Macao, promotes the construction of the electronic information industry belt on the east bank of the Pearl River and the advanced equipment manufacturing industry belt on the west bank of the Pearl River to speed up and increase efficiency, and build a world-leading advanced manufacturing development base. Deeply explore the development potential of the manufacturing industry in eastern Guangdong, western Guangdong and northern Guangdong, increase policy preference for eastern Guangdong, western Guangdong and northern Guangdong, and implement regionally differentiated industrial policies.
Focus on supply and basics
Focus on the development of high-precision instrumentation industry
Nanfang Daily: Facing complex external situations such as Sino-US trade friction and global chip shortage, how should Guangdong ensure the security of the manufacturing industry chain and supply chain?
Wang Yong: industry chain supply chain security issues involve a wide range of aspects, but I think the key is to promote the overall quality improvement of key manufacturing industries. The specific need is to improve the quality of manufacturing companies and manufacturing products. I suggest that we focus on the three aspects of supply, foundation, and instrumentation, and do a good job in promoting the quality improvement of the province's manufacturing industry and promoting the safety and stability of the industrial chain and supply chain.
First, focus on "chain master enterprises" and complete machine enterprises in key industries, and strive to improve supply quality from downstream to upstream. At present, Huawei , Midea, BYD and other complete machine companies and chain owners in Guangdong Province have built a complete supply chain system that leads the country and even the world. The overall company has a strong ability to control the quality standards of its upstream and midstream suppliers in the supply chain. It is recommended to focus on guiding chain owners and complete machine companies located in the lower reaches of the industry chain to benchmark against world-class standards, strengthen the quality standard construction of the entire industry chain supply chain system, and drive the overall quality level of the products of upstream, midstream and downstream enterprises in the entire industry chain to improve.

The second is to focus on improving the basic capabilities of key industries and promote the quality improvement of upstream key materials, components and parts companies from top to bottom. combines full life cycle quality management practices. The high-quality products ultimately produced by the manufacturing industry need to start from the source. It is recommended to thoroughly implement the deployment requirements of the national industrial base reengineering project and support the research and development and manufacturing of products by enterprises in Guangdong Province such as key raw materials and key spare parts. Considering that the upstream of key industrial chains that carry out relevant R&D and manufacturing businesses are mainly small and medium-sized enterprises, which have characteristics such as high investment, high risks, and relatively weak corporate own funds, it is necessary to further improve public service capabilities related to quality and technical foundations.
The third is to support the development of high-precision measuring instrumentation industry. If a worker wants to do his job well, he must first sharpen his tools. To create world-leading manufacturing products, we need to rely on the high-precision measuring instrument industry to provide hardware support. However, currently, the mid-to-high-end precision instruments and equipment required for quality testing of domestically manufactured products mainly rely on imports, and the development of manufacturing instruments for measurement is seriously lagging behind. It is recommended to increase efforts to support the development of the "precision instruments and equipment" industry, one of the province's top ten strategic emerging industry clusters, focusing on mid-to-high-end instruments and meters for measurement, and further strengthen the hardware support of the industry's quality technical foundation.
Promote the digital transformation of traditional advantageous industries with greater efforts
Nanfang Daily: Starting from 2020, Guangdong will cultivate 20 strategic industrial clusters. Next, how can Guangdong promote the digitization of industrial clusters and thereby promote the coordinated development of the upstream and downstream industrial chains?
Wang Yong: Guangdong has focused on 20 strategic industrial clusters and regional characteristic industrial clusters, and carried out in-depth pilot work on the digital transformation of industrial clusters, and achieved good results. I would like to make only two additional suggestions.
First, it is recommended that greater efforts be made to promote the digital transformation of traditional advantageous industry segments. Currently, Guangdong's seven trillion-level industrial clusters, such as smart home appliances, modern light industrial textiles, modern agriculture and food, are all traditional advantageous industries with large scale, relatively mature industrial development stages, and continuing transformation and upgrading. Greater efforts should be made to promote the digital transformation of segments with traditional advantages such as home appliances, leather goods, ceramics, furniture, food and beverages. This is not only an important means for Guangdong to achieve stable and rapid development of the industrial economy in the short term, but also the only way to become a strong manufacturing province and build a modern industrial system.
Specifically, it is to carry out the digital transformation of clusters according to "one group, one policy", select professional parks with outstanding industrial characteristics to focus on digital transformation, encourage leading companies in the cluster or industrial Internet companies to expand investment, and coordinate the upstream and downstream of the industrial chain to promote the digital transformation of industrial clusters.

The second is to give full play to the advantages of the scientific and educational resources of the Guangdong-Hong Kong-Macao Greater Bay Area and consolidate the foundation of digital talents and technology. The smooth gathering of scientific research institutes and high-end talents is one of the important advantages for the Guangdong-Hong Kong-Macao Greater Bay Area to maintain its future development advantages. We have seen that a number of well-known universities such as University of Hong Kong , Hong Kong University of Science and Technology , Chinese University of Hong Kong have established branch campuses in Shenzhen, Guangzhou and other places, and the Five Electronics Institutes also have branches in Hong Kong. These cross-regional scientific research institutes should take the lead in leveraging their advantages in cross-regional technology research and development and services, promote the cross-regional flow of talents and technology, and guide high-end intellectual resources to support the digital transformation and development of the manufacturing industry.
