Yang Zhongming, member of the Party Leadership Group and Deputy Director of the Municipal Bureau of Commerce, introduced the work measures, progress and results of the business environment in Heze City, and answered reporters' questions.
At the meeting, Yang Zhongming said that "market openness" is an important part of the first-level evaluation indicator of the business environment "inclusive innovation", which is of great significance to help Heze achieve leapfrog development. In order to implement the decision-making and deployment of the municipal party committee and municipal government to optimize the business environment, deepen the " deregulation, regulation and service " reform, and effectively promote the implementation of the "2022 Business Environment Innovation Breakthrough Year Implementation Plan", all responsible departments in the city's market openness continue to make efforts around the four main tasks: establishing a normalized solution mechanism for international logistics relief, continuing to alleviate difficulties for enterprises, carrying out provincial cross-border e-commerce main cultivation projects, and promoting the transformation and upgrading of urban smart business districts, actively serving and integrating into the new development pattern of domestic and international dual circulation, promoting high-quality economic development with high-level market opening, and achieving significant results.
In order to effectively help foreign trade and foreign-invested enterprises relieve difficulties, the Heze Municipal Bureau of Commerce took the initiative to contact, provide services at the forefront, continuously improve service levels, and create a better business environment. The Municipal Bureau of Commerce has improved the service guarantee system for key foreign trade enterprises. For the tracking services of key import and export enterprises in the top 50 exports and top 10 imports, 49 key foreign trade enterprises were included in the provincial "white list" enterprise list and a "service package" was tailored. Focus on actual needs, jointly carry out "one-on-one" precise services with various departments, coordinate and solve problems with ", one-on-one discussion, and make every effort to coordinate and guarantee the aspects of logistics, electricity use, finance, tax refunds, customs clearance, etc., fully support enterprises to ensure production, performance, and orders, and ensure that key enterprises have continuous industrial chain .
It is reported that since the beginning of this year, the Municipal Bureau of Commerce has held five party group meetings and directors' office meetings to study and optimize the business environment, continuously optimize the foreign investment environment, cultivate new foreign trade formats, and increase the efforts to open up to the outside world, successfully achieving the goal of stabilizing foreign trade quality and using foreign investment to stabilize and improve quantity and quality. From January to October, the city actually used foreign capital to be 482 million US dollars, and increased by 524.86% year-on-year. Among them, the actual use of foreign capital in the manufacturing industry was US$295 million, an increase of 51.9% year-on-year; the actual use of Japanese and Korean capital was US$55.89 million; and the actual use of European and American capital was US$10.81 million. From January to November, the city's imports and exports reached 58.82 billion yuan, a year-on-year increase of 11.7%, of which 27.57 billion yuan, a year-on-year increase of 9.1%; imports of 31.25 billion yuan, a year-on-year increase of 14.1%; cross-border e-commerce imports and exports were 2.77 billion yuan, a year-on-year increase of 65.3%.
Since this year, the main leaders of the municipal party committee and municipal government have personally dispatched and promoted the city's investment promotion and work on many occasions, held four high-standard investment promotion related meetings, studied and formulated measures, and created a better and better investment environment in all aspects. The Heze promotion meeting of the Qingdao Summit of Multinational Corporate Leaders was successfully held. The solemn commitment of the city leaders in their speeches and promotions left a deep impression on Chinese and foreign merchants. The most "burning" investment place and the most "warm" waiter became a hot word during the summit. After third-party evaluation, the satisfaction score of the merchants ranked first among the six host cities including Jinan, Qingdao , Yantai , Zibo , and Weihai!
As of now, enterprises have completed 15 problems through the "Provincial Service Platform for Stabilizing Foreign Trade and Foreign Investment". The third is to strengthen the "enterprise whistle blowing, departmental reporting, and municipal and county linkage" mechanism, and conscientiously implement the "response to all requests and not disturbing everything" work system for key foreign investment projects, and adopt the "waiter" full-process tracking service. Fourth, implement the project guarantee mechanism of the Standing Committee of the Municipal Party Committee. The 29 key foreign-invested projects in the city will be guaranteed by the Standing Committee of the Municipal Party Committee to fully solve the difficulties and problems encountered in project implementation and enterprise operations, and ensure the smooth implementation of the project and normal operation of the enterprise.
Regarding the progress and existing problems of key foreign-invested projects in the city, the municipal party committee’s guarantee leaders listen to reports from time to time and personally promote it.
