From the original series approval to the current parallel approval, the approval time limit has been greatly shortened. The environmental impact assessment of the first pilot project in Pudong New District and the "two certificates in one" system of has become another major measure to create a leading area for the reform of " deregulation, regulation and service " and to implement the implementation of helping enterprises alleviate difficulties and institutional innovation.
Recently, the Pudong New Area Ecological Environment Bureau issued the approval opinions and "Pollutant Discharge Permit" for the environmental impact assessment report form of the hybrid automobile powertrain motor iron core project (Phase 4) construction project, becoming the first case of "two certificates in one". The processing time period will take about 50 days to be approved in series from the original environmental impact assessment report form and pollution discharge permit, which will be greatly reduced to 7 working days for parallel approval of the environmental impact assessment report form and pollution discharge permit (excluding the time for legal publicity and technical review).
It is reported that in order to implement the "Shanghai Action Plan for Accelerating Economic Restoration and Revitalization" (Shanghaigugui [2022] No. 5) and the "Pudong New Area Accelerating Economic Restoration and Take a Faster Step in the Construction of a Leading Zone" (Pufuguigui [2022] No. 3), fully support enterprises to resume work and production, help high-quality economic development, and pilot the connection reform of environmental impact assessment and pollution discharge permits for construction projects, the Pudong New Area Ecological Environment Bureau recently formulated the "Implementation Rules for the Connection Reform of Environmental Impact Assessment and Pollution Discharge Permits for Pilot Construction Projects" (Puhuan [2022] No. 80).
According to the implementation rules, the specific measures of "two certificates in one" include reducing application materials, reducing the pre-submission of some supporting materials for pollutant discharge permits, reducing duplicate submissions, and promoting "full process online handling", and the environmental impact assessment materials related to approved construction projects are exempted from submission; the project approval time limit is shortened, and the comprehensive approval time limit is from the original separate report form for about 50 days and the report for about 80 days, which is to be compressed to the 7 working days of the combined report form and 15 working days (excluding the time for statutory public announcement and technical review); as well as reconstructing the pollutant discharge permit and environmental impact assessment approval process, connecting the issuance process of environmental impact assessment and pollution discharge permits, and promoting the "one set of materials, one-time acceptance, synchronous approval, and one-time completion" of two administrative licensing matters, simplifying the enterprise service process and improving the efficiency of enterprises.
New District Ecological Environment Bureau introduced that this implementation details apply to pollutant discharge units whose construction location is within the Pudong New District (except for the Free Trade Zone Bonded Zone and the Free Trade Zone Lingang New Area), approved by the New District Ecological Environment Bureau, and must prepare environmental impact reports (forms) of construction projects and apply for pollutant discharge permits in accordance with the law. The "two certificates in one" applicable industries include 24 industries, including pharmaceutical manufacturing, automobile manufacturing, computer communications and other electronic equipment manufacturing, as well as major projects in the city and district.

For construction projects that require preparation of environmental impact assessment documents and application of pollutant discharge permits, pollutant discharge units can simultaneously prepare application materials for pollutant discharge permits when preparing environmental impact assessment documents, and enter the "Two Certificates in One" module through "Shanghai One-Stop Service" (http://zwdt.sh.gov.cn) to submit application materials simultaneously. Depending on different project types, the "Intelligent Guide" function of "One-stop Service" will prompt and inform the materials to be uploaded. For construction projects that implement the informed commitment system, the approval department will also make decisions on environmental impact assessment approval and pollution discharge permit issuance after formally accepting the application materials.
