According to the unified arrangement and deployment of the Sichuan Provincial Department of Education Teacher Qualification Certification Guidance Center, the Deyang Municipal Education Bureau will continue to organize and implement the teacher qualification certification work in the second half of 2022. 1. Recognition scope
Handling the national statutory retirement age , the place of household registration, residence (must apply for a local residence permit and within the validity period), the place of school (only postgraduate students) in the administrative jurisdiction of Deyang City who apply for senior middle school teacher qualification, secondary vocational school teacher qualification and secondary vocational school internship instructor qualification.
2. Recognition institution
Deyang Municipal Education Bureau is responsible for the determination of the city's senior middle school teacher qualifications, secondary vocational schools teacher qualifications and secondary vocational schools internship instructor qualifications.
Each district (city, county) education bureaus are responsible for the certification of local kindergarten teacher qualifications, primary school teacher qualifications and junior middle school teacher qualifications. To apply for the qualification of kindergarten, primary school, or junior high school teachers, please check the announcement of the district (city, county) education bureaus where your household registration is located or where your residence permit is located (attached by the contact number of local education bureaus).
Identification conditions
(I) Ideological and moral conditions
Support the leadership of the Communist Party of China, abide by the Constitution and laws, love the cause of education, abide by the professional ethics of teachers, have good ideological and morality and professional ethics, be able to fulfill the obligations stipulated in the " Teachers Law ", and have no criminal record.
(II) Educational conditions
1. Applying to be qualified as a teacher in a higher secondary school, you must have a bachelor's degree or other university degree or above;
2. Applying to be qualified as a teacher in a secondary vocational school, you must have a bachelor's degree or above from a higher normal school, you must have a bachelor's degree or above from a higher normal school, you must have a bachelor's degree or above from a higher normal school, you must have a bachelor's degree or above from a secondary vocational school, you must have a professional and technical position equivalent to assistant engineer or above or above from a intermediate or above worker's technical level.
(III) Obtain the "Certificate of Passing the Primary and Secondary School Teacher Qualification Examination" within the valid period, or obtain the "Certificate of Professional Ability of Teachers for Normal Students".
(IV) Mandarin level. applies to the qualification of internship instructors in high schools, secondary vocational schools, and secondary vocational schools. The Mandarin level should reach the second grade B and above of the " Mandarin Proficiency Test Level Standard " issued by National Language and Character Working Committee.
(V) Physical examination requirements. can adapt to the needs of education and teaching work, have good physical and psychological qualities, and conduct physical examination in the hospital designated by the Deyang Municipal Education Bureau in accordance with the prescribed procedures and physical examination standards. The physical examination conclusion is qualified.
IV. Application procedure
1. The applicant logs into the "Teacher Qualification Certification Network Registration Portal" from October 8 to October 31 (8:00-18:00) to register.
2.On October 9th to November 5th (working days) on an empty stomach to Deyang Fifth People's Hospital (formerly Dongdian Hospital) for a physical examination. If a person who is not in Germany cannot return to Deyang for physical examination due to the impact of the epidemic, he or she can go to the local physical examination hospital designated by the certification institution that accepts the same type of teacher qualification application for physical examination.
3. November 8th to November 12th (working days) went to the "No difference acceptance" window on site for confirmation on the 4th floor of Deyang Municipal Government Service Center (next to of Wuzhou Plaza) .
Please bring the following materials when confirming on site:
① Original second-generation ID card (need to be within the validity period).
②Original academic certificate (if the Chinese teacher qualification network system is successfully verified, you can not submit it).The Hong Kong, Macao and Taiwan academic qualifications should also be submitted to the original "Hong Kong, Macao and Taiwan academic qualifications" issued by the Ministry of Education Study Service Center at the same time, and the foreign academic qualifications should also be submitted to the original " Foreign Academic Degree Certificate " issued by the Ministry of Education Study Service Center at the same time.
Special reminder: During the review of materials, for academic qualifications that cannot be directly compared and verified by the national certification information system (except for secondary vocational school education qualification certificates), the applicant must submit the "Electronic Registration Form for the Ministry of Education's Academic Certificate" or the "China Higher Education Academic Certification Report" (apply online at the Xuexin Network www.chsi.com.cn), otherwise the unqualified academic qualifications will not be accepted. It is recommended that applicants verify their academic qualifications on the Academic Information Network in advance, and apply for certification reports in a timely manner if they cannot be verified; applicants with Hong Kong, Macao and Taiwan education or foreign education are required to perform academic qualification certification in advance in the online service hall of the Ministry of Education Study Abroad Service Center (http://zwfw.cscse.edu.cn) to avoid affecting the recognition.
③Sichuan Province Teacher Qualification Applicants Physical Examination Form (valid for one year).
④Original " Mandarin Proficiency Test Level Certificate " (if the Chinese teacher qualification network system is successfully verified, you can not submit it).
⑤The "Certificate of Passing the Primary and Secondary School Teacher Qualification Examination" within the valid period (please print it by yourself on the National Primary and Secondary School Teacher Qualification Examination Network (ntce.neea.edu.cn)) or the "Certificate of Professional Ability of Teachers for Teachers" (limited to the 2022 education graduate students and public-funded normal students).
⑥Recently, two 1-inch colored white-backed ID photos on the front of the crown are exempted (used to apply for a teacher qualification certificate, and should be the same version as the photos uploaded when registering with the China Teacher Qualification Network, with the name and ID number written on the back of the photo).
⑦ Household registration certificate or residence certificate. If you apply for certification at the place of household registration, you shall submit your own household registration book or the original document of your collective household registration certificate. If you apply for certification at your place of residence, you must submit a valid original residence permit. Hong Kong, Macao and Taiwan residents provide Hong Kong, Macao and Taiwan residents’ residence permit original or Hong Kong, Macao residents’ Hong Kong, Macao residents’ residence permit original or Taiwan residents’ residence permit original or Taiwan residents’ residence permit for 5-year validity. Active-duty soldiers and active-duty armed police of the troops stationed in Sichuan should provide personnel relations certificates issued by their subordinate troops or units.
⑧If you apply for certification based on the location of the school you are studying, submit the original student ID with complete registration information (limited to full-time graduate students in Deyang City).
⑨Applicants who apply for the qualification category of internship instructors in secondary vocational schools, in addition to providing the above information, must also provide professional title certificates for professional positions of assistant engineers or above or qualification certificates for intermediate or above workers' technical level .
⑩People with hearing impairments must also provide the original and copy of the "Disability Certificate of the People's Republic of China".
4. In principle, the teacher qualification certification must be present. If the on-site review cannot be conducted due to the epidemic, the mailing method can be used. When mailing, please prepare the materials required for on-site confirmation as described above. Except for the physical examination form and the 1-inch colored white-backed ID photo on the front of the crown-free front, the original must be provided, and the other materials must be original can be mailed (the copy is stamped with my fingerprint on the copy) and a letter of commitment (see Attachment 1). 1. Applicants can pay attention to the relevant notices and announcements of the place of household registration, residence, school, and military resident certification agencies, and complete online application, on-site confirmation and physical examinations within the specified time in accordance with the requirements of the local certification agencies.
2. Please ask the applicant to conduct online declaration and on-site review according to the prescribed time, place and requirements. If the application work is not completed within the prescribed time due to missed the declaration time, selected the wrong recognition agency or on-site confirmation point, the application information is incorrect or the submission of materials is incomplete, the recognition agency will no longer accept the application.
3. Applicants should truthfully submit and upload relevant materials. Those who deliberately commit fraud or forge materials to obtain teacher qualifications will be punished in accordance with relevant national regulations.
4. According to regulations, applicants are only allowed to identify one teacher qualification every year.
5. Deyang Municipal Education Bureau has established the "Deyang City Teacher Qualification Certification in the Second Half of 2022" QQ group. All applicants (limited to high school, secondary vocational and secondary vocational internship instructor qualification applicants) are requested to scan the QR code to enter the group to facilitate consultation and guidance on identification matters.
