
Notice on Further Implementing the Policy of Stage Delayed Social Insurance Premium Payment

In order to further implement the requirements of " Notice on Expanding the Implementation Scope of the Policy of Stage Delayed Social Insurance Premium Payment " (Ministry of Human Resources and Social Security [2022] No. 31), effectively play the role of the policy of staged social insurance premium payment, and promote the protection of market entities to ensure employment and people's livelihood, according to the General Office of the Ministry of Human Resources and Social Security and the National Development and Reform Commission The General Office, the General Office of the Ministry of Finance, and the General Office of the State Administration of Taxation "Notice on Further Implementing the Implementation of the Policy for the Phase Delay of Social Insurance Premiums" (District of Human Resources and Social Security [2022] No. 50), hereby notify the relevant issues as follows:

2. After the policy of phased social insurance premiums expires, enterprises can pay the social insurance premiums that are delayed by installments or monthly before the end of 2023. There is no late payment fee during the reimbursement period.
3. When providing social insurance payment inquiries and issuing payment certificates, the enterprise will be deemed to be a normal payment status for the period of delayed payment and reimbursement in accordance with the policy regulations, and shall not be treated as arrears. During the period when the enterprise defers payment, it must fulfill its obligation to withhold and pay employees' personal payment on behalf of others in accordance with the law. If the employee’s personal payment status has been withheld and paid in accordance with the law, the employee’s personal payment status will be deemed to be normal payment. At the same time, we must actively cooperate with relevant local departments to properly handle the connection issues with employees' settlement, house purchase, car purchase, and children's admission qualifications.
4. All localities should combine local realities and further increase the intensity of policy publicity and interpretation, and improve the pertinence and accuracy of publicity based on the characteristics of different industries, different enterprises and flexible employment personnel, and ensure that the policy "knows everything you should know". Strengthen the publicity of policy implementation effects by timely publishing data on delays and interviewing and reporting typical cases of enterprises.
5. We must further optimize the handling services, actively connect with market entities that meet the requirements of the deferred payment policy, and provide classified service guarantees. All departments should strengthen data sharing, realize "apply and enjoy" enterprises, and reduce the business burden of enterprises.
Human resources and social security, development and reform, finance, taxation and other departments at all levels should further strengthen cooperation, better play their working synergy, and promote the policy of delaying social insurance premiums to achieve practical results. New situations and new problems encountered during the implementation of the policy must be reported in a timely manner.
