For original private and substitute teachers, enjoying pension subsidies after the age of 60 is a big thing to be happy about. The existing plans have been widely publicized, and some networks and media have also strengthened their reports to demonstrate their political achievements.

After the release of the "Notice on Issuing Pension Subsidies to Substitute Personnel in Rural Primary and Secondary Schools" [Ganjiao Hall (2010) No. 15], the education departments of all cities and counties have issued relevant documents. All school districts and county-level schools are required to make full use of slogans, publish announcements, print promotional materials, go to homes and designate special personnel to preach, and at the same time use media to promote and report. In an easy-to-understand way, we will carry out extensive policy publicity at the township, village and school level at all levels, and explain patiently and meticulously, create a good social public opinion atmosphere, and strive to be well-known to everyone. This is the content of the document "Notice on the Finalization of the Issuance of Pension Subsidies for Subsidized Personnel in Rural Primary and Secondary Schools" ([2010] No. 105).
At that time, I was the designated "special person". Although it was a free service, it was related to the vital interests of the original colleagues. I copied documents and preached policies. Even if I were away, I called their families and prepared and provided relevant information for identity authentication. Despite this, a very small number of Aboriginal Teachers have been missed. The reason is that he (she) lives in another place with his child, and his household registration is still local.
Indigenous teachers are farmers themselves, and rural household registration is difficult to change. As long as you have the experience and identity of an indigenous teacher, you are eligible to apply for certification. However, first of all, you need to know whether you are within the defined period. There are strict policy boundaries for the pension subsidies for former private substitutes. Gansu Province refers to a substitute who was hired by county-level education authorities before September 25, 2003 and had been in rural primary and secondary school teachers for more than five consecutive years (including five years) and was not hired by enterprises and institutions after leaving the teaching position. There is a clear definition of the years here. Those who are less than five years of teaching experience, or those who are not hired by the county, are not within the scope of pension subsidy.
The former private teachers have many sources, including those hired by the county, those recruited by the township, and even those hired by the school; their salary is very low, with 40 yuan in primary schools and 50 yuan in middle schools per month, and there are also people who voluntarily resigned because they cannot make a living. Then the level of employment and the years of teaching are two "hard magnitudes". Is it related to being "missed"?
The pension qualification of the indigenous teachers was omitted, which was also related to the responsibility of the handling personnel, and also to the residence status of the parties involved (because this happened decades ago, including later marriage, migration, etc.). There are document notifications in our local area, and "news" are also launched on paper media or online and on TV. However, some people are old and live in remote mountainous areas and have relatively "closed" contact with society, and they do not know the arrival of this policy.
Remedy method: ① Let the Education Bureau come forward. As long as the county hires former private teachers, the local education bureau must have personnel files . The only way to re-invest is to investigate and identify. Even if an individual does not provide relevant original materials for some reason, the education department will screen them out during the review; ② The individual will make efforts. If your situation meets the local conditions for receiving the pension subsidy for original private teachers and is really missed, this is no small matter. This is the only return and "reserve" for the elderly teachers who run other classes. You should find original information that can prove your identity and work experience and directly look for the Education Bureau. You should know that this is distributed by the local social security department, and there is also a connection process. Otherwise, it would be too late to wait until you are 60 years old.
I hope that these civilian teachers, no matter how far or busy, will come back in time and submit application materials to local counties (cities) and townships (towns). Local governments should follow the people-oriented principle and re-issue certification procedures for these elderly teachers as soon as possible. Don’t let this small pension subsidy be wasted, and you can’t enjoy it and regret it for your whole life.
