Since the 18th National Congress of the Communist Party of China, Qilihe District of Lanzhou City has conscientiously implemented the Party’s education policy, aiming to “make education that satisfies the people”, and strive to do fair and quality education as the guide, focusing on strengthening mechanisms, solving problems, and improving quality. It has gone through a development process from weak to strong and from large to excellent. The scale of school management, resource investment, and connotation development have achieved a historic leap. Preschool education is related to the healthy growth of hundreds of millions of children, and its importance and necessity are self-evident. Over the past ten years, 24 kindergartens have been newly built and renovated in Qilihe District, with a construction area of 29,000 square meters. The management of 39 community-based kindergartens has been completed, and the gross enrollment rate of preschool education has increased to 96.3% in the three-year period; 112 universal private kindergartens have been reviewed and recognized, and 7 high-quality kindergartens have been created in the province, basically forming a preschool education public service system covering urban and rural areas, with reasonable layout and public welfare. In terms of basic education, Qilihe District resolutely implements the education priority development strategy and continuously improves the quality and efficiency of basic education. Over the past ten years, the entire district has successively passed the national balanced acceptance of compulsory education, and the number of students in primary and secondary schools has increased from 47,247 to 59,456. The net enrollment rate of primary school students has always remained at 100%, the gross enrollment rate of in junior high school has increased from 99.93% to 100%, and the gross enrollment rate of high school has increased from 93.6% to 99.70%. At the same time, Qilihe District has made great efforts to improve the quality of the teaching staff. Over the past ten years, it has supplemented thousands of education teams through talent introduction, recruitment of public institutions, recruitment of special post teachers, etc., and established 15 "three" studios, selected 593 key teachers, carried out teachers' continuing education training such as the National Training Program, and trained more than 65,000 teachers in total. In order to promote the balanced development of urban and rural education, Qilihe District integrates 26 rural primary and secondary schools and teaching points, divert 397 students nearby, and allocates 146 teachers. Qilihe District also actively explores the group-based school model, and officially implements group-based school management in 2020. By combining the primary and secondary schools in the jurisdiction with "1+N+1" (1 core school is the main school, N urban and rural schools are the group branches, and a supporting construction of 1 off-campus education practice base) to form 7 primary and secondary education groups respectively, and all rural schools are classified as group school management to further revitalize high-quality educational resources.
