The Interim Measures require that county-level education administrative departments and human resources and social security departments should coordinate the formulation of a food safety vice principal appointment plan, establish a dynamic management database for personnel to be hired, and ensure that each school has at least 1 vice principal of food safety. Priority will be given to equip schools in remote rural areas with vice principals for food safety.

According to the "Interim Measures", the vice principal of food safety must have rich professional knowledge on food safety legal and practical experience in food safety management; be physically and mentally healthy, be enthusiastic about food safety management work, and understand and care about the laws of students' food safety and physical health growth. Previously, the school has a vice principal in charge of logistics and meets the qualifications of the vice principal of food safety, the school can be clearly identified as the vice principal of food safety.

The Interim Measures also clarify that Vice Principal of Food Safety should receive no less than 8 hours of training before taking office . During the tenure period, participate in the corresponding training according to actual conditions. Education administrative departments and human resources and social security departments at or above the county level should regularly organize special training for vice principals of food safety. The training content should include food safety, nutrition and health, foodborne disease prevention, classification and disposal of kitchen waste and anti-food waste, as well as food safety management practices in school canteens and off-campus catering units.

What responsibilities should the vice principal of food safety assume?

According to the "Interim Measures", the vice principal of food safety assists the principal in carrying out the following seven aspects of work during his performance:

◆ Carry out food safety publicity and education.

For example: carry out relevant scientific knowledge popularization and publicity and education activities at important time nodes such as National Food Safety Promotion Week , National Nutrition Week , Chinese Student Nutrition Day, National Iodine Deficiency Prevention and Control Day, etc.; carry out relevant scientific knowledge popularization and publicity and education activities; through theme class meetings and extracurricular practices; Carry out regular publicity and education activities in other forms. Organize and implement food safety education tasks of at least 4 hours a day every year.

◆ Establish and improve food safety management system.

For example: Assist in improving and implementing food safety full-time (part-time) administrators, school canteen or off-campus meal management, hidden danger investigation and management, school food safety risk monitoring management, nutrition and health monitoring management, and student meals with volume recipe management , food safety accident investigation and emergency response series of food safety management systems.

◆Continuously improve the level of intelligent food safety management.

For example: urge and guide school canteens to accelerate the construction of " Internet + open kitchen and bright stove" to comprehensively improve the level of intelligent food safety management.

◆Organize and carry out food safety self-inspection.

For example: carry out system self-inspection, regular self-inspection and special self-inspection based on actual conditions, including raw material control, food additive use, food processing and production, environmental sanitation in business premises, storage and transportation, tableware and beverage utensils and utensils cleaning and disinfection, food samples, Self-examination, evaluation and rectification of the implementation of management systems including kitchen waste management and food safety conditions.

◆ Strengthen the health management of practitioners.

For example: urge and guide school canteens or off-campus catering units to strengthen the health management of employees. All practitioners engaged in contact with direct food imports should obtain a health certificate before they can take up their posts, and undergo a health check every year to obtain a health certificate. Guide and urge food safety management personnel to check the health status of employees before they start work every day.

◆ Strengthen the assessment of food safety training for practitioners.

For example: urge and guide school canteens or off-campus catering units to adopt various training methods such as special lectures, practical operations, on-site demonstrations, etc., and regularly conduct relevant training for practitioners, with each person cumulative totaling no less than 40 hours per year. The food safety training effect assessment of employees shall be carried out at least once every six months, and employees may only take up their posts after passing the assessment.
