News from this newspaper: The "Taiyuan Private School Compulsory Education Fee Standard (Draft for Comment)" proposes that starting from the autumn of 2022, the government will purchase primary school places in all private schools, and tuition fees for all students in the primary school will be zero. Before July 17, all sectors of society can provide opinions and suggestions.

According to the relevant regulations of our province, and taking into account factors such as school quality, market demand, economic development level and student family affordability, the Municipal Development and Reform Commission has formulated the fee standards for compulsory education in Taiyuan private schools and publicly solicited opinions from the public. Relevant suggestions and basis for suggestions should be sent to [email protected] via email.

The "Draft for Comments" proposes that tuition fees, accommodation fees, and after-school service charges for private compulsory education should be managed at government-guided prices. Starting in the fall of 2022, the government will purchase primary school places in private schools across the country. Tuition fees for all primary school students are zero. Baseline prices are established for tuition fees at the junior high school stage and accommodation fees at the compulsory education stage. The current benchmark price for junior high school tuition is as high as 24,000 yuan/school year. On the basis of the benchmark price, the school can increase the price by up to 10% according to the actual situation, and there is no limit to the price increase.

Regarding after-school service charges, non- boarding school provides after-school services to solve the problem of "early dismissal, difficulty in picking up and dropping off, and lack of supervision" for primary and secondary school students. The charging standards are implemented in accordance with the policy of public schools. The after-school services provided by boarding schools have been included in the cost of education and training, and schools are no longer allowed to charge students for after-school services. In order to facilitate students' learning and life, schools can refer to the relevant regulations of public schools at the same level of education, adhere to the principle of "voluntary and non-profit", and collect service fees and agency fees.
