's "Draft for Comments" proposes that APPs should ensure informed consent for installation. When recommending an APP to users for download, necessary information such as developer information, product features, privacy policy, permission list, etc. should be stated truthfully, accurately, and completely, and a clear "cancel" option should be provided at the same time. Download and installation can only be done after the user's confirmation and consent. It is not allowed to deceive and mislead users into downloading and installing through methods such as "stealing and substituting", "forced bundling", and "silent downloading". When users browse page content, they must not automatically or forcefully download APPs, or force users to download or open APPs through folding displays, active pop-ups, frequent prompts, etc., which will affect users' normal browsing of information. Without reasonable and legitimate reasons, users may not be required to download the APP or not be allowed to read the full text. In addition to basic functional software, APPs should be easily uninstallable, and should not use blank names, transparent icons, background hiding, etc. to maliciously prevent users from uninstalling.
