But does express delivery really facilitate people's lives? The answer is obviously not that yes. And e-commerce does provide consumers with a shopping path. However, solving the problem of the last 1-kilometer of express delivery, that is, home delivery is not so convenient.

At the beginning, the express delivery was delivered to the door. The author worked as a courier during the summer vacation of 2012. Originally, express cabinets should only be an extension of the express industry, and it is understandable to put them in express cabinets. It is not that convenient thing, but online shopping is about cheap + convenience, but now it is still disgusting. Since last year, coupled with the impact of the epidemic, major changes have taken place in the ending links of the express industry. Except for the same-city services such as takeaway and grocery shopping, few express delivery can insist on delivery to their homes. Here we need to emphasize the praise of JD.com and SF Express. However, things have changed again this year, and home delivery has become the focus of logistics giants SF Express and Cainiao.The slogan has become, "Do not deliver the goods to your door, you will be compensated." At this point, it seems that modifying the standards has become a feasible way.
Express new national standard
Although the author has not participated in the formulation of national standards, he has participated in the formulation of industry standards. The standard formulation process is roughly to first establish a project, then write a draft for soliciting opinions, for review, , and submit the draft for approval until the standard is formed. This process usually takes 1-2 years. The maximum length is no more than 3 years.
National Standard Development Process
The current series of national standards for "Express Services" are mainly three [5] implemented from May 1, 2012. The draft for soliciting opinions focuses on standardizing express delivery door-to-door delivery, clarifying the "number of delivery times" for the first time, and an additional fee can be charged in "Door delivery" in specific situations.

Whose opinion is in the process of soliciting opinions? According to the current national standard formulation process of GB/T16733-1997[6], what is solicited is not the opinions of the public, but the opinions of the participating units for the formulation of standards. The expert team reviews and integrates the content of the standard and the opinions solicited. So in fact, as consumers, we do not have any special power to provide advice.
But it is a good thing after all, but the standards are not the law, and there is no actual enforcement unit to enforce it. National standards can only provide guiding opinions, and the final implementation still requires various logistics companies to actually implement them. I just hope that when they execute, they can truly "roll up" so that we, as consumers, can enjoy the previous home delivery service.
