Three-year Action Plan
(2022-2024)
In order to implement the "Opinions of the State Council on Supporting Guizhou to Break New Roads in the Development of the Western Region in the New Era" (Guofa [2022] No. 2), we will make every effort to seize new opportunities in the implementation of the digital economy strategy, moderately advance the layout of new infrastructure, and formulate this action plan in light of the actual situation in our province.
1. Overall requirements
(I) Guiding ideology
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of General Secretary Xi Jinping’s important speech during his inspection of Guizhou, adhere to the main strategy of focusing on the "four new" to focus on the "four modernizations", closely follow the main positioning of "four districts and one highland", seize the important opportunities for the construction of new infrastructure, adhere to the principle of "moderate advancement, systematic promotion, data interoperability, and market promotion", build a high-level and high-level new infrastructure system, and promote the integrated development of the digital economy and the real economy.
(II) Main target
In 2022, the number of standard racks of national integrated computing power network national (Guizhou) hub node data centers will reach 150,000, and a total of 580,000 5G base stations have been built in the province. More than 40 new provincial-level and above technological innovation and achievement transformation platforms will be built in the province to accelerate the integrated development of traditional infrastructure and digital infrastructure.
By 2024, we will strive to achieve a national integrated computing power network national (Guizhou) hub node data center standard racks reach 600,000, and a total of 160,000 5G base stations have been built in the province. More than 100 new innovation platforms at the provincial level or above have been built in the province. The integrated development of traditional infrastructure and digital infrastructure has achieved obvious results. We will basically build a new infrastructure with outstanding advantages in big data, a stable communication network foundation, strong transformation support, aggregation of innovation resources, safe, controllable and trustworthy Guizhou-style new infrastructure, and a cumulative investment of key projects in new infrastructure construction has exceeded 100 billion yuan.
2. Key tasks
(I) Big data infrastructure construction
Accelerate the promotion of the " East and West Calculation " project and build a national (Guizhou) hub node in the national integrated computing power network. Create a new generation of information and communication network facilities with "ubiquitous perception, high-speed interconnection, intelligence, agility, security and trustworthiness" to consolidate the foundation of new networks. Coordinate the planning and construction of Guiyang Big Data Science and Technology Innovation City and industrial layout, and make every effort to build Guizhou's digital industry and talent clusters and digital scenario application demonstration zones.
1. Build a data center cluster for computing power hub nodes. Create a first-class ultra-large computing power hub node data center aggregation base in the country. Improve the average shelf listing rate of the standard rack of the computing power hub node data center, and reduce the average power utilization efficiency (PUE) value of the computing power hub node data center. In 2022, the number of standard racks for computing power hub node data centers will reach 150,000. By 2024, we will strive to achieve a standard number of data centers with a computing power hub node to reach 600,000, with an average launch rate of no less than 65%, and a mean PUE value lower than 1.2.
2. Build a computing power hub node delivery channel. Promote computing power hub nodes to enter the core layer of the basic operator network architecture. Build a direct connection network within the Gui'an cluster, a direct connection network between the Gui'an cluster and the edge data centers of each city (prefecture) city (prefecture) city, and promote the construction of a direct connection network between the Gui'an cluster and the main Internet node city data center cluster. By 2024, we will strive to control the one-way delay of data transmission within 30 milliseconds.
3. Build a "East Data and West Calculation" computing power network. Build a unified high-level cloud service platform in the province to provide low-cost, wide coverage, reliable and secure public computing power services. Build a unified computing power scheduling platform for computing power hub nodes and a complementary computing power docking platform between the eastern and western computing power to realize unified management, arrangement and scheduling at the computing network resource level. Efficiently gather computing resources in various fields to form a public computing pool.Build a data circulation and trading platform to provide a high-efficiency and trustworthy data circulation and trading environment across the country. In 2022, we will actively undertake the computing power demand in the Guangdong-Hong Kong-Macao Greater Bay Area, , the Yangtze River Delta, and other regions, and initially establish a cross-regional industrial cooperation and data circulation sharing mechanism. By 2024, a nationwide computing power guarantee base will be basically built, a number of typical demonstration scenarios and applications of "east numbers and west calculations" will be formed, and a core hub for the circulation of national data generation factors will be basically built.
4. Promote the construction of 5G network . Take the lead in achieving full coverage of 5G networks in key areas such as national-level high-tech zones, provincial-level key industrial parks, and key tourist attractions. Promote the construction of 5G private networks in government affairs, transportation, water conservancy, energy and other fields. Create a number of 5G application scenarios and application demonstrations in the fields of civil, commercial and government use. In 2022, a total of 80,000 5G base stations were built in the province, and a total of 200 5G scenario application projects were reached. By 2024, we will strive to build a total of 160,000 5G base stations in the province, realize full coverage and large-scale commercialization of the main urban areas of the 5G network, achieve 5G network coverage of more than 70% of administrative villages, and the cumulative number of 5G scenario application projects will reach 600.
5. Deploy ultra-high-speed optical network and backbone network. Comprehensively carry out the construction of "10 Gigabit Park, Gigabit Urban Area, and Hundred Gigabit Village". Support cities (prefectures) with conditions to carry out pilot projects on higher-speed access technologies such as 10G passive optical networks in a timely manner. Upgrade and expand the transmission bandwidth of Guiyang Gui'an national-level Internet backbone direct connection points, and optimize and upgrade Guiyang Gui'an international Internet data dedicated channel, root server mirror node and top-level domain name node. In 2022, the total length of communication optical cable in the province will strive to reach 1.65 million kilometers, and the bandwidth of the Internet out-of-province will reach 38,000 Gbps. By 2024, the total length of communication optical cables in the province will strive to reach 1.8 million kilometers, the bandwidth of the Internet out-of-province will reach 45,000 Gbps, and the bandwidth of the interconnected links of the backbone direct connection points will reach 600 Gbps.
6. Improve the development level of mobile Internet of Things. Accelerate the development of the Internet of Things industry in Guiyang, Gui'an, Zunyi , Liupanshui , Tongren , Guizhou Southeast and other places. Promote the large-scale development of smart home Internet of Things applications. Build a city-level Internet of Things access management and data aggregation platform to promote the large-scale deployment of perception facilities in key industries. Accelerate the coverage of application scenarios in key areas of the Internet of Things and achieve high-speed and intelligent development of IoT services across the province. In 2022, more than 10 key IoT application demonstrations have been created, and the number of Internet of Things connections has reached 6 million. By 2024, we will strive to basically build the basic Internet of Things network in the province, and create more than 30 key IoT application demonstrations in total, and the number of Internet of Things connections will reach 10 million.
7. Build a big data security infrastructure. Carry out pilot projects for cross-border data transmission security management and promote the construction of big data network security service platforms. Focus on vertical fields such as government affairs, transportation, and water conservancy, and build a big data security monitoring and early warning platform in the industry and region. Innovate cloud security services and big data security service models, and promote basic telecommunications companies and Internet companies to strengthen the construction of disaster recovery capabilities. In 2022, more than 3 major safety demonstration applications will be built. By 2024, the proportion of simultaneous construction of big data security monitoring and early warning platforms in the province will reach 100%.
8. Build Guiyang Big Data Science and Technology Innovation City. Focusing on cloud computing and data service industries, information innovation engineering industries, and data scenario application industries, we will accelerate the promotion of the agglomeration and development of industrial clusters, increase the efforts to attract investment in , and attract a number of leading enterprises in the industry. Accelerate the construction of Gui'an Branch Park of Guiyang Human Resources Service Industrial Park and build an internship base for information talent training and internship. Actively promote the implementation of applications such as smart Internet of Things, metaverse, and digital twins, and construct an attractive digital life and smart work scenarios. In 2022, a total of 400 big data and related enterprises have been introduced and cultivated, and 10,000 software and related talents have been gathered. By 2024, we will strive to introduce and cultivate a total of 1,600 big data and related enterprises, gather 60,000 software and related talents, and create a total of 1,000 digital application scenarios.
(II) Promote the intelligent upgrade of traditional infrastructure
Deepen the construction of the "six-net battle", strengthen "compensation for shortcomings, network formation, linkage, supporting, and sharing", shape a new form of infrastructure for full-factor and full-cycle digital management, and form a development pattern that integrates tradition and new types.
9. Build smart transportation infrastructure. Build and improve the new generation of comprehensive transportation big data center, Guizhou Province Transportation Emergency Command Center platform, and transportation industry dedicated network, and accelerate the construction of demonstration projects such as smart highways and smart water transportation. Encourage Guiyang, Zunyi, Liupanshui, Guizhou, Southeast Guizhou, Qiannan , Qiannan and other cold chain logistics bases to accelerate the intelligent transformation of the entire process of transportation, warehousing, distribution, etc. In 2022, more than 5 smart transportation pilot projects will be built. By 2024, we will strive to build more than 15 smart transportation pilot projects in total.
10. Build smart water conservancy infrastructure. Focusing on the two major river basins, eight major water systems and key water conservancy projects in Guizhou Province, we will accelerate the creation of a "water conservancy brain" to realize the aggregation and monitoring of Internet of Things data. Promote the deployment of operation monitoring stations such as reservoirs, sluices, embankments, hydrology, and rural hydropower. In 2022, 391 stations for rainwater survey and dam safety monitoring facilities of small reservoirs were renovated. By 2024, more than 1,820 stations for rainwater survey and dam safety monitoring facilities in small reservoirs will be renovated, and the automatic monitoring and supervision of the safety operation of small reservoirs and dams in the province will be realized, and the Guizhou Provincial Water Conservancy Cloud Video Center will be initially built.
11. Build a smart grid infrastructure. Build a number of distributed smart grid demonstration projects and digital power plants. Promote the construction of intelligent terminals in the entire link from the power generation side to the power consumption side, and realize remote intelligent management of power plants, substations, poles, towers, transmission wires, and underground pipeline corridors. Accelerate the promotion of multi-table integration to realize remote automatic collection and copying, real-time measurement, information interaction and active control. Accelerate the construction of intelligent charging infrastructure in key areas and expand the coverage of charging facilities. In 2022, 1,000 sets of overhead intelligent monitoring terminals were installed, and a total of 32,000 intelligent charging infrastructure were built. By 2024, a total of 3,000 sets of overhead intelligent monitoring terminals will be installed, and more than 40,000 intelligent charging infrastructure will be built.
12. Build digital pipeline network and oil and gas network infrastructure. Promote the intelligent transformation of urban sewage collection pipelines, rainwater pipelines, urban public water supply pipelines, underground comprehensive pipeline corridors and oil and gas pipelines, and promote the construction of urban smart comprehensive pipeline corridors. Strengthen the coordination and connection between pipeline network and oil and gas network construction and Internet infrastructure. Prefecture-level cities establish and improve the comprehensive management information platform for urban municipal infrastructure. In 2022, the underground pipeline survey of prefecture-level cities will be completed, and prefecture-level cities will accelerate the establishment and improvement of the comprehensive management information platform for urban municipal infrastructure. By 2024, we will strive to basically achieve full coverage of comprehensive management information platforms in prefecture-level cities, build more than two smart comprehensive pipeline pilot projects, and complete the intelligent transformation of natural gas national trunk lines and provincial branch lines.
(III) Construction of smart application infrastructure
Focus on promoting the intelligent upgrade of infrastructure such as industrial facilities, urban management, and people's livelihood services, deepening the construction of "ten thousand enterprises integration" and "smart Guizhou City", and empowering and supporting the industry, agriculture and tourism industries to accelerate the digital transformation of development.
13. Build industrial digital infrastructure. Promote the implementation of intelligent manufacturing upgrades and transformation of the top ten industrial industries, encourage enterprises to accelerate the cloud transformation and migration of industrial equipment and business systems, and build a number of digital workshops and smart factories. Accelerate the construction of secondary nodes for industrial Internet identification resolution and build a number of industrial Internet platforms with national influence in key areas. Vigorously promote the digital construction of development zones and support development zones with conditions to build industrial Internet demonstration zones and "5G+Industrial Internet" integrated application pilot zones. In 2022, a total of 3 5G smart factories will be built, and the application of identification resolution in 5 key industries will be achieved on a large scale, and an influential industrial Internet platform will be created.By 2024, a total of 5G smart factories will be built, identification resolution will be widely used in 10 key industries, and three influential industrial Internet platforms will be created.
14. Build agricultural digital infrastructure. Upgrade and improve agricultural and rural big data centers and platforms, deepen data sharing and opening up, and strengthen the construction of data mining, analysis and prediction capabilities. Establish data visual application scenarios around 12 agricultural characteristic and advantageous industries. Accelerate the deployment of intelligent IoT monitoring facilities and build a number of digital agriculture demonstration bases. Promote intelligent transformation of wholesale markets, farmers' markets, fresh food supermarkets, etc., open up online and offline marketing channels for agricultural products, and promote "Guizhou goods out of the mountains". In 2022, more than 3 digital agricultural demonstration bases will be built. By 2024, more than 5 digital agricultural demonstration bases will be built.
15. Build a digital infrastructure for cultural and tourism. Upgrade and improve the "One Code Tour Guizhou" platform. Accelerate the digital upgrade of Guizhou's all-region tourism. Accelerate the rational layout of intelligent monitoring equipment in scenic spots, tourist venues and other areas. Promote the digital transformation of excellent cultural resources, create an interactive cultural experience zone, and realize the integrated development of cultural, tourism, business and business. In 2022, a total of 45 benchmark projects for the integration of tourism and big data will be built. By 2024, we will strive to build a total of 70 benchmark projects for the integration of tourism and big data.
16. Build new technology infrastructure. Build an independent and controllable sovereign blockchain infrastructure platform and support cities (prefectures) to build a blockchain public service platform. Accelerate the construction of artificial intelligence technology research and development innovation platforms, intelligent voice open innovation platforms, etc. Promote the integrated application of Beidou big data in disaster prevention and mitigation, smart transportation and other fields, and build the Beidou disaster prevention application big data innovation center and remote sensing satellite image big data innovation center. By 2024, we will strive to create more than 50 blockchain converged application scenarios.
17. Build urban digital infrastructure. Improve the unified data middle platform and business middle platform in the province, and build digital government " big middle platform ". Support Guiyang, Zunyi and other cities to explore the construction of digital twin cities. Promote the intelligent transformation of municipal public facilities, public service facilities, and environmental sanitation facilities and the application of Internet of Things. Deepen the construction of "Smart Guizhou City" and enrich the application scenarios of smart cities. By 2024, a number of smart communities, , smart campus, smart hospital, and smart business districts will be built, and more than 5 "smart Guizhou City" with local characteristics will be strived to form a total of more than 5 "smart Guizhou City" with local characteristics.
18. Build a digital infrastructure for public health. Promote the construction of digital, networked and intelligent public health emergency management systems. Accelerate the construction of telemedicine capacity and promote the deployment of platforms such as emergency guarantee for medical and health resources, intelligent prevention and control of infectious diseases. Accelerate the construction of the National Health and Medical Big Data Western Center. Actively deploy various types of perception terminals for health management and health monitoring. In 2022, more than 10 "5G+ Medical Health" application projects will be created. By 2024, more than 50 "5G+medical and health" application projects will be created, the total number of telemedicine services in the province will exceed 5 million, and more than 30 Internet hospitals will be built.
(IV) Innovation infrastructure construction
System layout to build Guizhou Province's innovation infrastructure, guided by cultivating and building National Laboratory , coordinate the construction of major innovation platforms for basic research, technology development, achievement transformation, and scientific and technological services, and form an innovative infrastructure development system with reasonable layout, promotion of innovative development, and Guizhou characteristics.
19. Build a scientific and engineering research platform. Focus on the fields of karst and radio astronomy, and prepare for the establishment of Qianling Laboratory and cultivate the "preparatory team" of the national laboratory. Support the existing national key laboratories in the province to participate in the reorganization and strive to become national key laboratories in the fields of green pesticides and other fields. Focusing on major needs of regional development and industry development, we will focus on key areas such as artificial intelligence , high-end equipment, digital information technology, mineral resources, carbon peak carbon neutrality, public safety and epidemic prevention, and build provincial key laboratories. By 2024, a total of 20 new provincial key laboratories will be built.
20. Build a platform for technological innovation and achievement transformation. Focus on promoting the construction of the National Engineering Research Center for the improvement of government governance capabilities, including new sequence management, big data application technology, , and . Focus on key areas such as big data, biological industry, advanced manufacturing, and new materials, and vigorously cultivate and build provincial engineering research centers. Support a number of provincial engineering and technology research centers with strong strength, good operation and meet relevant positioning and conditions to be converted into technological innovation centers. Encourage various innovation entities such as enterprises, research institutes, universities, etc. to create provincial enterprise technology centers. Cultivate and build a manufacturing innovation center that leads industry development and occupies the commanding heights of technology. Focus on the major diseases and advantageous clinical specialties in our province, and build a clinical medical research center. Support market entities with scientific research foundation to actively build science and technology enterprise incubator and co-creation space, and support provincial universities to deploy a number of scientific and technological achievement transformation bases with high standards. In 2022, more than 40 new provincial and above technological innovation and achievement transformation platforms will be built. By 2024, we will strive to build more than 80 new provincial and above technological innovation and achievement transformation platforms.
21. Build a basic support and condition guarantee platform. Promote the construction of scientific and technological resource sharing service platforms such as Guizhou Medical Sequencing Center, Gui'an Super Computing Center, Germplasm Resource Library, intelligent construction and sharing digital platform, coal underground gasification physical simulation device and numerical simulation system. In combination with the regional characteristics and work foundation of our province, field scientific research observation stations will be built in the fields of plateau lakes, biodiversity, disaster prevention and mitigation, etc. In 2022, more than two provincial science and technology resource sharing service platforms will be built. By 2024, more than 5 provincial science and technology resource sharing service platforms and more than 5 provincial field scientific research observation stations will be built.
III. Guarantee measures
(I) Strengthen overall coordination
Archive inter-departmental joint meeting of Guizhou Province to promote the construction of new infrastructure, and coordinate all work. The governments of all cities (prefectures), counties (cities, districts, and special districts) should establish corresponding working mechanisms and study and issue supporting policies. All municipal (prefecture) governments and industry authorities should establish a database of major new infrastructure projects, implement rolling reserves and dynamic adjustments, and promote the accelerated implementation of projects.
(II) Strengthen financial support
Actively seek support for central budget investment, central special funds, local government special bonds , financial institution funds, etc., and give full play to the leverage role of the provincial new industrialization development fund , new urbanization investment fund and new momentum industry development fund. Optimize and adjust the structure of special fund expenditure, and vigorously support the construction of new infrastructure through provincial budget investment, provincial big data development special funds, provincial industrial and informatization special funds, and provincial service industry special funds.
(III) Strengthen the guarantee of elements
Strengthen land use guarantee, and add new construction land planning indicators for key projects, and solve the problem through the research and support of " One-to-One Discussion ". Support new infrastructure construction projects such as 5G base stations and data centers in terms of energy use in accordance with relevant regulations. Strengthen the introduction and cultivation of talents in the field of new infrastructure and innovate the talent introduction and training mechanism. Strengthen the construction of training bases and cultivate a team of skilled talents in the construction of new infrastructure.
(IV) Strengthen publicity and promotion
Actively carry out policy publicity for new infrastructure construction and create a good environment for the whole society to jointly support the construction of new infrastructure. Carry out investment promotion for new infrastructure chain construction, chain supplementation, chain extension and chain strengthening. Strengthen the publicity of demonstration projects for new infrastructure construction and promote new models, new practices and new achievements.

Inter-sectoral Joint Conference System
In order to implement the "Guizhou Province New Infrastructure Construction Three-Year Action Plan (2022-2024)", further strengthen organizational leadership, strengthen overall coordination, and accelerate the construction and development of new infrastructure, with the approval of the Provincial People's Government, a system for inter-sectoral Joint Conference (hereinafter referred to as the Joint Conference) will be established in the Provincial People's Government. 1. Main functions

3. Work rules
In principle, the joint meeting will be held once every six months, and will be chaired by the convener or the deputy convener appointed by the convener. When studying specific work matters, some member units can be convened to attend the meeting as appropriate, or other departments can be invited to attend the meeting. The matters agreed upon by the joint meeting shall be issued to each member unit in the form of minutes, and major matters shall be reported to the provincial people's government in a timely manner in accordance with procedures.
4. Work requirements
The Joint Conference Office should strengthen the tracking and supervision of matters agreed upon by the Joint Conference, and promptly inform member units of progress; it should take the lead in working with all member units to do a good job in all work of the joint conference, give full play to the role of all localities and relevant departments, form a working synergy, and effectively promote the implementation of various tasks and measures for the construction of new infrastructure. All member units should conscientiously implement the matters agreed upon by the joint meeting and the division of labor tasks in accordance with their division of responsibilities, actively study and formulate policies and measures to promote the construction and development of new infrastructure, and actively put forward work suggestions.

1. Work goals
In 2022, the national integrated computing power network national hub node data center standard racks will reach 150,000, a total of 80,000 5G base stations will be built, a total of 200 5G scenario application projects will reach 1.65 million kilometers of communication optical cables in the province, and the Internet out-of-province bandwidth will reach 38,000 Gbps. 2. Key tasks
(I) Build a computing power hub node data center cluster
1. Build a first-class super-large computing power hub node data center aggregation base in the country. With Gui'an Electronic Information Industry Park as the starting area, we will give priority to the development, adhere to the concentration of large and super-large data centers in Gui'an, highlight the functional positioning of the core area of the data center industrial cluster, and attract a number of national and industry-level data centers to be implemented in Guizhou. Promote the expansion and upgrading of existing super-large and large-scale data centers, accelerate the construction of financial industry data centers such as China Construction Bank, Pudong Development Bank, and Industrial Bank , and actively introduce key industries such as energy and manufacturing to layout security data center projects. Accelerate the development of the computing power service market inside and outside the province, improve the average shelf listing rate of standard racks in data centers at computing power hub nodes, adopt new energy-saving technologies, make full use of local natural resources for refrigeration, and reduce the average PUE value of data centers. In 2022, the number of standard racks for computing power hub node data centers will reach 150,000. By 2024, we will strive to achieve a standard number of data centers with a computing power hub node to reach 600,000, with an average launch rate of no less than 65%, with an average PUE value lower than 1.2, and a PUE value of some demonstration projects is less than 1.15.
2. Deepen cross-regional collaboration construction. Promote close cooperation with other hubs and form a normalized communication mechanism. Promote cross-regional computing power cooperation within enterprises to achieve efficient and intelligent scheduling.Using the project as a carrier, we will adopt various cooperation models such as "supplier-in-one construction", "demand-in-one construction", and "cooperative and co-construction".
3. Build the brain for industry application. Promote the construction of internal data centers in cities, deploy small and medium-sized urban data centers and small and micro edge data centers to meet the needs of new business applications such as high-frequency trading, virtual reality, ultra-high-definition video, Internet of Vehicles, networked drones, smart power, smart factories, and smart security in the financial market. Promote the use of high-performance computing power in radio astronomical telescopes, science, biology, cultural tourism, meta-universe and other fields.
(II) Build a computing power hub node delivery channel
4. Improve the network level status of computing power hub nodes. Promote computing power hub nodes to enter the core layer of the basic operator network architecture, build them into a network data aggregation center and interconnection center, and strive to build a new national Internet exchange center. Optimize the transmission network between the switching center and the access node to improve the quality and efficiency of data interaction between enterprises. Monitor the network quality of data centers and continuously optimize network performance.
5. Build a high-speed direct connection network for computing power hub nodes. Build a direct connection network within the Gui'an cluster to achieve a one-way delay of less than 5 milliseconds. Build a Gui'an cluster to connect directly to the urban data centers and edge data centers of each city (prefecture) to achieve a one-way delay of less than 10 milliseconds. Build a direct connection network to the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta, Chengdu-Chongqing hub and surrounding provinces, and strive to have a one-way delay of less than 20 milliseconds. Build a direct connection network to the Beijing-Tianjin-Hebei, Inner Mongolia, Gansu and Ningxia hubs, and strive to have a one-way delay of less than 30 milliseconds.
(III) Build the "East Data and West Calculation" computing power network
6. Strengthen the support for computing power service. Build a unified high-level cloud service platform across the province, promote the opening of public computing power service resources, and provide low-cost, wide-coverage, reliable and secure public computing power services. Support cloud service providers to optimize computing power services, support industry digital transformation, and help cultivate new industry forms and models. Accelerate the development of business application scenarios such as "East Numbers and West Saving, East Numbers and West Calculation, East Numbers and West Camp" and face the eastern regional market, vigorously undertake non-real-time computing power services such as backend processing, model training, offline analysis, storage and backup, and computing power-intensive services with relatively low real-time requirements. Explore the establishment of a complementary cooperation service mechanism for computing power between the eastern and western regions, and explore the construction of a computing power service system that is coordinated with the eastern region. 7. Strengthen unified scheduling of computing power resources. Build a unified computing power scheduling platform for computing power hub nodes and a complementary docking platform for computing power complementary computing power between the east and west, explore the creation of inter-regional computing power commodity trading platform, cross-regional computing power scheduling platform, data trusted circulation platform, etc., to realize unified management, arrangement and scheduling at the computing network resource level. Build main computing power and backup computing power, efficiently gather computing resources in various fields, form a public computing power pool, and encourage manufacturers to connect idle computing power to the public computing power pool.
8. Build a new data circulation and trading infrastructure. Using cloud computing, blockchain, federated learning, multi-party security computing and other technologies, we will build a data circulation trading platform to support diversified product transactions such as data products and services, computing resources, and algorithm tools, so as to realize the original data "available and invisible", data products "controllable and measurable", and the circulation behavior is "trusted and traceable", and provide a high-efficiency and trustworthy data circulation trading environment across the country. By 2024, the core hub of the circulation of national data generation factors will be basically established.
9. Improve standards and specifications. Carry out the implementation of green data center evaluation index system. A number of standards and specifications have been formulated around the evaluation of the effectiveness of computing power hub node construction, computing power access specifications, green and low-carbon development of data centers, access operation of data providers, safe and trustworthy circulation of data elements, and authorized use of government data.
(IV) Promote the construction of 5G network
10. Accelerate the coverage of 5G network.Strengthen the deep coverage of 5G network cities and extensive coverage of rural areas, accelerate the deep coverage of indoor and outdoor collaboration in national-level high-tech zones, key industrial parks, key tourist attractions, core business districts and other scenarios, promote the refined coverage of key places such as party and government agencies, universities, and medical institutions based on the application needs of 5G scenarios, and gradually extend the 5G network to administrative villages. 2.
